“REVITALIZATION OF THE BARANGAY ANTI-DRUG ABUSE COUNCIL (BADAC)


AND THEIR ROLE IN DRUG CLEARING OPERATIONS”

WHEREAS, the rampant drug related incidents lingered in our community despite in the
comprehensive efforts of the PNP and other law enforcement government agencies;

WHEREAS, collaborating in illegal drug activities triggers various ill effects such as self-
destruction and committing heinous crime that are mostly linked to drug related cases;

WHEREAS, the presence of illegal drugs is deemed to threaten the peace and order in our
communities nationwide and thus the barangay is categorized as the first line of defense
for the campaign against illegal drugs, should lead to combat in drug clearing operations;

NOW THEREFORE, I, HON ARIOSTO B. LETADA, Punong Barangay of Barangay


Poblacion, Monreal, Masbate by virtue of the powers vested in me by laws, do hereby
order revitalization of the Barangay Anti-Drug Abuse Council (BADAC) and their role in
drug clearing operations of Barangay Poblacion, Monreal, Masbate.

Section 1. The Barangay Anti-Drug Abuse Council (BADAC) will be composed of the
following:

B. POWER AND FUNCTIONS:


1. Conduct regular meeting at least once a month and call for special meetings
wherever necessary;
2. Plan, strategize, implement and evaluate programs and projects on drug abuse
prevention in the barangay;
3. Organized the BADAC Auxiliary Team to compose an ideal member of 25 member
per 2,000 population of the barangay representing streets, puroks, subdivisions or
sitios;
4. Orient the BADAC Auxiliary Team of roles and functions and in formulating plan of
action to address the problem;
5. Equip Barangay Tanods and BADAC Auxiliary Team on their roles and functions in
the campaign against street-level illegal drug trade through seminars or trainings;
6. Coordinate and collaborate with other institutions implementing programs and
projects on drug abuse prevention at the barangay level;
7. Continuously gather and update data on all drug related incidents and its effect on
the peace and order situation in the barangay including listing of suspected drug
users and pushers;
8. Submit a monthly report to the Municipal Anti-Drug Abuse Council copy furnished
the DILG Municipal Field Office;
9. Refer suspected drug users to the MADAC and other institutions for corresponding
counselling and/or rehabilitation;
10. Conduct an information, Education Campaign (IEC) on illegal drug demand
reduction;
11. Monitor disposition and progress of drug related cases filed; and
12. Perform other related functions.

B. Roles and Responsibilities:

1. Prepare and maintain a confidential list of suspected users, pushers, financiers


and/or protectors of illegal drug trade in the LGU’s area or jurisdiction to be
submitted to the MADAC, copy furnished to the PNP Anti-Illegal Drug Special
Operations Task Force (AIDSOTF); and
2. Establish referral desk.

b. Roles and Responsibilities:

1. Coordinate and collaborate with other institutions in the barangay. If any, (i.e.
Barangay Peace Action Team (BPAT), etc.) in implementing programs and projects on
anti-illegal drug abuse;

2. Conduct consultative meeting with organization in the barangay, such as the


Parents Teachers Community Association (PTCA), youth groups, Boys and Girls Scouts,
Religious Organizations, Seniors Citizens, Neighborhood Associations, Purok and MODA
and other organizations existing in the community to get their commitment to assist in
curbing the drug menace in the community;

3. Strengthen the linkages of the Barangay Officials with the community, higher
LGUs, local Police and PDEA on anti-drug campaign;

4. Strengthen the family by promoting values, parental care and guidance that will
prevent children from attempting to and/or use of prohibited drugs;

5. Conduct necessary seminars for the community on the dangers of illegal drugs in
the commendation with the PNP;

6. Empower the community in reporting drug related cases through an


award/commendation system; and

7. Identify and implement sustainable livelihood projects as a reintegration program


to former drug pushers and drug addicts.

Section 3. EFFECTIVITY.

This executive order shall take effect immediately.
