INTRODUCTION
The Quad, also known as Quadrilateral Security Dialogue is a strategic forum that brings together
four major Indo-Pacific powers: the United States, Japan, Australia, and India. It serves as a
platform for these countries to discuss and coordinate on various regional and global issues, with
a focus on promoting a free, open, and inclusive Indo-Pacific.
The background of the Quad can be traced back to its initial formation in 2007, when the four
countries held their first official meeting. At that time, the Quad was primarily driven by concerns
over China's growing influence and assertiveness in the region, as well as a shared interest in
upholding rules-based order and promoting regional stability. However, the Quad faced several
challenges and soon fell into a period of relative inactivity. The significance of the Quad lies in its
potential to shape the strategic landscape of the Indo-Pacific region. As a forum consisting of major
powers, the Quad has the capacity to influence regional dynamics, address common security
challenges, and foster cooperation on various fronts, such as defense, economy, and technology.

mutual concern, with a focus on enhancing peace, stability, and prosperity in the Indo-Pacific.
The Rise of the Quad
Origins and early discussions: The origins of the Quad can be traced back to the mid-2000s when
the United States, concerned about China's rising influence and assertiveness, initiated discussions
with like-minded countries in the Indo-Pacific region. In May 2007, officials from the United
States, Japan, Australia, and India held their first official meeting on the sidelines of the ASEAN
Regional Forum in Manila, Philippines. This meeting laid the foundation for what would later
become known as the Quad.
Key motivations and objectives: The key motivations behind the formation of the Quad were
driven by shared concerns and strategic interests. The member countries recognized the need for a
