‘THROUGH’
2.0 According to the KNEC Policy, the Supervisors and Invigilators who were deployed in your centre for the last two (2) consecutive
years should not serve there. The Cp2 system has been configured to block their deployment, and you shall not be able to take
their daily attendance.
3.0 To enable your deployment, you must register into the Contracted Professionals (CP2) system that is accessible through the
following link: http://cp2.knec.ac.ke. In the instance where you cannot remember your password, first dial *456*9*5*5*1, then reset
the password.
4.0 As a centre manager, you are responsible to the TSC Sub County Director. The Council expects you to conduct the assessment
according to KNEC regulations and adhere to the following:
4.1 Ensuring that the rehearsal is undertaken on 25th October 2024. You are required to confirm the deployment of the
supervision personnel in your centre and take their online attendance on the rehearsal day;
4.3 Ensure that only the following persons are allowed within the assessment centre during the period of assessment:
4.3.3 Invigilators;
4.4 Ensure that all other unauthorized persons are restricted and kept away from the centre during the assessment period;
4.5 Being at the distribution Centre at the time prescribed by the Council to collect the assessment materials and ensuring
protection of the materials when in transit to the assessment centre and back to the container;
4.6 Witnessing the opening of the container at the distribution Centre every day of the assessment;
4.7 Upon reaching the assessment centre, hand over the assessment materials directly to the supervisor in one of the
assessment rooms and sign the accountability documents;
4.8 Ensuring that assessment question papers are not tampered with and are kept in one of the assessment rooms before
handing over to the Supervisor;
4.9 Ascertaining that there is adequate security for both the candidates and the assessment question papers;
4.10 Ensuring that the candidates, supervisors, and invigilators inspect the question paper packets and sign the declaration to
witness that they are intact before opening;
4.11 Witnessing the opening of the assessment question paper packet by the Supervisor in front of the candidates and
ensuring at least one of the candidates countersigns the envelope as evidence of witnessing the opening;
4.12 Witnessing the counting of the question papers by the Supervisor and ensuring that the assessment papers are adequate
before the commencement of the assessment and issuance to each invigilator;
4.13 Ensuring that no candidate who is more than half an hour late is given a question paper prior to clearance by the Council;
4.14 Be vigilant, monitor, and ensure that the assessments are conducted in accordance with KNEC laws, rules, and
regulations;
4.15 Ensuring that all reports of hardship cases that might have affected candidates’ work during the assessment and which
are related to the conduct of the assessment are indicated in the Report and Certificate of Supervision;
4.16 In consultation with the Sub County Director of Education, ensuring that candidates taking assessment under special
circumstances do so in a conducive environment;
4.17 Capturing online all candidates who are absent and taking assessment in other venues like hospital and prison;
4.18 Verifying that the sitting plan which is prepared once should NOT be stamped;
4.19 Submitting to the officer managing the distribution Centre answer scripts of candidates taking assessment under special
circumstances in a special envelope separately;
4.20 Receiving the packed candidates' answer scripts and other materials from the supervisor at the end of each assessment
day and returning them directly and securely to the distribution centre under the escort of armed security;
4.21 Signing all the relevant accountability documents at the assessment centre and at the distribution (container) centre;
4.22 Accurately completing the daily online Attendance Register, the Report and Certificate of Supervision, and any other
document required for submission to the Council through the officer managing the distribution centre upon completion of
the examination;
4.23 Upon completion of the assessment, download and print the attendance register and ensure that all the supervision
personnel in your centre append signatures against their names. This will be submitted to KNEC as the only proof of
undertaking the work. The attendance register will be used during the processing of payment claims;
4.24 Ensuring that a lockable desk is provided for keeping all the mobile phones and any other electronic communication
devices for the Centre Manager, Deputy Head of the institution, Supervisor(s), Invigilator(s), Security Officer (escorting the
materials), Cooks, Gatekeeper, and the Driver in the examination centre. The desk must be placed outside the
examination room in full view of the security officer throughout the session. The key to the desk will be kept by the
supervisor. The mobile phones must be on silent mode.
4.25.1 For the avoidance of doubt, the Centre Managers shall not, under any circumstance, take the assessment
materials to any room/place other than the designated assessment room;
4.25.2 Taking overall responsibility for the management of the assessment at the examination centre, ensuring that all
candidates strictly adhere to the assessment rules;
4.25.3 Taking overall responsibility where instances of massive assessment irregularities occur;
4.25.4 Ensure the assessment is conducted as per the KNEC Act, other relevant Written Law, the Council Rules,
Regulations, and Guidelines;
4.25.5 Taking the necessary action and reporting the matter to the Council when you observe any assessment
malpractice.
