The streets, laid out in a grid that stretched to the horizon, were packed with a
seemingly never-ending stream of pedestrians. People of all ages and back-
grounds hurried along, each with their own purpose and destination. The side-
walks, though wide, were often not enough to contain the throngs of people,due
to vendors and some informal economic activities causing some to spill onto
