SA WIKANG INGLES:

According to data from the Philippine Statistics Authority, Filipinos aged 10 to 64 years
are exposed to the use of the internet.

According to data from the National Center for Education Statistics or NCES (2020,), the
percentage of students in undergraduate programs who work where part timers are high (74
percent) compared to full time students which is only 40 percent.

According to the opinions of the netizens mentioned in the article, they have said that
"Filipino is just a waste of time in college", "they have studied enough in high school, college
should be all about your course, not unless it's a part of your majors", "Filipino is necessary to
learn in high school, but not very much in college", "Filipino is supposed to be learned in high
school and in home, and not added to the burdens of college". Another thing to note is that
educators have the liberty to use Filipino or English in teaching new courses.

According to the news released by GMA (2019), De Vera called on colleges and
universities to exercise their academic freedom "to include innovative reforms in their various
curricula that may include language proficiency not just in Filipino but also other Philippine
languages such as Ilocano, Waray, Cebuano, Ilonggo, Pangasinan, Bicolano, and Asian
languages that will make graduates regionally and globally competitive."

Rey (2019) states that the SC en banc emphasized that CMO 20 only provides for the
“minimum standards” for the general education component of all degree programs. “It does not
limit the academic freedom of universities and colleges to require additional courses in Filipino,
Panitikan, and the Constitution in their respective curricula,” the High Court said.

It said petitioners’ allegations that CHEd “removed” the study of Filipino and Panitikan
from the GE curriculum was “incorrect.” The court said changes in the General Education (GE)
curriculum also ensured that there would be no duplication of subjects in grade school, high
school and college (Aning and Torres-Tupas, 2018).

100% of the respondents which is the Filipino Professors and faculty members of the
Filipino Department of MSU-IIT answered that they are willing to be deployed to senior high
school which implies that they are willing to accept the new curriculum and its revisions to be
done to tertiary level education, thus accepting the removal of Filipino subjects in tertiary level
(Espinoza, et. Al, 2015).
According to the news from ABS CBN, CHED explained that under the Senior High
School Curriculum in the K-12 program, students are already required to take Filipino subjects
for a total of 108 hours in Grade 11. "The proposed GEC strips away remedial courses, those
that duplicate subjects in Grades 11 and 12, and introductory courses to the disciplines," CHED
explained in CMO 20-2013. Apart from Filipino subjects, CHED also removed subjects in
English, Math, and introductory courses such as General Psychology and Basic Economics.

CHED rationalized the memorandum content by stating that Filipino subjects are not
uniquely displaced, as other courses such as General Psychology and Basic Microeconomics
will also be transferred to the junior and senior high school in pursuit of reducing the GE courses
into 36 units. In reply to the protests by Filipino professors and civil groups, CHED pointed out
that they did not deny the capacity of Filipino to be used in intellectual discourses. In the
memorandum, it is stated that the new GEC may be taught in Filipino and English, leaving the
choice of medium of instruction to the colleges and universities.

According to the essay from IPL organization, everyone who went through primary,
elementary and high school have learned everything there is to know about the history,
language and other Filipino related topics that is taught from primary to high school. Many
college student had said that learning the basic subject even though they’re in college
have been very stressful because those subject are only a hindrance or interference from
focusing on their important projects.

According to Representative Bong Belaro of Una ang Edukasyon Partylist, the


teachers who will be affected by the removal of the Filipino subject in College will not
lose their jobs, they will only be transferred to senior high schools where they will be
needed more in additional programs with a purpose to pay more attention to the said
subject.

As what on the CHED memo stated, a total of 36 units are included on the GE
curriculum. 24 units in core subjects, 9 units in elective subjects, and 3 units on the life
and works of Rizal. It also has been said that the general education courses maybe
taught in English or Filipino (Article 1, Section 3).
Based on the statement released by Ched regarding the revised general
education curriculum, to be properly cultivated, Filipino cannot merely be taught as a
subject, but must be used in oral and written forms, across academic domains. For this
reason, the Commission urges the GE faculty as well as those teaching major courses
—since the GEC constitutes only 15% of the units taken by the typical college student—
to contribute to the intellectualization of our national language by using it.

More than 50 private tertiary education institutions increased their tuition fees by
4.74% on average. According to CHED data, the highest average tuition fee increase
since 2017 took place in the academic year 2020-2021 during the COVID-19 pandemic,
which saw a 12.06% increase nationwide. "Higher education has increasingly become
inaccessible through the years. According to government data, the annual cost of higher
education can reach up to P150,000—this is nowhere near the capacity of a Filipino
household earning minimum wage,” Aquiler said, (Chi, 2023).

SA WIKANG FILIPINO:
Ayon sa datos ng Philippine Statistics Authority, Ang mga Filipino na may edad 10
hanggang 64 na taon ay expose na sa paggamit ng internet.

porsyento ng mga estudyanteng nasa undergraduate program na nagtatrabaho kung saan

Ayon sa mga opinyon ng mga netizens na binanggit sa artikulo, sinabi nila na


"Pag-aaksaya lang ng oras ang Filipino sa kolehiyo", "nag-aral sila ng sapat noong high
school, college dapat lahat ng kurso mo, depende kung ito ay kabilang sa kurso mo",
"Kailangang matutunan ang Filipino sa hayskul, ngunit hindi masyado sa kolehiyo",
"Ang Filipino ay dapat matutunan sa hayskul at sa bahay, at hindi idinagdag sa mga
pasanin sa kolehiyo". Isa pang dapat tandaan ay ang mga tagapagturo ay may
kalayaang gumamit ng Filipino o Ingles sa pagtuturo ng mga bagong kurso.

Ayon sa balitang nilabas ng GMA (2019), nanawagan si De Vera sa mga kolehiyo at


unibersidad na gamitin ang kanilang kalayaang pang-akademiko "upang isama ang mga
makabagong reporma sa kanilang iba't ibang kurikulum na maaaring magsama ng kasanayan
sa wika hindi lamang sa Filipino kundi pati na rin sa iba pang mga wika sa Pilipinas tulad ng
Ilocano, Waray, Cebuano, Ilonggo, Pangasinan , Bicolano, at mga wikang Asyano na gagawing
mapagkumpitensya ang mga nagtapos sa rehiyon at pandaigdig."

Isinaad ni Rey (2019) na binigyang-diin ng SC en banc na ang CMO 20 ay nagbibigay


lamang ng mga “minimum na pamantayan” para sa pangkalahatang bahagi ng edukasyon ng
lahat ng mga programang pang-degree. "Hindi nililimitahan ang kalayaang pang-akademiko ng
mga unibersidad at kolehiyo na mag-atas ng mga karagdagang kurso sa Filipino, Panitikan, at
Konstitusyon sa kani-kanilang kurikulum," sabi ng Mataas na Hukuman.

Sinabi nito na "hindi tama" ang mga alegasyon ng mga petitioner na "inalis" ng CHEd
ang pag aaral ng Filipino at Panitikan sa GE curriculum. Sinabi ng korte na tiniyak din ng mga
pagbabago sa General Education (GE) curriculum na walang duplikasyon ng mga asignatura sa
grade school, high school at kolehiyo (Aning at Torres-Tupas, 2018).

sa mga disiplina," paliwanag ng CHED sa CMO 20-2013. Bukod sa Filipino subjects, inalis din
ng CHED ang mga subject sa English, Math, at mga panimulang kurso tulad ng General
Psychology at Basic Economics.

Isinasaad ng CHED ang nilalaman ng memorandum sa pagsasabing hindi natatangi ang


mga asignaturang Filipino, dahil ang iba pang kurso gaya ng General Psychology at Basic
Microeconomics ay ililipat din sa junior at senior high school sa hangarin na bawasan ang GE
courses sa 36 units. Bilang tugon sa mga protesta ng mga Filipino professors at civil groups,
ipinunto ng CHED na hindi nila itinatanggi ang kapasidad ng Filipino na gamitin sa mga
intelektwal na diskurso. Sa memorandum, nakasaad na ang bagong GEC ay maaaring ituro sa
Filipino at English, kung saan ang pagpili ng medium of instruction sa mga kolehiyo at
unibersidad.

Ayon sa sanaysay mula sa organisasyon ng IPL, lahat ng dumaan sa


elementarya, elementarya at hayskul ay natutunan ang lahat ng dapat malaman tungkol
sa kasaysayan, wika at iba pang mga paksang nauugnay sa Filipino na itinuturo mula
elementarya hanggang hayskul. Maraming mga mag-aaral sa kolehiyo ang nagsabi na
ang pag-aaral ng pangunahing asignatura kahit na sila ay nasa kolehiyo ay napaka-
stress dahil ang mga paksang iyon ay isang hadlang o panghihimasok lamang sa
pagtutok sa kanilang mahahalagang proyekto.

Ayon kay Representative Bong Belaro ng Una ang Edukasyon Partylist, ang mga
gurong maapektuhan ng pag-alis ng asignaturang Filipino sa Kolehiyo ay 'di
mawawalan ng trabaho sila ay malilipat lamang sa senior high school kung saan mas
kakailanganin sila sa mga dagdag programa na may layunin na mas bigyan ng pansin
ang nasabing asignatura.

Gaya ng nakasaad sa CHED memo, kabuuang 36 units ang kasama sa GE


curriculum. 24 units sa core subjects, 9 units sa elective subjects, at 3 units sa buhay at
mga gawa ni Rizal. Sinasabi rin na ang mga kurso sa pangkalahatang edukasyon ay
maaaring itinuro sa Ingles o Filipino (Artikulo 1, Seksyon 3).

Base sa pahayag na inilabas ng Ched ukol sa revised general education curriculum,


upang malinang ng maayos, hindi basta basta ituturo ang Filipino bilang isang paksa, ngunit
dapat gamitin sa pasalita at nakasulat na anyo, sa buong akademya. Para sa kadahilanang ito,
hinihimok ng Komisyon ang mga guro ng GE pati na rin yaong nagtuturo ng mga pangunahing
kurso—dahil ang GEC ay bumubuo lamang ng 15% ng mga yunit kinuha ng tipikal na
estudyante sa kolehiyo—upang mag-ambag sa intelektwalisasyon ng ating pambansang wika
sa pamamagitan ng paggamit nito.

Mahigit sa 50 pribadong institusyong pang-edukasyon sa tersiyaryo ang nagtaas


ng kanilang matrikula ng 4.74% sa karaniwan. Ayon sa datos ng CHED, ang
pinakamataas na average tuition fee increase mula noong 2017 ay naganap noong
academic year 2020-2021 sa panahon ng COVID-19 pandemic, na tumaas ng 12.06%
sa buong bansa. "Ang mas mataas na edukasyon ay lalong nagiging hindi naa-access
sa paglipas ng mga taon. Ayon sa datos ng gobyerno, ang taunang halaga ng mas
mataas na edukasyon ay maaaring umabot ng hanggang P150,000—ito ay hindi
malapit sa kapasidad ng isang Pilipinong sambahayan na kumita ng minimum na
sahod," sabi ni Aquiler, (Chi, 2023).
