SUBJECT : Spot Report re: Mauling, Hacking and Stabbing Incident

1. Reference:
a. Radio message with Cite Number: R9C-0404-41.
2. On or about 10:10 o'clock in the evening of December 18, 2022, at Gonzales St., Barangay
Bonuan Boquig, Dagupan City, Pangasinan, one Emily Dela Cruz y Rafanan of legal age and resident of
said place was mauled then hacked but missed by his live-in partner identified as Natalio Mejia y
Gonzales, 40 years old, resident of Barangay Pantal, Arellano of said Province, temporarily residing at
said place with the use of a bolo.
3. Initial investigation disclosed that suspect while under the influence of intoxicating liquor,
arrived home and with no apparent provocation mauled then hacked the victim but missed. Then and
there, victim ran towards the nearby house of his relative identified as Philip Rafanan and asked for
assistance and subsequently reported the incident to Dagupan City Police Station. Suspect went to the
house of Philip Rafanan which resulted to a heated argument between suspect and the daughter of
Philip Rafanan identified as Simeona Rafanan. During their heated altercation, suspect punched then
hacked Simeona Rafanan hitting on the right hand resulting Simeona Rafanan stumbled to the ground
unconsciously. Philip Rafanan, who saw the incident, took a bladed weapon and stabbed Natalio Mejia
several times. Simeona Rafanan and Natalio Mejia were brought by the responding PNP Team to Region
1 Medical Center for medical treatment while Philip Rafanan was arrested and subsequently detained at
Dagupan City Police Station detention cell pending filing of appropriate charges in court.

2. In connection with the above references, request be informed that victim Natalio Mejia was
died in the Hospital two (2) days after while being confined thereat. While Simeona Rafanan is
now in stable condition and still in the hospital undergoing medication.
3. Arrested suspect Philip Rafanan was temporarily detained at Dagupan City Police Station
detention cell for proper case disposition while a case for Homicide under Article 249 of the RPC
is now being prepared by the investigator-on-case for immediate filing in court.
4. Final report will follow.

2. On or about 10:10 o'clock in the evening of December 18, 2022, at Gonzales St., Barangay
Bonuan Boquig, Dagupan City, Pangasinan, one Emily Dela Cruz y Rafanan of legal age and resident of
said place was mauled then hacked but missed by his live-in partner identified as Natalio Mejia y
Gonzales, 40 years old, resident of Barangay Pantal, Arellano of said Province, temporarily residing at
said place with the use of a bolo.
3. Immediately upon receipt of the report, PNP elements of Dagupan City Police Station led by
PCpl Nipal Angelo Glimore, PCpl Joshua Cabanting Nebrida and PCpl Bryle Genio Ico proceeded to the
place of incident to conduct ocular inspection and investigation over the case. Initial investigation
disclosed that suspect Natalio Mejia while under the influence of intoxicating liquor, arrived home and
with no apparent provocation mauled then hacked her live-in partner Emily Dela Cruz y Rafanan but
missed. Then and there, victim ran towards the nearby house of his relative identified as Philip Rafanan
and asked for assistance but chased by the suspect and upon reaching at the house of Philip Rafanan, a
heated argument ensued between the suspect and the daughter of Philip Rafanan identified as Simeona
Rafanan. During their heated altercation, suspect punched then hacked Simeona Rafanan hitting on the
right hand resulting Simeona Rafanan stumbled to the ground unconsciously. Philip Rafanan (father of
Simeona Rafanan), who saw the incident, took a bladed weapon and stabbed Natalio Mejia several
times.
4. Suspect Philip Rafanan was arrested by the responding team and subsequently brought to
Dagupan City Police Station for proper case disposition while victim Simeona Rafanan and Natalio Mejia
were brought immediately to Region 1 Medical Center for immediate medical treatment but two (2)
days after, Natalio Mejia was died while Simeona Rafanan survived and now in stable condition.
5. A case for Homicide under Article 249 of the Revised Penal Code has already been filed at the
City Prosecutors Office against the suspect Philip Rafanan under I.S. No. IX-09-INV-14F-001 and
subsequently filed at Regional Trial Court, Ninth Judicial Region, Branch 20, Dipolog City under Criminal
Case No. 04-05-001, dated April 5, 2013.
