Introduction To The Case Study
The Nawabganj Bird
Sanctuary renamed the Shahid Chandra
Shekhar Azad Bird Sanctuary in 2015, is a
lake and surrounding habitat in the Unnao
region of Uttar Pradesh, India, on the
Kanpur-Lucknow highway. This wetland is
one of numerous in Northern India.
Destination Description
Nawabganj Bird Sanctuary is located on NH-25 (Lucknow-Kanpur High Way) about 43 Km.
away from Lucknow, in Nawabganj Tehsil of district- Unnao, U.P. The area of sanctuary in
about 225 Hectare. Sanctuary was declared by a notification on 2332.14-3-48-83, dated 07-
08-1984.
Climate
The Climate is like Gangetic plan temperature
varies from 48°C in summer to 4°C during
winter. Area experiences about 900 mm
annual rain fall due to North-westerly winds.

Purpose Of Study
The objectives of study are to identify and examine the potentiality of ecotourism
development in the Nawabganj Bird Sanctuary.
To identify the issues and challenges of the ecotourism development in the Nawabganj Bird
Sanctuary and wetlands of associated areas.
NOTE
The Nawabganj Bird Sanctuary is now officially declared an eco-sensitive zone by
Government Of India to preserve its natural beauty, despite strong objections by local
community the notification finally got passed by GOVERNMENT OF INDIA -
MINISTRY OF ENVIRONMENT AND FORESTS, the notification clearly states
limiting traffic and banning use of plastic bags among other things in and around the
notified area of Nawabganj Bird Sanctuary Eco-Sensitive Zone
The Following Activities Are To Be Regulated In The Eco-sensitive
Zone
A zonal master plan is being prepared by the state government by the involvement of
Following
1. State Departments of Environment,
2. Forest Department,
3. Urban Development Department,
4. Tourism Department,
5. Municipal Department,
6. Revenue Department
7. Rajasthan State Pollution Control Board for integrating environmental and
ecological considerations into it.
The area within and outside Nawabganj Bird Sanctuary Municipal Council area shall
have separate Sub-zonal Master Plans which may be prepared by the State
Government as a component of the Zonal Master Plan which will be submitted for
approval to the Ministry of Environment and Forests. The Zonal Master Plan shall also
identify and demarcate the maximum expansion area of the village settlements and of
Nawabganj.
Tourism Activities
•Tourism Master Plan to be prepared by the Department of Tourism of the Uttar Pradesh
State Government.
•Tourism master plan will be the component of Zonal master Plan
•It should carry study of the Eco-Sensitive Zone.
•Activities shall be permitted only within the parameters of this Tourism
•
•Master Plan should provide parameters for :-
1. All new tourism activities,
2. Development for tourism
3. Expansion of existing tourism
Nawabganj has natural sites such as Moti Jheel and plans for their conservation in their
natural setting shall be incorporated in the Zonal Master Plan and Sub-Zonal Master
Plan and strict guidelines shall be drawn up by the State Government to discourage
construction activities at or near these sites including under the garb of providing
tourist facilities and all the general pool reserve areas in the Zone shall be reserved.
Regulations For Preservation Of Nature
Water
• All future and existing buildings, where possible, in the
Municipal Area shall provide roof-top rain water harvesting
structures.
• No sale of ground water shall be permitted except with the
prior approval of the State Ground Water Department.
Use Of Plastics
• No person shall use plastic carry bags within the notified
area.
Discharge Of Sewage
• No untreated sewage or effluent shall be permitted to be
discharged into any water body or forests within the Eco-
sensitive.
• Water (Prevention and Control of Pollution) Act, 1974.
Solid Waste
• The solid waste disposal shall be carried out as per
the provisions of the Municipal Solid Waste
(Management and Handling) Rules, 2000.
• Segregation of solid wastes into biodegradable and
non biodegradable components.
Note: “solid wastes” shall include domestic, industrial commercial and garden wastes.
Restricition In Encroachment
• All the existing encroachments within the Eco-sensitive Zone including the forest
area shall be identified and necessary action shall be taken against such
encroachments.
• Provisions of the State Grant Act, 1961
Monitoring Committee
(1) a representative of the Ministry of Environment and Forests, Government of India;
(2) senior Town Planner of the Area.
(3) one expert, on the Eco-sensitive Zones nominated by Government of India.
(4) two local residents / people knowledgeable about the region to be nominated by
the Government of India.
(5) two representatives of Non-governmental Organizations working in the field of
environment (including heritage conservation) to be nominated by the Government of
India.
(6) Assistant Director (Tourism)
(7) Regional Officer, Uttar Pradesh State Pollution Control Board.
(8) Deputy Conservator of Forests (Wild Life), Nawabganj.
(9) The District Collector, Unnao as the Member Secretary.
In case of activities requiring prior permission or environmental clearance, such activities
shall be referred to the State Level Environment Impact Assessment Authority, which
shall be the Competent Authority for grant of such clearances.
The Monitoring Committee may also invite the representatives or experts from concerned
Departments or Associations to assist in its deliberations depending on the requirement
of the issues.

All new constructions shall be allowed only after the proposals are scrutinized and
approved by the monitoring committee and all other development activities, including
alterations in buildings, shall require prior approval of the committee provided that these
do not involve structural changes and are on the existing authorized plinth areas in the
Nawabganj municipal limits.
