Rule 1: Short title, commencement and application
▪ These rules may be called the Central Civil Services (Conduct) Rules,
1964.
▪ They shall come into force at once on 30 November 1964.
▪ Gazette Notification was issued on: 12.12.1964
▪ These rules shall apply to every person appointed to a civil service or
post (including a civilian in Defence Service) in connection with
the affairs of the Union (Central Government).
▪ Provided that nothing in this rule shall apply to any Govt. servant who
is:
▪ a railway servant as defined in Section 3 of the Indian Railways Act, 1890;
▪ a person holding a post in the Railway Board and is subject to the Railway Services
(Conduct) Rules;
▪ holding any post under the administrative control of the Railway Board or of the
Financial Commissioner of Railways;
▪ a member of an All India Service;
▪ a holder of any post in respect of which the President has, by a general or special
order, directed that these rules shall not apply.

Rule 1: Short title, commencement and application
▪ Besides, Rules 4,6,7,12,14, sub-rule (3) of Rule 15, Rule 16, sub-
rules (1), (2) and (3) of Rule 18, Rules 19, 20 and 21 shall not
apply to any Government servant who draws a pay which does
not exceed Rs.500 per mensem and holds a non-gazetted post in
any of the following establishments, owned or managed by the
Government-
▪ ports, docks, wharves or jetties;
▪ Defence installations except training establishments;
▪ Public works establishments, in so far as they relate to work-charged staff;
▪ Irrigation and electric power establishments
▪ Mines
▪ Factories
▪ Field units of the Central Tractor Organization employing workmen governed by
labour laws

Rule 2: Definitions(contd…)
▪ "The Government" means the Central Government;
▪ "Government servant" means any person appointed by
Government to any civil service or post in connection with the
affairs of the Union and includes a civilian in a Defence Service;
▪ EXPLANATION – A Government servant whose services are
placed at the disposal of a company, corporation, organisation or a
local authority by the Government shall, for the purpose of these
rules, be deemed to be a Government servant serving under the
Government irrespective of the matter that his salary is drawn
from sources other than the Consolidated Fund of India;

Rule 2: Definitions
“Members of family" in relation to a Government servant includes:-
▪ The wife or husband of the Government servant, whether residing
with the Government servant or not but does not include a wife or
husband separated from the Government servant by an order
of a competent Court.
▪ Son or daughter or step-son or step-daughter of the
Government servant and wholly dependent on him.
▪ Any other person related, whether by blood or marriage to the
Government servant or to the Government servant's wife or husband,
and wholly dependent on the Government servant.

Rule 3(1): Expectations from Govt. servants
Every Govt. servant shall all times:
▪ (i) maintain absolute integrity;
▪ (ii) maintain devotion to duty; and
▪ (iii) do nothing which is unbecoming of a Government
servant.
▪ (iv) commit himself to and uphold the supremacy of the
Constitution and democratic values;
▪ (v) defend and uphold the sovereignty and integrity of
India, the security of the State, public order, decency and
morality;
▪ (vi) maintain high ethical standards and honesty;
▪ (vii) maintain political neutrality;

Rule 3(1): Expectations from Govt. servants
Every Govt. servant shall all times:
viii. promote the principles of merit, fairness and impartiality in the discharge
of duties;
ix. maintain accountability and transparency;
x. maintain responsiveness to the public, particularly to the weaker
section;
xi. maintain courtesy and good behaviour with the public;
xii. take decisions solely in public interest and use or cause to use public
resources efficiently, effectively and economically;
xiii. declare any private interests relating to his public duties and take steps to
resolve any conflicts in a way that protects the public interest;
xiv. not place himself under any financial or other obligations to any
individual or organisation which may influence him in the performance of his
official duties;
xv. not misuse his position as civil servant and not take decisions in order
to derive financial or material benefits for himself, his family or his friends;

Rule 3(1): Expectations from Govt. servants
xvi. make choices, take decisions and make recommendations on merit
alone;
xvii.act with fairness and impartiality and not discriminate against
anyone, particularly the poor and the under-privileged sections of
society;
xviii.refrain from doing anything which is or may be contrary to
any law, rules, regulations and established practices;
xix.maintain discipline in the discharge of his duties and be liable
to implement the lawful orders duly communicated to him;
xx. maintain confidentiality in the performance of his official duties as
required by any laws for the time being in force;
xxi.perform and discharge his duties with the highest degree of
professionalism and dedication to the best of his abilities.

Rule 3(2): Acting on own judgments or on direction
▪ Every Government servant holding a supervisory post shall take all possible
steps to ensure the integrity and devotion to duty of all Government
servants working as his subordinates
▪ Every Government servant shall in the performance of his official duties, or in the
exercise of powers act with his best judgement except when he is acting
under the direction of his official superior;
▪ The direction of the official superior shall ordinarily be in writing. Oral
direction to subordinates shall be avoided, as far as possible. Where the issue of
oral direction becomes unavoidable, the official superior shall confirm it in writing
immediately thereafter;
▪ A Government servant who has received oral direction from his official superior
shall seek confirmation of the same in writing as early as possible, whereupon
it shall be the duty of the official superior to confirm the direction in writing.

Rule 3A: Promptness and courtesy
▪ No Government Servant shall-
i. in the performance of his official duties, act in a discourteous
manner;
ii. in his official dealings with the public or otherwise adopt
dilatory tactics or willfully cause delays in disposal of the
work assigned to him.

Rule 3B: Observance of Government’s policy
▪ Every Government Servant shall , at all times-
i. Act in accordance with Government’s policies regarding
age of marriage, preservation of environment,
protection of wildlife and cultural heritage;
ii. Observe the Government's policies regarding
prevention of crime against women.

Rule 3C: Prohibition of sexual harassment of woman at work
place
1. No Government servant shall indulge in any act of sexual
harassment at workplace.
2. In-charge of the office should take steps to prevent
sexual harassment to any woman.

Prohibition of sexual Harassment of woman
▪ Sexual harassment includes such unwelcome sexually
determined behavior, whether directly or otherwise, as-
i. physical contact and advances;
ii. demand or request for sexual favours;
iii. sexually coloured remarks;
iv. showing any pornography; or
v. any other unwelcome physical, verbal, or non-verbal
conduct of a sexual nature.

Sexual Harassment at work place
▪ Workplace includes: -
i. Any department, organization, undertaking, establishment, enterprise,
institution, office, branch or which unit is established, owned, controlled or
wholly or substantially financed by funds provided directly or indirectly by the
central Government
ii. Hospitals or nursing homes
iii. Any sports institute, stadium, sports complex or competition or games, venue,
whether residential or not used for training, sports or other activities relating
thereto;
iv. Any place visited by the employee arising out of or during the course of
employment including transportation provided by the employer for undertaking
such journey;
v. A dwelling place or house

GIDs
▪ It is the duty of the GS to inform his superior if anytime he has been arrested
even if he is released on bail.
▪ Conviction in any case shall also be reported by GS.
▪ For joining in any educational institution GS shall obtain prior permission from his
department. Ordinarily this should not be denied. But may be withdrawn in case
of lack of efficiency in service.
▪ Communication received from MPs, a member of Public, recognized
association or a public body to be acknowledged within 15 days,
followed by a reply within the next 15 days.
▪ In delay condition the interim reply will be sent within one month from the
date of receipt.
▪ Proper decorum to be maintained by GS during lunch-break
▪ lunch hour on half an hour only.
▪ No Govt. servant should play cards on the lawn and such other places inside
and outside office buildings, may be played in recreation rooms or any place
approved for that purpose.

GIDs
▪ Any GS found guilty for untouchability in any form- unfit for public
service.
▪ Joint representation from GS will be viewed as subversive of
discipline.
▪ No indoor games should be played in office building after 7 pm
except on special occasion such as tournaments.
▪ FR 11 tells us that GS is whole time at the disposal of Govt.
Hence, permission is required for GS to leave station or
headquarters.
▪ Ministry of Women and Child Development has launched online
complaint management system namely SHe-Box (Sexual
Harassment electronic Box) on 24th July, 2017.
▪ Complaint submitted in SHe-Box is directly sent to ICC (Internal

Rule 4: Employment of near relatives of Govt. servants in
companies or firms
▪ No Government servant shall use his position or influence
directly or indirectly for securing employment of any
member of his family in any company or firm;
▪ No Class I Officer shall, except the previous sanction of
the Government, permit his family member or other
dependant, to accept employment in any company or firm
with which he has official dealings or in any other company
or firm having official dealings with the Government
▪ Where the acceptance of the employment cannot await
prior permission of the Government or is otherwise
considered urgent, the matter shall be reported to the
Government and employed on provisional basis.

Rule 5: Taking part in politics and elections
▪ No Government servant shall be a member of any political
party or organisation or assist in any other manner, any
political movement or activity.
▪ Endeavour to prevent any member of his family from taking
part in any movement subversive to the Government. And
report to the superior authority if any family member takes
part or involves in any manner
▪ In any manner regarding the previous point whether a party
is political or not, the decision of the Government will be final
▪ No Government servant shall canvass or interfere or use his
influence in any election

Rule 5: Taking part in politics and elections
▪ Not to display any electoral symbol on personal vehicle or at
residence
▪ Occasional attendance in political meeting is permitted
▪ Right to vote in election is there, but should not indicate to
propose vote or to whom he has voted.
▪ Proposing or seconding a nomination of a candidate is also
not allowed.
▪ Taking part in holding rallies in support of political party is
not allowed.
▪ Acting as election agent, polling agent or counting agent is
not allowed.

Rule 6: Joining of association
▪ Not to join or continue a member of an associations,
activities of which are prejudicial to the interests of
the sovereignty and integrity of India, public order
or morality.
▪ HOD/Ministry are competent to decide violation of this
rule.

Rule 7: Demonstration and strikes
▪ Not to engage in demonstrations prejudicial to interest of
the sovereignty, security, relations with foreign states,
public order, decency or morality, contempt of court,
defamation or incitement to an offence.
▪ Not to resort to or abet strike.
▪ Not to cause coercion or duress in service related matter.
▪ Strike includes:
▪ Mass abstention from work without permission
▪ Refusal to work overtime while necessary in public interest
▪ Practices or conduct which results in/ or may results in
cessation/ substantial retardation of work in any organisation.
▪ Go Slow, Sit-down, pen down, stay-in, token (short period
strike), sympathetic or any other similar strike.

Rule 8: Connection with press or media
▪ Not to own wholly or partially, participate in the editing or
management of newspaper or periodical publication,
electronic media except with the previous sanction.
▪ Permitted in discharge of official duties
▪ Make it clear that views expressed by him are his own
and not that of government when publishing a book or
participating in public media.

Rule 9: Criticism of Government
▪ Not to criticize any current policy or action of Govt. in
media or document by own name, anonymously,
pseudonymously (bonafide expression by office –
bearer of trade union permitted)
▪ Not to make any statement embarrassing relations
between union and states Govt. and any foreign state.

Rule 10: Evidence before committee or any other authority
▪ Prior sanction required to give any evidence before an
enquiry by person, committee ( not to criticise policy of
Govt. in enquiry )
▪ No sanction necessary in enquiry before an authority
appointed by Govt./Parliament , judicial enquiry,
departmental enquiry

Rule 11: Communication of official information
▪ Every government servant shall, in performance of his
duties in good faith, communicate information to a
person in accordance with the Right to Information Act
2005.
▪ No Government servant shall, except in accordance with
any order of the Government communicate, directly or
indirectly, any official document or any part thereof or
classified information to any Government servant or any
other person.

Rule 12: Subscriptions
▪ No Government servant shall, except with the previous sanction of
the Government or of the prescribed authority, ask for or accept
contributions to, or otherwise associate himself with the raising of
, any funds or other collections in cash or in kind in pursuance of
any object whatsoever.
▪ The members of a union can freely collect subscription among
themselves for welfare activities of the union . So long as their
appeal is confined to the members, no permission need be sought.
If any approach to the public is made, whether directly or
indirectly, such permission should be necessary.

Rule 13: Gifts
▪ Not to take gifts by him or permit family members on his behalf.
▪ Gifts include free transport, boarding, lodging or other service by persons
having official dealings.
▪ Casual meal, lift, social hospitality permitted. Avoid lavish hospitality or
frequent hospitality.
▪ Acceptance of gifts on weddings, religious function from relatives and friends
having no official dealing, make a report if value exceeds

Rule 14: Public demonstration in honour of Govt. Servants
▪ Previous sanction is required for receiving complimentary
or valedictory address or accepting any testimonial or
attending any meeting held in his or in the honour of other
Govt. servant
▪ Farewell entertainment of informal character permitted on
transfer or retirement. Also acceptance of simple and
inexpensive entertainment arranged by public bodies or
institutions.

Rule 15: Private trade or employment
▪ Previous sanction necessary for engagement in any
trade or business
▪ Honorary work of social or charitable nature permitted
without sanction until discontinuation directed by Govt.
▪ Engagement of family member in trade or business to
be reported to the Govt.
▪ Sanction of Govt. is required for acceptance of any fee
from any private or public body
▪ Acceptance of part-time Examinership of examination
papers set by recognized universities may be permitted

▪ hold an effective office or canvas for a candidate or candidates for
an elective office in any body, for a period of two terms or for a
period of 5 years whichever is earlier.

commission agency, etc., owned or managed by any member of
his family
▪ take part except in the discharge of his official duties, in the
registration, promotion or management of any Bank or other

Rule 15A: Sub-letting and vacation of Govt. accommodation
▪ Government Servant should not sublet the government
accommodation.
▪ He should vacate the same within the time limit
prescribed by the allotting authority.
▪ Subletting of Govt Accommodation is a grave misconduct
and disciplinary proceeding in Rule 14 of CCS (CCA)
Rules, 1965 shall be initiated.

Rule 16: Investments, lending and borrowing
▪ Speculation in any stock, share or other investment is not permitted. Can
occasionally invest through authorised persons.
▪ He or his kith and kin on his behalf shall not make any investment which
may embarrass or influence to discharge his official duties.
▪ Not to lend or borrow or deposit money as a principle or an agent with any
person or firm having official dealing.
▪ Not to lend money to any person at interest or whereby return in
money or in kind is charged or paid
▪ Dealing of temporary loan of small amount free of interest from relative
or personal friend is permitted. If amount is large prior sanction is required.

▪ Senior Officers shall not approach their subordinates for
standing surety for loans taken by them or by their
relatives.

Rule 17: Insolvency and habitual indebtedness
▪ Avoid habitual indebtedness or insolvency.
▪ If any debt takes more than two years to be paid in
case of recovery of whole salary, the person may be
considered insolvent.
▪ Detailed facts of legal proceedings initiated for recovery
of debt or adjudging him an insolvent are to be
reported.
▪ Burden of proving insolvency or indebtedness shall rely
only upon the concerned G.S.

Rule 18: Movable, immovable and valuable property
▪ Every Govt. servant on his first appointment to any service or post
submit a return of his assets and liabilities in prescribed forms.
▪ When a GS acquires or disposes of any immovable property by
any means, prior intimation shall be given.
▪ If the Govt. servant enters into a transaction in respect of movable
properties either in his own name or in the name of the member of
his family, he shall report the same to the prescribed authority,
within one month of the transaction if the value exceeds two
months basic pay of the GS
▪ Moveable property includes Insurance Policies (Annual Premium>2
Months BP), shares, securities, debentures, Loan.
▪ The Govt. or prescribed authority may at any time require a Govt.
servant to furnish a complete statement of movable and immovable
properties within a specified period.

Rule 18: Movable, immovable and valuable property (contd…)
▪ A Government servant is prohibited from bidding at Government
auctions (either personally or by proxy) [MHA OM No. 25/12/57-
Ests.(A), dated 21.01.1958]
▪ “On account” payment to Co-operative House-building Societies
for purchase, development, etc. of land are to be treated as
transaction concerning movable properties. [MHA OM No.
21/38/58-Estt. (A), dated 16.04.1958]
▪ For Sale of a car purchased on an advance from the Government of
India, requires two sets of sanctions – one under para 256 (v) of
the General Financial Rules and the other under 18 of CCS
(Conduct) Rules 1964. [MHA OM No. 28/47/58-Estt.(A), dated
05.03.1959]
▪ “Pagri” or “premium” for renting houses and flats charged by
Government servants in renting their houses and flats – amounts to
corruption. [MHA OM No. 43/49/64-AVD, dated 19.11.1965]

Rule 18: Movable, immovable and valuable property
▪ If the total transactions in shares, securities, debentures, mutual
funds etc. exceeds Six Months Basic Pay of the GS, during the
Calendar Year intimation to be submitted within 31st January of
Subsequent year.
▪ Transaction of family members from their own fund need not be
reported (Rule 18, Para 2(ii), GID (8))
▪ All Govt. Servants (Gr A B and C/D) shall submit annual property
return till 31st December by 31st January. If no change from previous
year “No change/ same as last year” may be written in return.
▪ Failing which Vigilance Clearance should be denied (Rule 18/ GID 30)
▪ Prescribed authority for
▪ Group A – The Government
▪ Group B- Head of the Department
▪ Others Head of Office.

Rule 18: Movable, immovable and valuable property
▪ In regard to Fixed Deposits with Banks also, a report should be
made to the prescribed authority under Rule 18 (3) of the CCS
(Conduct) Rules, 1964, if the monetary limit laid down therein are
exceeded 2 months basic pay.
▪ Day-to-Day Savings Bank transactions, either with a Bank or with a
post-office would not, however come within the purview of Rule 18
(3) of the CCS (Conduct) Rules, 1964.

▪ Previous sanction of Prescribed Authority is required in case of
any transaction of movable property with a person having
official dealings with the Govt. Servant. (Rule 18(2))

Rule 18A: Transaction immovable property outside India
No Govt. servant except with previous sanction of prescribed
authority
▪ acquire, by purchase, mortgage, lease, gift or otherwise, either in
his own name or in the name of any member of his family, any
immovable property situated outside India;
▪ dispose of, by sale, mortgage, gift or otherwise or grant any lease
in respect of any immovable property situated outside India which
was acquired or is held by him either in his own name or in the
name of any member of his family;
▪ enter into any transaction with any foreigner, foreign Government ,
foreign organisation or concern.

Rule 19: Vindication of acts and character of Govt. servants
▪ To vindicate the character the Govt. servant has to obtain
the previous permission of the Govt. before going to court
or press.
▪ If permission is not received within three months from the
date of receipt of his request by the Govt. he is free to
assume that the permission has been granted to him.
▪ This does not apply to his private character or act done by
him in his private capacity.

influence

Rule 21: Restriction regarding marriage
▪ No govt. servant shall enter into, or contract, a marriage
with a person having a spouse living;
▪ No govt. servant shall having a spouse living, shall enter
into , or contract, a marriage with any person without
obtaining the permission of the govt. even though such
marriage is permissible under the personal law of the
Govt. servant and the other party.
▪ A Government servant who has married or marries a
person other than of India Nationality shall forthwith
intimate the fact to the Government. Rule 21(3).

Rule 22: Consumption of intoxicating drinks and drugs
A Government servant shall -
▪ strictly abide by any law relating to intoxicating drinks or
drugs in force in any area in which he may happen to be for
the time being;
▪ not be under influence of any intoxicating drink or drug
during the course of his duty and shall also take due care
that the performance of his duties at any time is not
affected in any way by the influence of such drink or drug;
▪ refrain from consuming any intoxicating drink or drug in a
public place;
▪ not appear in a public place in a state of intoxication;
▪ not use any intoxicating drink or drug to excess.

What is Public Places?
Any place or premises (including conveyance) to which the
public have or are permitted to have, access whether on
payment or free of cost or otherwise.

Rule 23: Interpretation
▪ Rule empowering Government of India to modify, relax
or dispense with any rules to prevent hardship in any
individual case.
▪ If any question arises relating to the interpretation of
these rules, it shall be referred to the Government
whose decision there shall be final.

Rule 24: Delegation of powers
▪ The Government may, by general or special order can
delegate any power exercisable by it or any Head of
Department under these rules with subject to certain
conditions.
▪ Powers under Rule 23 (Interpretation) and Rule
24 (Delegation of Powers) shall not be
delegated.

Rule 25: Repeal and Saving
▪ Any rules corresponding to these rules in force
immediately before the commencement of these rules and
applicable to the Government servants to whom these
rules apply are hereby repealed.
▪ Provided that any order made or action taken under the
rules so repealed shall be deemed to have been made or
taken under the corresponding provisions of these rules.
▪ Provided further that such repeal shall not affect the
previous operation of the rules so repealed and a
contravention of any of the said rules shall be punishable
as if it were a contravention of these rules.
