effectively close down the business? Or is the city still allowing the business to operate?
I ask these questions because I visited the business today. When I arrived, two Asian women were
standing outside of the shop, and its open sign was clearly displayed. Shortly after I arrived, the two
women left. The door to the business was still open, and the open sign on. An employee of a
neighboring business told me that I should stick around and wait to see the men who arrive at the
massage business.
Please let me know if the city has closed down this business. If not, I’d like an answer as to why it is
still allowed to operate.

calls from Connor McNeely.
Most recently, he sent the enclosed email last week to Josie Cambareri, GPD’s public
information manager.
I’m appealing to you to speak with him about the sensitivity of these type cases and
his misinterpretation of the law.
Connor needs to understand how the outcome of months of undercover work can be
jeopardized by premature reporting without proper context and complete facts.
He has been advised on more than one occasion the City will not comment on active
investigations.
I hope you can appreciate my concerns about the way Connor approaches his
reporting.
We are more than willing to work with him and help to hone his skills, but only if he
comes in the spirit of administering fair and balanced reporting based on facts.

of Amazing Spa (620 Guilford College Rd) on Sep. 20 states that the defendant willfully performed a
sexual act on a GPD detective in order to issue a misdemeanor charge of prostitution and other
felony charges of promoting prostitution.
I have a set of questions about this event and standard conduct for the Greensboro Police
Department that are at the end of this email. I am giving the GPD a chance to respond and justify
this conduct before taxpayers.
Does the Greensboro Police Department teach that it is acceptable for undercover police officers in
sting operations to commit sexual acts with suspects?
According to N.C.P.I.—CRIM. 202.80, the third requirement for criminal conspiracy states that
the State must prove that the defendant intended to carry out an agreement at the time it
was made beyond a reasonable doubt. What is the Greensboro Police Department’s
justification for allowing the defendant to perform a sexual act rather than stopping at an
attempt?
I have the general counsel of the state licensing board for the massage industry quoted as saying
that Greensboro Police should enter massage businesses in the city that do not possess a
state establishment license and charge them with a criminal misdemeanor for not adhering
to state law. There are more than several unlicensed businesses in the city, one of which
possesses a general business permit. Why are law enforcements not enforcing this state
law?
Numerous legal experts and advocates against human trafficking have unanimously condemned
this act by the GPD as unnecessary and unethical, given that possibility that the defendant
performing the sexual act on law enforcement could be a victim of human trafficking for sex
labor, which the investigation is attempting to stop. How does the GPD respond to these
claims?
Once again, this is an opportunity for the GPD to explain its methodology to the public. Thanks very

1. Why has the city of Greensboro issued business permits to the massage businesses listed
below that do not possess a state license?
2. Did the city of Greensboro contact the state board of massage and bodywork therapy and
inquire as to the status of their state license before issuing a city permit?
3. Why is the city of Greensboro issuing requests for city business permits to legitimate
massage businesses that already possess state licenses?

Hey Trey,
Just following up from last week about information provided by Ben Holder. I have a couple of
questions that are more about the city’s administrative role in this situation that are below this
context of which I am sure you are now aware.
Three Greensboro massage businesses are operating without a state license: May Spa on
Battleground Ave, Reflexology and Tea Health Center on W Wendover Ave, and Head2Feet Massage
on New Garden Rd.
I confirmed this much with Charles Wilkins, the legal counsel for the NC Board of Massage &
Bodywork Therapy, who also advised that the city “enact an ordinance requiring all businesses who
offer massage and bodywork therapy services to obtain a license from the NCBMBT and maybe
authorize law enforcement to shut down businesses that do not have a current license from the
NCBMBT.”
However, I’m pretty sure that Greensboro has already enacted part of his suggestion. Greensboro’s
ordinances appear to state in Ch. 14.5 (Prohibitions) that “A person/permittee shall not: Lease, rent,
or otherwise knowingly allow the use of any premises by any person for the purpose of carrying
on the profession or business of massage and bodywork therapy unless such lessee, renter, or
user is in possession of a current state massage and bodywork therapy license issued pursuant to
Article 36 of Chapter 90 of the North Carolina General Statutes.”
And yet one of these businesses – Head2Feet Massage on New Garden – was given a city business
license in Greensboro on August 10th, more than a month after their state license had been revoked,
according to a control sheet. Here are my questions:
1. Why did the city not check with the NC Board of Massage & Bodywork Therapy to verify the
status of this businesses’ state license?
2. Did the city receive notification from the state board about the revocation?
3. The other two businesses I listed also have city permits, but no state licenses. Why did the
city issue these permits without checking to see if they had state licenses?
4. Is the city devoting any law enforcement resources to investigate and close down these
businesses?

state establishment license and charge them with a criminal misdemeanor for not adhering
to state law. There are more than several unlicensed businesses in the city, one of which
possesses a general business permit. Why are law enforcements not enforcing this state
law?
Numerous legal experts and advocates against human trafficking have unanimously condemned
this act by the GPD as unnecessary and unethical, given that possibility that the defendant
performing the sexual act on law enforcement could be a victim of human trafficking for sex
labor, which the investigation is attempting to stop. How does the GPD respond to these
claims?

1. Head2Feet Massage, which the city granted a business permit in August 2022, though the
applicant had lost their state license nearly two months before, is under new ownership that
does not have a permit with the city. Is that right? When did the sale of this business occur?

1. Why has the city of Greensboro issued business permits to the massage businesses listed
below that do not possess a state license?
Head 2 Feet Massage - At time of application, 6/15/22, the City did verify that the massage
therapist(s) listed on the application were licensed. The NC Board of Massage & Bodywork
revoked their license on 6/16/22. The Business Permit was issued on 8/10/22, once the
approved background check was received from Greensboro Police Department. Since the
NC Board License had already been verified at time of application, the practice is to issue the
Business Permit w/o reconfirming the status of the massage therapist(s) with the NC Board
of Massage & Bodywork.
Pursuant to Ordinance 14.5, the individual therapists are required to have a valid license
with the NC Board of Massage & Bodywork. May Spa’s Business Permit was renewed
7/3/23. At that time, the three therapists listed on the application all held valid licenses with
the NC Board of Massage & Bodywork. The third business, Reflexology and Tea Health
Center does not have a Business Permit with the City. The City performed a site visit on
8/23/18. At that time the location was only performing Reiki and Reflexology. The
Ordinance, at that time, did not include either of these activities as massage and no Permit
was required.
The City Code of Ordinances requires each individual, not the business, performing massage
to have a state license issued by the NC Board of Massage and Bodywork Therapy. This is
verified twice a year when a new list of those performing massage is requested of the
business.
2. Did the city of Greensboro contact the state board of massage and bodywork therapy and
inquire as to the status of their state license before issuing a city permit?
In addition to requiring all applicant(s) to submit copies of their license(s) from the NC Board
of Massage and Bodywork, the permit office confirms the validity of the license at time of
application by going to the NC Board of Massage and Bodywork website to view the license
online.
3. Why is the city of Greensboro issuing requests for city business permits to legitimate
massage businesses that already possess state licenses?

Hey Trey,
Just following up from last week about information provided by Ben Holder. I have a couple of
questions that are more about the city’s administrative role in this situation that are below this
context of which I am sure you are now aware.
Three Greensboro massage businesses are operating without a state license: May Spa on
Battleground Ave, Reflexology and Tea Health Center on W Wendover Ave, and Head2Feet Massage
on New Garden Rd.
I confirmed this much with Charles Wilkins, the legal counsel for the NC Board of Massage &
Bodywork Therapy, who also advised that the city “enact an ordinance requiring all businesses who
offer massage and bodywork therapy services to obtain a license from the NCBMBT and maybe
authorize law enforcement to shut down businesses that do not have a current license from the
NCBMBT.”
However, I’m pretty sure that Greensboro has already enacted part of his suggestion. Greensboro’s
ordinances appear to state in Ch. 14.5 (Prohibitions) that “A person/permittee shall not: Lease, rent,
or otherwise knowingly allow the use of any premises by any person for the purpose of carrying
on the profession or business of massage and bodywork therapy unless such lessee, renter, or
user is in possession of a current state massage and bodywork therapy license issued pursuant to
Article 36 of Chapter 90 of the North Carolina General Statutes.”
And yet one of these businesses – Head2Feet Massage on New Garden – was given a city business
license in Greensboro on August 10th, more than a month after their state license had been revoked,
according to a control sheet. Here are my questions:
1. Why did the city not check with the NC Board of Massage & Bodywork Therapy to verify the
status of this businesses’ state license?
2. Did the city receive notification from the state board about the revocation?
3. The other two businesses I listed also have city permits, but no state licenses. Why did the
city issue these permits without checking to see if they had state licenses?
4. Is the city devoting any law enforcement resources to investigate and close down these
businesses?

I have some additional questions based on your responses. See below. These will help me continue
to understand this issue as best I can, because at this point I have received conflicting information.
1. Head 2 Feet Massage: Is there a document detailing your practice to issue Business Permits
without reconfirming the status of state licensure? From the information I have collected,
there appears to be a sale of the business in question that occurred after the applicant’s
LMBT license was revoked. Whose responsibility was it to notify the city of a revocation of
license? Did the city receive notification from the state board of the applicant’s revocation in
the two month span?
2. You have stated repeatedly that the city ordinances do not require the business to possess a
state license. However, this appears to directly contradict information given to me by the
state board’s legal counsel:
“No city or town in NC should give a business license to an entity that provides massage and
bodywork therapy services unless the business or entity holds a current establishment license from
the NC Board of Massage and Bodywork Therapy for the location where the services are to be
provided. There are a few limited exceptions for a “sole practitioner” and medical settings.” (Charles
Wilkins)
Do you mean that Head 2 Feet Massage and May Spa were granted the exceptions mentioned
above? My conversations with legitimate professionals and the board have given a clear impression
that an establishment license is necessary for an entity that provides massage and bodywork therapy
services. In fact, this is what Mr. Wilkins statement appears to reference. Yet the city chooses to
grant official business permits with a requirement of an individual license and not an
establishment/business license, seemingly against the clear recommendation of the state board and
working knowledge/experience of reputable professionals.
3. How often does the city perform site visits to massage businesses? Who is the compliance
officer(s) responsible for these visits? If the city does find a business that isn’t licensed, what
action is performed?
4. You mentioned that the city ordinances, at the time, do not include Reiki and Reflexology as
“massage”. What do they currently classify these activities as, and when did this change
occur? If they are now classified as “massage”, why did the city not issue a citation or
disciplinary action against the business, or close it down?
Finally, I would like to see if you have an application for a city business permit, or a city business
permit for this address: 2109 New Garden Rd.

1. Why has the city of Greensboro issued business permits to the massage businesses listed
below that do not possess a state license?
Head 2 Feet Massage - At time of application, 6/15/22, the City did verify that the massage
therapist(s) listed on the application were licensed. The NC Board of Massage & Bodywork
revoked their license on 6/16/22. The Business Permit was issued on 8/10/22, once the
approved background check was received from Greensboro Police Department. Since the
NC Board License had already been verified at time of application, the practice is to issue the
Business Permit w/o reconfirming the status of the massage therapist(s) with the NC Board
of Massage & Bodywork.
Pursuant to Ordinance 14.5, the individual therapists are required to have a valid license
with the NC Board of Massage & Bodywork. May Spa’s Business Permit was renewed
7/3/23. At that time, the three therapists listed on the application all held valid licenses with
the NC Board of Massage & Bodywork. The third business, Reflexology and Tea Health
Center does not have a Business Permit with the City. The City performed a site visit on
8/23/18. At that time the location was only performing Reiki and Reflexology. The
Ordinance, at that time, did not include either of these activities as massage and no Permit
was required.
The City Code of Ordinances requires each individual, not the business, performing massage
to have a state license issued by the NC Board of Massage and Bodywork Therapy. This is
verified twice a year when a new list of those performing massage is requested of the
business.
2. Did the city of Greensboro contact the state board of massage and bodywork therapy and
inquire as to the status of their state license before issuing a city permit?
In addition to requiring all applicant(s) to submit copies of their license(s) from the NC Board
of Massage and Bodywork, the permit office confirms the validity of the license at time of
application by going to the NC Board of Massage and Bodywork website to view the license
online.
3. Why is the city of Greensboro issuing requests for city business permits to legitimate
massage businesses that already possess state licenses?

Information from an arrest warrant in the Greensboro Police Department’s undercover investigation
of Amazing Spa (620 Guilford College Rd) on Sep. 20 states that the defendant willfully performed a
sexual act on a GPD detective in order to issue a misdemeanor charge of prostitution and other
felony charges of promoting prostitution.
I have a set of questions about this event and standard conduct for the Greensboro Police
Department that are at the end of this email. I am giving the GPD a chance to respond and justify
this conduct before taxpayers.
1. Does the Greensboro Police Department teach that it is acceptable for undercover police
officers in sting operations to commit sexual acts with suspects?
2. According to N.C.P.I.—CRIM. 202.80, the third requirement for criminal conspiracy states
that the State must prove that the defendant intended to carry out an agreement at the
time it was made beyond a reasonable doubt. What is the Greensboro Police Department’s
justification for allowing the defendant to perform a sexual act rather than stopping at an
attempt?
3. I have the general counsel of the state licensing board for the massage industry quoted as
saying that Greensboro Police should enter massage businesses in the city that do not
possess a state establishment license and charge them with a criminal misdemeanor for not
adhering to state law. There are more than several unlicensed businesses in the city, one of
which possesses a general business permit. Why are law enforcements not enforcing this
state law?
4. Numerous legal experts and advocates against human trafficking have unanimously
condemned this act by the GPD as unnecessary and unethical, given that possibility that the
defendant performing the sexual act on law enforcement could be a victim of human
trafficking for sex labor, which the investigation is attempting to stop. How does the GPD
respond to these claims?

Just following up from last week about information provided by Ben Holder. I have a couple of
questions that are more about the city’s administrative role in this situation that are below this
context of which I am sure you are now aware.
Three Greensboro massage businesses are operating without a state license: May Spa on
Battleground Ave, Reflexology and Tea Health Center on W Wendover Ave, and Head2Feet Massage
on New Garden Rd.
I confirmed this much with Charles Wilkins, the legal counsel for the NC Board of Massage &
Bodywork Therapy, who also advised that the city “enact an ordinance requiring all businesses who
offer massage and bodywork therapy services to obtain a license from the NCBMBT and maybe
authorize law enforcement to shut down businesses that do not have a current license from the
NCBMBT.”
However, I’m pretty sure that Greensboro has already enacted part of his suggestion. Greensboro’s
ordinances appear to state in Ch. 14.5 (Prohibitions) that “A person/permittee shall not: Lease, rent,
or otherwise knowingly allow the use of any premises by any person for the purpose of carrying
on the profession or business of massage and bodywork therapy unless such lessee, renter, or
user is in possession of a current state massage and bodywork therapy license issued pursuant to
Article 36 of Chapter 90 of the North Carolina General Statutes.”
And yet one of these businesses – Head2Feet Massage on New Garden – was given a city business
license in Greensboro on August 10th, more than a month after their state license had been revoked,
according to a control sheet. Here are my questions:
1. Why did the city not check with the NC Board of Massage & Bodywork Therapy to verify the
status of this businesses’ state license?
2. Did the city receive notification from the state board about the revocation?
3. The other two businesses I listed also have city permits, but no state licenses. Why did the
city issue these permits without checking to see if they had state licenses?
4. Is the city devoting any law enforcement resources to investigate and close down these
businesses?

collections division. Here is my question:
According to the city’s current business permit with Head 2 Feet Massage, this business listed two
employees that do not have individual licenses with the NCBMBT, the state regulatory agency for the
massage industry, and yet the business still received a permit. From what I have read, this goes
against the city’s ordinance, which states that “Person(s) and permittees can only employ,
contract with, or hire a person to practice massage and bodywork therapy if this person(s)
has an individual LMBT license.”

today. I am still waiting on a response from the GPD about the status of the business at 620 Guilford
College Rd, at which two prostitution arrests were made.
Also, I want to give you a chance to respond to a statement from Charles Wilkins, general counsel for
the massage industry’s state licensing board:
“If the business has persons who work at the business who offer massage services to the
public and the business does not have an establishment license issued by the NCBMBT,
the business would be breaking the law, should not be operating, and would be subject to a
misdemeanor criminal charge.”
To my knowledge, this would apply directly to Head 2 Feet Massage, which has not held an
establishment license but has been given a city business permit.

Information from an arrest warrant in the Greensboro Police Department’s undercover investigation
of Amazing Spa (620 Guilford College Rd) on Sep. 20 states that the defendant willfully performed a
sexual act on a GPD detective in order to issue a misdemeanor charge of prostitution and other
felony charges of promoting prostitution.
I have a set of questions about this event and standard conduct for the Greensboro Police
Department that are at the end of this email. I am giving the GPD a chance to respond and justify
this conduct before taxpayers.
1. Does the Greensboro Police Department teach that it is acceptable for undercover police
officers in sting operations to commit sexual acts with suspects?
2. According to N.C.P.I.—CRIM. 202.80, the third requirement for criminal conspiracy states
that the State must prove that the defendant intended to carry out an agreement at the
time it was made beyond a reasonable doubt. What is the Greensboro Police Department’s
justification for allowing the defendant to perform a sexual act rather than stopping at an
attempt?
3. I have the general counsel of the state licensing board for the massage industry quoted as
saying that Greensboro Police should enter massage businesses in the city that do not
possess a state establishment license and charge them with a criminal misdemeanor for not
adhering to state law. There are more than several unlicensed businesses in the city, one of
which possesses a general business permit. Why are law enforcements not enforcing this
state law?
4. Numerous legal experts and advocates against human trafficking have unanimously
condemned this act by the GPD as unnecessary and unethical, given that possibility that the
defendant performing the sexual act on law enforcement could be a victim of human
trafficking for sex labor, which the investigation is attempting to stop. How does the GPD
respond to these claims?

I have information that the city authorized business permits to unlicensed massage businesses who
have been earlier investigated after reports of suspicious activity. One of the businesses was issued a
cease and desist letter from the state regulatory board after they received allegations of unlicensed
employees working at the establishment. The individual therapist’s license of the other therapist was
revoked by the state board and the city still gave this individual a business permit nearly two months
later.
Also, I’ve spoken with the attorney of the state regulatory board, who has said that Greensboro’s
city ordinances need to be changed in order to fully adhere to a state law requiring all businesses
offering massage services to have an establishment license approved by the regulatory board.
Do you have a comment on this information? I’ve only received a comment from Trey, who says that
the city is working actively to improve communication gaps with the state board.
