Abstract
The Organizational Obstacles and their Relationship
to Administrative Staff Participation in Decision Making in the Ministry of
Education and Proposing
a Theoretical Model for Overcoming These Obstacles Prepared by: Abed Illah

The aim of this study was to identify the degree of the organizational obstacles
and the participation of staff in decision making in order to examine the
relationship between the organizational obstacles and the degree of staff
participation in decision making . It also aimed to show the impact of
administrative
experience ،academic qualification, and gender (sex)of the staff in addition to
proposing theoretical model to overcome those said organizational obstacles.
To achieve the aims of study ،the following questions were formulated:
1-What is the degree of the organizational obstacles from
the point of view of the administrative staff in the
Ministry of Education?
2-What is the degree of participation of the administrative staff in the Ministry of
Education in decision making from their point of view ?
3-What is the relationship between the degree of
organizational obstacles and the degree of participation of the administrative
staff in the Ministry of Education from their point of view ?
4-Are there any statistically significant differences at (α =0.05) between the degree
of organizational obstacles due to the administrative experience of the administrative
staff in the Ministry of Education?
5-Are there any statistically significant differences at (α =0.05) between the degree
of organizational obstacles due to academic qualification of the administrative
staff in the Ministry of Education ?
6- Are there any statistically significant differences at (α =0.05) between the degree
of organizational obstacles due to administrative staff gender in the Ministry of
Education ?
7- Are there statistically significant differences between
the degree of administrative staff participation in decision making in the Ministry
of Education due to their administrative experience ?
8- Are there statistically significant differences at (α =0.05) between the degree of
administrative staff participation in decision making in the Ministry of Education due
to their academic qualification ?

9- Are there statistically significant differences (α =0.05) between the degree of
administrative staff participation in decision making in the Ministry of Education
due to their gender ?
10- What is the proposed theoretical model that can help to overcome the
organizational obstacles in the Ministry of Education?
The population of the study comprised the administrators below the post of “head
of department “ in the Ministry and their directorates with a total number of (2206)
administrators ،(1720 males and 486females). A random sample of (440) male
and female administrators was selected . The researcher developed two
questionnaires : one about the organizational obstacles and the other about staff
participation in decision making .
To test the validity of the two questionnaires the researcher presented them to a
number of competent references.
Taking into consideration the views given by them , the researcher conducted the
reliability Tests by using the split half method .
The value of reliability of the questionnaire of the organizational obstacles was
(0.89)and (0.90) for the second questionnaire of staff participation .
Krunbach Alpha was used for conducting reliability also.
The values of internal consistency coefficient among the domains of the
questionnaire of organizational obstacles ranged between (78%-92%) and for the
second ranged between (0.88-0.93) .
After that ( 440) copies of each questionnaire were distributed to the individuals of
the study representing the North ،the Center, and the South .
The researcher received (412) answered copies from each questionnaire , however ,
six copies of each questionnaire were excluded as they were invalid.
After tabulating the responses ،the data was analysed using the means ،standard
deviations ،Pearson correlation co-efficient ،Anova and Scheffee for post –
differences . The analysis gave the following results:
1. The study showed a high degree of organizational
obstacles in the Ministry of Education .
2. It showed a medium degree of participation of the staff
in the Ministry of Education ?
3. There was a negative relationship between the
organizational obstacles and the staff participation in
decision making in the Ministry of Education.
4.There were statistically significant differences at (α =0.05) between the means of
organizational obstacles ،due to the administrative experience . Differences were in
favour of those with long experience .
5. There were statistically significant differences at (α =0.05) between the means of
organizational obstacles due
to academic qualifications ،in favour of BA holders.
6. There were statistically significant differences at (α =0.05) between the means of
organizational obstacles due to gender in favour of male staff members.

7. There were no statistically significant differences at
(α =0.05) between the means of administrative staff participation is in decision
Making due to administrative experience.
8.There were statistically significant differences at
(α =0.05) between the means of administrative staff
participation in decision making due to academic
qualifications ،in favour of Diploma holders.
9. There were no statistically significant differences at
(α =0.05) between the means of administrative staff
participation in decision making due to gender.
10.A proposed theoretical model to overcome organizational obstacles was built
after reviewing previous studies about building administrative models.
The model was composed of the following phases:
Phase 1: -Identifying the size of the problem.
Phase 2: Identifying educational needs which include :
a-Developmental objectives.
b-Sub-objectives
Phase 3:Methods and activities،
Phase 4:Roles and tasks of the program supervisors
Phase 5:Parties involved in managing and implementing
the program.
Phase6: Plan and action plans.
Phase 7:Evalution :
a)formative (preliminary )
b)During
c) Summative
In light of the results ،the researcher suggested the following recommendations :
1. Exerting all possible efforts to overcome the following obstacles :
a) Organizational structure : modernizing regulations and
Legislations to cope with the requirements of the new
era ،and facilitating administrative procedures that
should be pursued in the administrative levels and
adopting decentralization .
b) The Administrative Aspects :including activation of
delegation of authority ،unification of the frame of
reference of supervision ،and simplification of
administrative procedures .
c) Human Aspects : Such as improving communication
between administrators and staff and qualifying
human resources and training staff on team work .
d) :Information Systems : This includes updating
data ،and facilitating access to updated data .
e) .Roles and Tasks : Distribution of tasks and roles and
clear job descriptions .
f) Decision Making : Training administrators on the
decision making skills ،promoting their initiative
abilities ،supporting their competence in well –

calculated risk taking ،and training them on how to
form work teams.
2. Involving staff in decision making ،particularly in the issues
related to their tasks and works .
3. Training programs should include seminars on
decision making and taking.
4.Conducting researches about organizational
obstacles and linking them to other domains ،which
are important in the administrative work.
