Preface
The reformed TVET-System is an outcome-based system. It utilizes the needs of the labor
market and occupational requirements from the world of work as the benchmark and
standard for TVET delivery. The requirements from the world of work are analyzed and
documented – taking into account international benchmarking – as occupational standards
(OS).

In the reformed TVET-system, curricula and curriculum development play an important role
with regard to quality driven TVET Delivery. Curricula help to facilitate the learning process
in a way, that trainees acquire the set of occupational competences (skills, knowledge and
attitude) required at the working place and defined in the occupational standards (OS).

The curriculum document was developed by a group of experts from different Regional
TVET-providers, professional associations, Development partners and Ministry of Health
based on the occupational standard for Pharmacy Retail Assisting Level II. In response to the
critical shortage of pharmacy personnel on the market, and to support the Oromia regional
Health Bureau in filling the pharmacy workforce, this curriculum is designed to train
‘candidates who have completed 10thgrade general education and scored as per the entrance
criteria of Ministry of Education (TVET) and/or candidates who have previously been trained
on other health related discipline in Level IV and who are currently working in the region’
and avail for the industry/regional heath bureau in short duration.

The key feature of the program is delivery of the training in more focused and outcome
based approach, where trainees will be given printed learning module and skill lab manual
during the training.

1.TVET-Program Design

1.1. TVET-Program Title: Retail Pharmacy Assisting (Retailing and Dispensing

1.2. TVET-Program Description

The Program is designed to develop the necessary knowledge, skills and attitude of the
learners to the standard required by the EOS. The contents of this program are in line
with the Ethiopian Occupational Standard (EOS). Learners who successfully completed
the Program will be qualified to work as a Retail Pharmacy Assistant with
competencies elaborated in the respective EOS. Graduates of the Program will have the
required qualification to work in the Health sector in the field of pharmacy profession.

The prime objective of this training program is to equip the learners with the identified
competences specified in the EOS. Graduates are therefore expected to assist in
Dispensary Operations, Work effectively in a retail Environment in accordance with
the performance criteria described in the EOS.

1.4. Duration of the TVET-Program
The training will have a total of 1114 contact hours. Out of these 652 hours are allocated for
theoretical session and 462 hours for skill lab and 144 hours for cooperative training. The
following table shows the duration of the total program (Level II-IV), where the level II
training and assessment will take a total of 6 months.

1.5. Qualification Level and Certification


Based on the descriptors elaborated on the Ethiopian TVET Qualification Framework
(NTQF) the qualification of this specific TVET Program is “Level II”.
The learner can exit after successfully completing the Modules in one level and will be
awarded the equivalent institutional certificate on the completed modules. And entry
points will be on any of the first Module (as appropriate) in a level.
1.6. Target Groups
No special target group is assigned for the Program. Any citizen who meet the entry
requirements and capable of participating in the learning activities is entitled to take part
in the Program.
1.7. Entry Requirements
The prospective participants of this program on are required to possess the following:
 Have completed 10th grade and above in general education
 Ability to speak, read and understand English
 Computer literate
 Physically and mentally healthy
 Good moral character
 Entrance Exam may be required

1.8. Mode of Delivery


This TVET-Program is characterized as a formal Program on middle level technical
skills. The mode of delivery is co-operative training. The TVET-institution and identified
companies have forged an agreement to co-operate with regard to implementation of this
program. The time spent by the learners in the industry will give them enough exposure to
the actual world of work and enable them to get hands-on experience.
The co-operative approach will be supported with lecture-discussion, simulation and
actual practice. These modalities will be utilized before the learners are exposed to the
industry environment.

Organization of in-company training will be either/both industry attachment or
apprenticeship. The 144 hrs of the program duration will be spent in-company training
and it will only start after the learner successfully completed all the modules in this
program.

1.10. Institutional Assessment


Two types of evaluation will be used in determining the extent to which learning outcomes are
achieved. The specific learning outcomes are stated in the modules. In assessing them, verifiable
and observable indicators and standards shall be used.

The formative assessment is incorporated in the learning modules and form part of the learning
process. Formative evaluation provides the learner with feedback regarding success or failure in
attaining learning outcomes. It identifies the specific learning errors that need to be corrected,
and provides reinforcement for successful performance as well. For the trainer/facilitator,
formative evaluation provides information for making instruction and remedial work more
effective.

Summative Evaluation the other form of evaluation is given when all the modules in the unit of
competence have been accomplished. It determines the extent to which competence have been
achieved. And, the result of this assessment decision shall be expressed in the term ‘competent
or not yet competent’.

Techniques or tools for obtaining information about learners’ achievement include oral or written
test, demonstration and on-site observation.

1.11. Trainer’s / Facilitator’s Profile

For this particular TVET Program, trainers / facilitators are expected to be Level B or Level C in
related fields of studies and have satisfactory practical experiences or equivalent qualifications.

Other requirements –

 Must have completed Trainer’s Methodology Course II (TM II)

 Must have a good moral character

 Must be physically and mentally fit

 Must be Competent in COC assessment

Module Description: This module aims to provide the learners with the knowledge, skills and right attitudes for
maintaining a dispensary stock control system, according to standard operating procedures in compliance with
statutory and legal requirements.

Module content
1. Stock procurement procedures
 Introduction to stock procurement
 Procuring procedure and principles
 Obtaining requisition requirements/ Determining the present state of stock holding
 Identifying items for order and obtaining order
 Identifying generic drug name, trade name(s)
 Determining the quantity/available discounts/order frequency
 Sourcing appropriate manufacturer/supplier details
 Providing availability and cost information
 Generating the order
 Placing stock order
 Cash flow considerations
2. Ordering and receiving dispensary stock
 Ordering for pharmaceutical stock
 Reconciling Stock received
 Entering dispensary stock data in to computer

essential
 underpinning knowledge
Assessment Criteria
 Consistently applying pharmacy policies, standards and guidelines, industry legislation and
codes of practice in regard to dispensary stock control tasks including:
- identify and storing dispensary products
- procurement and stocktaking procedures
- maintenance of storage conditions
- location and positioning of dispensary products
- risk management procedures to minimize selection errors
- safe and legal disposal of dispensary waste
 Identification and application of the procedures for the return of dispensary stock including - the
procedures for returning pharmacy products to supplier/manufacturer and procedures for
returned goods from customer to pharmacy.
 Evidence of the ability to read, accurately interpret and consistently apply instructions for
performing dispensary stock control tasks.
 Demonstration of the ability to source, record and disseminate stock control information.
 Identifying and understanding different types of dispensary stock control documents.
 Consistently making effective use of time and resources by prioritizing tasks.
