you. I welcome you all to the National Youth Parliament session and I hope this session will be
fruitful. We begin today’s session with oath or affirmation of our newly elected members.

Shubhi Goyal: “I, Shubhi Goyal having been elected as a member of lower house of the Youth
Parliament do hereby swear in the name of god, that I will bear true faith and allegiance to The
Constitution of India as by law established and that, I will uphold the sovereignty and Integrity
of my country and that, I will faithfully discharge the duties upon which I am about to enter”.
OBITUARY REFERENCE
Speaker (Tanishka): Hon'ble Members, as we meet today. I would like to inform the House of
the demise of our former colleague Shri Suresh Chandra. Shri Suresh Chandra was an
agriculturist by profession and an active social worker, he worked in the rural areas devoting his
time and energy to the welfare of agricultural labourers and the up-life of the backward classes.
He was President of Mazdoor Sabha, Mirjapur. An able parliamentarian and an effective orator,
he took keen interest in the proceedings of the House.He passed away at New Delhi on 30th
June, 1988 at the age of 35.
PRIME MINISTER AND LEADERS OF THE HOUSE(Ritu Singh): Madam, I rise to pay
my tributes to Shri Suresh Chandra, whose death has been deeply mourned by all, he was a
young man who came from a family of freedom fighters. He was with us to the very last
moment. He seemed to be well and happy and, therefore the shock of his passing away was all
the greater. He had a bright future before him. I should like to extent my deep condolences to his
family.
LEADER OF OPPOSITION (Sakshi Rajput): Madam, I associate myself with the tributes
paid by you and the leader of the house.I had the privilege to work with Suresh Chandra as a
Colleagues He was a person, who because of his lovable nature, never annoyed any one and he
was always with a smiling face and was a very open hearted person. We have lost a very good
social worker, political worker and a public man in him. I would like to associate myself and my
party in sending our condolences to the bereaved family.

QUESTION HOUR BEGINS:
*RAILWAYS
Harshika Chahar; Hon'ble Speaker. Mam, will the Hon'ble Minister of Railways be pleased to
state to arrangements made by the government regarding basic amenities in the railways for the
people of the country.
SPEAKER( tanishka) : Hon'ble Minister of Railway please
Railway Minister (krishana prajapati): Hon'ble Speaker, the govt. is highly concerned
regarding this matter. In this regard two hundred stations are brought under "ADARSH
STATION SCHEME" and are provided with basic amenities like toilets, drinking water, catering
services; waiting rooms etc. 17,000 old toilets on trains are being replaced by bio toilets
increasing the number by 17,388. Also under the "SWACH RAIL SWACCH BHARAT
PROGRAMME" professional cleaning agencies have been hired to keep the trains and stations
clean.
Mohini VII: Security is a major issue in the railways, what the government is doing to improve
the security especially the security of women in trains?
SPEAKER (TANISHKA): Honorable Minister
Railway Minister ( Krishna prajapati ): Hon'ble Speaker, the government has provided
Security helpline numbers 182 and 138 in this regard. also 400 railway stations are receiving
CCTV camera services. Adding to this the trains are having pink zones. Compartments are being
reserved only for women just to improve security services especially security of women in trains.
*TOURISM
Kangana Saxena: Hon'ble Speaker. May I know why despite sanctioning the 1800 crore to our
infrastructure, these circuits lack proper infrastructure and are in need of more hotel rooms, good
roads, waterways, wayside amenities uninterrupted power and water supply, etc.
Speaker ( tanishka): Yes, would the Hon'ble Minister like to say anything on this.
Minister for Tourism (Arshiya Soni): The Foreign exchange earnings from tourism have
crossed 1 lakh crore and grown by 12% in the past year. Also, India’s position in travel and
tourism competitiveness has increased. Also, we have launched an Incredible India helpline, e-
ticketing at major tourist destinations, and AdarshSmarak or model monument scheme.
*FINANCE
Charu VII: Hon'ble Speaker Mam, Finance Minister is always busy making big promises and I
hope this time he stands up to his words. Will he kindly inform the house, what provisions there
Govt. has taken for a vast no. of people who are yet to be brought under PMJDY and ADHAAR?
Speaker ( tanishka): Hon'ble Finance Minister
Finance Minister (Priyanshi Sharma): Hon'ble Speaker Mam, Aadhaar is not mandatory for
availing this facility. In this regard, Indian Banks Association (IBA) has been asked to issue
revised guidelines to all banks. Overdraft facility has been availed by 1,64,962 account holders.
*UNEMPLOYMENT
Shaurya Pratap: According to CMI report, the unemployment rate of Haryana is backed up to
37.4 percent and that of Rajasthan is 28.5 percent. Rajasthan and Haryana are the only state to
cross 20 percent mark and this is not the first time for Haryana to be number one position in the
sector of unemployment in the view of afford mentioned situation. I would like to know the
answer through you of details of any other steps taken by the government to combat women’s
unemployment.
Charu: Madam speaker as per the periodic labor force survey conducted by the national
statistical office Haryana does not have the highest unemployment rate among women in the
country and Madam speaker in Haryana the government is currently running the NSCI in panipat
with 12 courses under the Craftsman training scheme and in five courses under the craft
instructor training scheme. The total seating capacity being 494 trainees per year. Madam
Speaker the government is running the NSCI at Panipat in Haryana, in Jammu in Jammu and
Kashmir and Jaipur in Rajasthan.
*EDUCATION
Anant: Amidst the COVID-19 disruptions, how is the Ministry of Education ensuring inclusive
education, tackling learning gaps, and prioritizing mental well-being across diverse socio-
economic backgrounds?
Education Minister (Vartika yadav): The Ministry is bridging digital gaps by distributing
devices and ensuring internet access. Remedial classes address learning loss, blending online
and offline methods. Collaborating with mental health professionals, initiatives include
counseling and integrating mental health education. Long-term strategies focus on teacher
training for online learning, digital infrastructure enhancement, and resilient contingency
planning, aiming to create an inclusive and adaptive education system resilient to future
disruptions.

Honorable Speaker (TANISHKA): Honorable Members, I have to make an important

Sakshi Rajput (Leader of Opposition): Honorable Speaker, I would like to say that this
government has not done something positive for the society till date. They just keep making big
promises while relaxing on chairs. This government play with the people’s emotion. Has this
government made any success in education, health sector, defence or agriculture?

Ritu Singh (Leader of ruling party): First of all, I'm thankful to my party members and does
who have shown faith in me. I request my opposition member not to politicize every event. Let's
not paint every issue with the brush of the politics.I request, I urge the people of our country to
wake up and be responsible, being the Prime Minister I do acknowledge the fact, that there had
some loop holes in our governance but still then we reassure the nation, we have been and we
will be working for the development of our country as much as possible and we all will be the
witness of a beautiful, peaceful and above all progressed nation. Thank you.

Home Minister (neeti genhar): The Union budget stands as a pivotal event in the
financial calendar, generating heightened speculation about the government's spending,
fiscal deficit, and individual taxation.one way to boost consumption is to put more
money in the hands of people, and one of the possible ways of doing it is by reducing
the tax burden through tinkering with tax slabs or increasing the standard deduction.
Honorable Speaker (tanishka): Law Minister, would you like to enlighten your views
through your remarks?
Law Minister (Shauryaveer): Strengthening the healthcare value chain is crucial,
particularly in rural areas where a significant portion is still deprived of quality
healthcare. To achieve this, an increase in healthcare spending is essential. The current
budget allocation stands at a meagre 1.6 to 1.8 per cent. It is suggested that we raise it
to 2.5 or 3 per cent of the present budget to make a meaningful impact. With this
budget, we should also try to develop in all sectors.
