AN ORDER ESTABLISHING THE BARNAGAY HUMAN RIGHTS ACTION CENTER


(BHRAC) AND ORGANIZING THE BARANGAY HUMAN RIGHTS ACTION TEAM
(BHRAcT) OF BARANGAY ________, CASIGURAN, AURORA

WHEREAS, Human Rights are the supreme, inherent, and inalienable rights to life,
dignity and self-development where the essence of these rights that makes man human;

WHEREAS, Article II, Section 11 of the 1987 Philippine Constitution provides that “(t)he
state values the dignity of every person and guarantees full respect for human rights”;

WHEREAS, Section 50 (b)(1) of the Local Government Code of 1991 mandates the local
government units to create a human rights committee as one of the standing
committees of the Sanggunian who are mandated to develop local policies and
legislations that will address issues on human rights, rule of law and access to justice;

WHEREAS, DILG and Commission on Human Rights has issued JMC No. 01 series of
2014 mainstreaming human rights rule of law and access to justice at the local
government units providing guidelines on the creation of Human Rights Action Team at
the barangay level;

NOW, THEREFORE, I, (name of Punong Barangay), Barangay _____, Casiguran, Aurora,


by the power vested in me by law, do hereby order the establishment of the Barangay
Human Rights Action Center and organization of the Barangay Human Rights Action
Team of Barangay _________, Casiguran, Aurora.

Section 1. Composition. The Barangay Human Rights Action Team is hereby composed
of the following:

Chairperson: Sangguniang Barangay Human Rights Committee


Chairperson
Members: Barangay Secretary
Barangay Chief Tanod
Barangay Health Worker
Police Officer assigned in the Barangay
BARANGAY LOGO

Barangay VAW Desk Officer


One (1) Representative of the Barangay Council for the
Protection of Children (BCPC)
One (1) Representative of the Lupong Tagapamayapa
One (1) Representative of the Barangay Peace and Order
Committee
The principal from public or private school
Barangay Social Welfare and Development Officer
(LSWDO), if applicable; and
At least one (1) representative of the Civil Society
Organizations/Non-Government Organizations/People’s
Organizations

The Chairperson of the Human Rights Committee of the Sangguniang Barangay


shall automatically become the Barangay Human Rights Action Officer (BHRAO).

Section 2. Functions. The BHRAcT shall perform the following functions:

a. Consolidate human rights reports from both barangay-based institutions (e.g.


Lupong Tagapamayapa, VAW Desks, BCPC, etc.) and non-government entities
(e.g. sectoral CSOs and purok leaders) in the community;
b. Submit semestral Barangay Human Rights Situationer Reports to MHRAcTs;
and
c. Receive complaints of human rights violations and refer the same to the
nearest CHR Regional Offices and other appropriate agencies copy furnished
the P/MHRAcTs and monitor the results thereof.

Section 3. Meetings. The Barangay Human Rights Action Team shall meet at least once
every quarter or as the need arises at a date and time scheduled by the team.

Section 4. Effectivity. This Executive Order shall take effect immediately.
