Reflection

1. Policy Development

Dr. Shiela A. Tirol discussed the DepEd order that embodies the policy development
process (DO13, s. 2015). The key functions of the central office are drafting and issuing the
DepEd orders and memoranda and establishing national programs and initiatives by setting
national standards and policies. On the other hand, the Regional Office monitors the localization
of DepEd national policies in the regional context by implementing laws, policies, programs,
rules, and regulations in the region. I became more knowledgeable about the roles of the
Central and Regional Office in creating the national education policies in the Department of
Education. Systematic, participatory, and evidence-based processes should be taken seriously
before adopting a policy.

I realized how hard it is to develop a DepEd order and memorandum since it follows a
long process. The policy development process consists of several systematic stages such as
agenda setting, policy formulation, policy adoption, policy implementation, and policy review to
ensure that everything is well-researched, inclusive, and effectively implemented. There are
thirteen fundamental contents covered by a policy based on DepEd context such as the
letterhead; official date (date signed by the Secretary or his/her authorized official); control
number with the series (s.) of year disseminated; concerned officials, policy proponent and
implementers, and stakeholders; statement of the policy; objectives of issuing the policy;
statement on repealing, resending, and modifying provisions contained in the previously
approved policy; the statement of publication and effectivity; closing statement for strict
compliance of all concerned to the stated policy; issuing authority with signature; statement of
Enclosure; related and repealed previous issuances used as reference; and classification in the
perpetual index for easy reference and research.

2. Strategic Planning

Dr. Shiela A. Tirol also discussed was about Strategic Planning during the second session.
The legal basis for formulating the strategic plan in the Department of Education is RA 9155
(Governance of Basic Education Act of 2001). I learned that the Basic Education Development
Plan (BEDP) 2030 is the Department of Education’s first long-term plan that provides a strategic
roadmap geared towards improving the delivery and quality of basic education by addressing
the immediate impacts of the pandemic on learning and participation, closing the remaining
access gaps, confront the issue on education quality, and anticipate the future of education and
introduce innovations in fostering resiliency and embedding the rights of children and the youth
in education. DepEd aims to provide learners with the skills and aspirations that would
contribute to personal and national development including the 21 st century skills. The goal of
the BEDP 2030 is for Filipinos to realize their full potential and contribute meaningfully in
building a cohesive nation. It has four pillars such as the access, equity, quality, and resiliency &
well-being. The enabling mechanisms are under the governance section which should follow a
modern, efficient, nimble, and resilient governance and management process.

The second session also enlightened me about the importance of the School
Improvement Plan which defines strategies and interventions that a school, with the help of the
community and other stakeholders, undertakes over six consecutive years. The School Planning
Team leads the planning process by convening the members of the Team and Secretariat. The
SPT is also responsible for identifying data requirements and initiate data collection, conducting
situational analysis, drafting the strategic plan, subjecting the draft plan to stakeholder
consultations for review, revising the plan based on the comments and inputs from the
consultations, and finalizing and communicating the plan.

3. Curriculum Development

I learned that curriculum development is essential in enhancing teaching and learning


processes. The curriculum will focus on the new K to 12 curriculum's contribution to improving
learning outcomes. With the integration of skills and competencies such as DRR and CCA in
delivering the new curriculum, looking at effectiveness is crucial. The curriculum contributes to
achieving learning outcomes by studying the developmental, social, and behavioral effects of
the teaching and learning process on the learners. To support the K to 12 Curriculum and its
literacy and numeracy programs through the equitable provision of quality and accessible
supplementary learning resources (SLRs), the school libraries and library hubs should have
relevant and responsive policies, adequate reading and learning spaces, and responsive
Information and Communication Technology (ICT).
