KOS basically can be issued by Police Department on any person who is troubling PD or involved in any
activities like terrorist. Means if some terrorist is troubling the city people or police very badly and
crosses all city laws then Police can issue Kill on Sight on him. And also, if some gang is involved in some
mass murders of city people(citizens) at that time to maintain law and enforcement in city Police will
issue KOS on that gang so they can maintain peace and law in city.
