REVIEW OF RELATED LITERATURES
FOREIGN LITERATURES
Document management information systems (DMIS) have become an
essential component in modern organizational infrastructure, facilitating the
efficient handling, storage, and retrieval of documents. These systems are
designed to convert paper documents into digital formats, thereby promoting a
reduction in paper waste and enhancing the accessibility and security of
information. The implementation of DMIS in various sectors has demonstrated
significant improvements in productivity, user satisfaction, and compliance with
standardized rules.
The development of electronic document management systems (EDMS)
has been pivotal in transforming how organizations manage their documents.
EDMS encompasses the processes of capturing, storing, indexing, retrieving,
and disposing of documents, ensuring that information is readily available and
secure (Gamido, 2023).
Moreover, the integration of web-based technologies in document
management systems has further streamlined the process, making it easier for
users to access and manage documents in real-time. For instance, the use of
Object-Oriented Hypermedia Design Methodology and tools like Unified Modeling
Language (UML) has led to the creation of robust web-based EDMS, which have
shown high levels of user satisfaction and system accuracy (Alade, 2023).

In the public sector, the implementation of DMIS has been particularly beneficial.
For example, the General Directorate of Personnel of the Ministry of National
Education has adopted a web-based document management system to securely
manage and deliver decrees and other documents, reducing storage and printing
costs (Akcay, 2019).
Similarly, in the construction industry, DMIS have revolutionized document
storage and retrieval processes, integrating project and company data to
enhance efficiency and accessibility (Hajjar et al., 2000).
Overall, the adoption of document management information systems
across various industries underscores their importance in improving
organizational efficiency, security, and compliance. As technology continues to
evolve, the capabilities of these systems are expected to expand, further
enhancing their role in modern information management.
LOCAL LITERATURES
The advent of modern technology has significantly transformed various
sectors, including local governance. In the Philippines, barangays, the smallest
administrative units, play a crucial role in community management and service
delivery. However, many barangays still rely on laborious manual processes for
data management, which often leads to inefficiencies, delays, and inaccuracies.
To address these challenges, several studies have proposed the development
and implementation of automated Barangay Management Information Systems
(BMIS).
One such initiative is the Hybrid Barangay Information Management

System, which aims to streamline the process of gathering, encoding, storing,
and maintaining barangay data. This system is designed to facilitate the rapid
retrieval of relevant information, thereby enabling informed decision-making on
local governance issues. The system employs Microsoft Visual Basic 2010 for
the front-end and Microsoft Access Server for the back-end, ensuring secure
access for authorized users (Intud & Intud, 2021).
Another significant development is the Barangay Information Profiling
System (BIPS), which focuses on profiling each household within a community.
This system aggregates essential data such as labor statistics, family income,
and demographic information, thereby aiding barangay officials in budget
allocation and decision-making. The BIPS has been evaluated for its functionality
and has shown favorable results, indicating its readiness for implementation
(Lacasandile et al., 2020).
The Barangay Management Information System (BMIS) for cities and
municipalities offers an efficient way to record and manage essential information.
This system not only stores data but also facilitates the transmission of
documents between the barangay hall and city hall, thereby improving
administrative efficiency (Kevin et al., 2018).
Similarly, the Barangay Integrated Management System with Mobile
Support aims to centralize data from various barangay offices and health centers.
This system includes a mobile application to limit face-to-face transactions,
thereby enhancing public service delivery during the pandemic (Lim, 2022).

The Barangay Constituents Information and Services Management
System (BCISMS) is another noteworthy initiative. This system aims to improve
record retrieval and management by automating the issuance of barangay
certificates, business permits, and other documents. The BCISMS has been
evaluated based on McCall's Software Quality Standards and ISO/IEC 9126-
1:2000 Quality Characteristics, showing high reliability and usability (Villones,
2021).
In addition to these systems, the development of a web-based health
information system portal for barangays has also been proposed. This portal
aims to manage health-related data, track COVID-19 cases, and provide a
dashboard for data visualization. The system has been found to be user-friendly
and efficient in disseminating health programs and activities (Altura et al., 2023).
The integration of analytics into barangay profiling systems has also been
explored. Such systems automate the profiling of residents, making data more
organized and accessible. They also facilitate the generation of statistical reports,
thereby aiding in better governance (Jacobe et al., 2021).
Furthermore, the implementation of office automation systems for
barangay local government units aims to simplify administrative tasks and
improve service delivery (Cerna, 2023).
Technological innovations continue to offer new opportunities for
enhancing the effectiveness of Resident Information Management Systems
(RIMS) in local barangays. These innovations focus on usability, functionality,

efficiency, and maintainability, thereby empowering barangay officials and
improving community engagement (Gallera, 2023).
Lastly, the development of mobile and web-based barangay management
systems, such as "One Barangay," aims to provide a more systematic and
secure way of managing community data, thereby addressing the challenges
posed by manual processes and the pandemic (Jamis et al., 2022).
