EXECUTIVE ORDER NO._04
Series of 2019
AN ORDER CREATING THE TECHNICAL WORKING GROUP FOR THE TAX CODIFICATION AND
FORMULATION OF OTHER POLICIES TO INSTITUTIONALIZED MEASURES FOR THE
ECONOMIC ENTERPRISE MANAGEMENT AND ENHANCED REVENUE GENERATION
WHEREAS, as provided in Article 10 Section 5 of the Philippine Constitution, LGUs shall have the
ower to create their own sources of revenues and to levy taxes, fees, and charges which shall accrue
‘exclusively for their use and disposition and which shall be retained by them, in furtherance of their
‘governmental powers and functions and thereby ensuring their development into ‘self-reliant communities,
Consistent with the basic policy of local autonomy;
WHEREAS, there Is a need to update the local revenue code in order to be attuned to current
times, adjust/update tax rates, expand coverage, eliminate unproductive bases of revenue, simplify its
provisions, input economic sensitivity and stimulate economic development;
WHEREAS, it is essetial to codify all revenue ordinances and compile tax impositions in order to
create a systematically arranged revenue code useful to the LGU for a holistic view of internal sources and
basis for estimation, convenient to balance the taxpayers’ ability to pay and necessary in imposing and
collecting revenues to support development agenda;
WHEREAS, there is a need for policies to effectively institutionalized Economic Enterprise
Management, taking into consideration the effective implementation of an orderly positioning for a long
term and sustainable market operation, thus, a Technical Working Group who will provide technical
assistance to the legislative body Is in order;
NOW, THEREFORE, I, ATTY. MARIA THERESA D. CONSTANTINO, Mayor of the Municipality
‘of Malungon, by virtue of the power vested in me by law, do hereby order the creation of the Technical
Working Group (TWG) for the Tax Codification and Formulation of other policies for an enhanced
revenue generation and other policies aligned thereon.
SECTION 1. COMPOSITION. The TWG shall be composed of the following:

LEGISLATIVE STAFF OF EVERY SB MEMBER
SECTION 2. FUNCTIONS OF THE TWG. The TWG members shall provide necessary
technical
assistance to the Legislative Body/Local Sanggunian. It shall assist/work in hand with the legislative body in the:
1. Review, propose, recommend measures towards improving systematic classification and categoriza-
ton of taxes, especially local sources of taxation such as but not limited to taxes, fees and charges;
2. Recommend strategies towards local investments and incentives, and services for prospective
investots to attract more investments to flow in, including business potentials;
3. Recommend measure to improve the establishment of an aggressive, systematic, coordinated,
and sustained operation of economic enterprise in the municipality.
SECTION 3. EFFECTIVITY. This Executive shall take effect immediately upon approval.
