Northeast region refers to the easternmost part of the country and is not well connected with the mainland due to land log. Even though lots of efforts had been in regard through various Ministries using surface transport, rivers, air, etc.. but still it is a very long way to go. In term of communication network, it is sole depend on the BSNL fibre optics and not all the Blocks, Panchayat, villages are connected by OFC. The only medium which is well connected, is mobile network provided by various ISPs. Wide access to mobile phones in the region has made it an ideal platform for Government to interface with citizen, especially in the rural areas. Mobile system offers a unique opportunity and it is transforming the way people talk, communicate & do business with one other and it create an environment of a mobile digital society.
In is in this regard that a shift may be initiated to move from the current platform of eGovernance which is primarily the use of computer based internet access to deliver services to the citizen to m-governance, a mobile based delivery system. In North East Region the penetration of computers and internet is relatively low compare with other states in the country, there is an apprehension that the reach of e-Governance may be limited to districts and towns, so exploring other option which is viable and feasible to reach the door step of the common man is very important in order to deliver government services and improve the livelihood of the region as a whole.
Mobile phones have tremendous potential to expand the access to and reach of public services in North East. The rapidly expanding subscriber base of mobile phone users in the region can help in accelerating the use of modern information and communication technologies (ICTs) for improving governance and ushering in inclusive growth and development of the North East.
