SECTION 11 – CODE REQUIREMENTS
SCOPE – This section is principally an outline of clearance requirements
included in the 2017 National Electrical Safety Code (NESC), Part 2 “Safety Rules for
the Installation and Maintenance of Overhead Electric Supply and Communication
Lines.” It is intended to be a convenient reference interpretation and guide, but not to
supplant the use of the code in its original form.
LOADING DISTRICT – The mechanical loads on poles and conductors depend
on combinations of temperature and ice and wind loading. 2017 NESC requires that
specified arrangements of minimum conditions be assumed according to geographical
location. Loading districts are designated as Heavy, Medium and Light and the
Indianapolis Power & Light Company operates in the Heavy Loading District.
LOADING REQUIREMENTS – Minimum weather loadings are the values of
loading resulting from the greater of the following three conditions.
Combined Ice and Wind Loading
Radial thickness of ice (inches) 0.5
Horizontal wind pressure (pounds per square foot) 4
Temperature (F) 0
Constant to be added to resultant of horizontal
and vertical loading components (pounds per foot) 0.30
Extreme Wind Loading
This condition applies only if any portion of a structure is in excess of 60 feet
above ground or water level.
Horizontal wind speed (MPH) 90
Horizontal wind pressure shall be calculated by the formula
given in Rule 250C of the 2017 NESC.

Extreme Ice with Concurrent Wind Loading
