SURPLUS PROPERTY DONATION PROGRAM APPLICATION


Applications are to be submitted, with all required documentation, via email to
HCDDcomments@coj.net. Incomplete applications will not be reviewed for eligibility.

I. APPLICATION CHECKLIST
All the following information/documentation is required. The Certifying Representative must
initial, and tab all required documents that are attached to the application or put “N/A” if the
document is “not applicable". If documentation is not submitted, the application will not
be reviewed for eligibility.
Application complete and signed by the applicant or designated company representative
Project Timeline (Property must be renovated or developed within 24 months of award of
property)
Evidence of corporate filing status, if applicable

II. DISCLAIMER SECTION


The Certifying Representative must electronically initial next to each section, if
not initialed the application will not be reviewed for eligibility:
The Property is offered “AS IS, WHERE IS.” The City of Jacksonville makes no warranty,
guaranty or representation of any kind, expressed or implied, as to the merchantability or fitness
for any purpose of the donated property. The Grantee is not entitled to any payment for loss of
profit or any other money damages – special, direct, indirect, or consequential. This property is
owned by the City of Jacksonville, acquired by Tax Deed, in accordance with the Duval County
Tax Collector and the laws of the State of Florida. The City of Jacksonville makes no warranty,
guaranty or representation of any kind, expressed or implied, as to the marketability or chain of
title to the property, legal access to the property, zoning, road frontage, water/sewer/electric
availability, environmental conditions, or physical attributes of the property.

It is strongly recommended that the Certifying Representative inspects the property


and completes a title search before requesting the donated property. Additionally, any
or all photographs or other representations are for informational purposes only and may not or
do not factually represent the current day; due to date differences, vegetation growth and so
forth. All dimensions are approximate. In some cases, the parcels are only in the vicinity of the
street named in the spreadsheet.
SURPLUS PROPERTY DONATION PROGRAM - APPLICATION

The City of Jacksonville reserves the right, in its sole discretion, to remove parcels from the
Surplus Property Donation List and reject any Applications submitted. The parcels will be donated
on a first come-first served basis, with priority given to Nonprofit Affordable Housing Developers.

Grantee is responsible for: - Intangible tax on the Deed (.70 per $100) and recording costs
(approximately $18.50).
Any other costs or fees desired or incurred by the Grantee, such as private attorney, title
insurance, closings, survey, tests or examinations are the responsibility of the Grantee.
The City of Jacksonville shall not convey property to a person or entity who is
delinquent on the payment of City liens or real estate taxes.
The Properties will be conveyed with a restriction that requires the development of the
parcel as permanent affordable housing within two years after the donation as evidenced by
receipt of a certificate of occupancy. “Affordable housing” is housing affordable by a person
or family whose then-current family income does not exceed 140% of the then-current area
median gross income for the City of Jacksonville, Duval County, Florida Standard
Metropolitan Statistical Area as determined by the Secretary of the United States
Department of the Treasury, to be verified by the Housing and Community Development
Division at each conveyance of the property.
