Discuss the history of IH in Malaysia

Industrial hygiene has been introduce at Malaysia since 1966 until today and have been applied to
every succesful industry company because industrial hygiene took a big part at anticipating, recognizing,
evaluating, and controlling the workplace conditions and also protecting workers safety.However,
everyone should know the history of industrial hygiene because it gave a lot of benefit to all of human
being .

Starting at the year 1966, industrial health unit has being form as a part of machinery department
which means includes specific machines workers used. On the very next year the preliminary introduce
an act cited as the Factories And Machinery Act 1967. This act only happen to a factory that qualify all
the requirement needed.the act does not apply to the premise that used for the purposes of housing
locomotive or vehicles that include washing, cleaning, running repairs or carry out minor adjustments.

On the 1969 Pollution Control Unit formed to monitor pollution from boiler chimney, chemical
plant and discharge of effluent into drains and rivers this pollution control unit were very importance to
mankind because even this unit has being formed till today there still a few irresponsible person who
threw chemical into river like the incident that happen to kim kim river at Pasir Gudang, Johor. Can you
guys imagine our country without any control unit it may be worse than 2019. Can you guys imagine the
consequent of our country will have if this unit did not formed.

Later 1974 under EQA 1974 Department of environment has been formed eventually after
Department of environment has been formed pollution control unit was closed because the
replacement of the pollution control unit has an almost similar function it is to prevent, eliminate,
control pollution and improve the environment, consistent with the purposes of the Environmental
Quality Act 1974 the mission of EQA is to ensure sustainable development in the process of nation-
building. After the lead poisoning case in battery factory was diagnosed, this initiate massive industrial
hygiene monitoring. Lead poisoning were very dangerous to human body that can bring fatal.
Background Lead is an environmentally persistent toxin that causes pathologies and induced oxidative
stress by reactive oxygen species (ROS) causing reduction of antioxidants and a weakening of defense
system of the cell in the meantime on May 2011 battery factories across China has been closed after
more than 100 people affected.

1980’s Industrial Hygiene Division formed at Factory Machinery Department (FMD) focus more on
lead, asbestos and silica. During this period other regulations on occupational health were passed to
deal with asbestos, mineral dust and noise. In the early 1980s, as the petroleum and gas industry
developed, the petroleum and gas companies experienced many disasters. To cope with that, the
petroleum (Safety Measures) Act was enacted in 1984, and the FMD set up the petroleum safety
division in 1985.

Occupational Safety and Health witch call as (OSHA) was enacted in 1994. FMA 1967 emphasis on
safety while OSHA 1994 emphasis on adressing health hazards in the workplace.OSHA in Malaysia has
gazette on 24th February 1994. OSHA is an Act which is provides the legistative framework to secure the
safety, health and welfare among all Malaysian workforces and to protect others against risks to safety
or health in connection with the activities of persons at work.
The act of OSHA contains 67 sections, which has divided to 15 parts and appended with 3 schedules
the first three part state object of the act and provide the infrastructure for appointment of officers of
the National Councils. Part V to IV provide the general duties for those who creates the risks such as
employer, self-employed person, designer and manufacturer.

Regulation on use and standard of chemical exposure was gazette on 2002 together with the
formed of Industrial Hygiene Division in NIOSH. National Institute for Occupational Safety and Health
called as (NIOSH) was conceived in 1985 as one of requisites for self-regulation. It was established in
1993 and has four main activities including training, consultion, research and development, and
information delivery.NIOSH was formed as a company with its own board of directors headed by a
director seconded from DOSH.

Before the formation of Malaysian Industrial Hygience Association the original of this name known
as International Occupational Hygiene Accosiation (IOHA) so in order to use Malaysian in association’s
name at least 7 states representative who live and work in their represented states need to attend the
formation meeting and after the formation meeting the registration has been submitted to Selangor’s
registration of society on 18th September 2002 and finally has been approved on 30th May 2003.
