Exercise 1. Read and translate the following text. See the instructions in the

In 1952 Belgium, France, Germany, Italy, Luxembourg and the 1. зливатися

The European Union is a supranational organization with its own institutions, some
of whose decisions become directly applicable law in member states. These institutions
include especially:
- the European Parliament, which since 1979 has been elected directly by the people
and has acquired increasing powers;
- the European Council, the meeting of the heads of state or of government, the minist­
ers for foreign affairs and the President of the European Commission, in which main issues
f European policy are decided;
- the European Commission, the Union’s executive body, which is independent of
ational governments; it ensures that the treaties are applied and drafts proposals for the
jrther development of common policy;

on European political cooperation, which after a modest start 20 years ago has become a
major instrument of European foreign policy and pillar of the unification process.
The Treaty on European Union concedes every citizen of the EU member states citizen­
ship of the Union. This citizenship of the Union gives him or her the right to move and reside
freely within the territory of the member states of the EU as well as the right to vote and stand
as a candidate in both municipal elections and elections to the European Parliament. It furth­
ermore entitles him or her to protection by the consular authorities of any member state in a
third country in which the member state of which he or she is a national is not represented.

TEXT 4 V,
The Treaty of Rome sets out the Community’s objectives, which are to establish a co­
mmon internal market and closer union between peoples of Europe. These objectives have
been confirmed and augmented by the Single European Act and the Treaty on European
Union, which was agreed by the European Council at Maastricht. The Maastricht Treaty co­
mprises changes to the Treaty of Rome and other new commitments. The Maastricht Treaty
was the result of a year’s negotiation within two parallel intergovernmental conferences on
political union and monetary union. The Treaty creates the European Union covering the
Community’s existing and increasing responsibilities and has several new features. The
Treaty introduces the concept ofUnion citizenship, provides some measures of institutional
reform, and strengthens control of the Community’s finances. The Treaty provides for the
establishment of a common foreign and security policy and for greater cooperation on iss­
ues concerned with justice and the law. The Treaty extends constrained Community comp­
etence to certain defined areas of policy relating to regional strategy, consumer protection,
education and vocational training. The Treaty embodies the principle of subsidiarity, under
which action is taken at Community level only if its objectives cannot be sufficiently achie­
ved by the member states alone. The social provision chapter of the Treaty of Rome remai­
ns unchanged and continues to provide the basis of Community action in social affairs.

Найгірший випадок “сімейної"” ворожнечі в історії ЄС нарешті дійшов кінця. У
вівторок ЕЄ проголосував за відміну санкцій проти країни-члена Австрії. У спільній за­
яві, оприлюдненій у Парижі, чотирнадцять інших країн ЄС заявили, що міри виявилися
успішними, і зараз вже можна їх відмінити. Але вони також додали, що права Партія
Свободи при владі у Відні залишається об’єктом серйозної стурбованості. Перспектива
того, що сім місяців тому вкрай права Партія Свободи Йорга Хайдера візьме кермо
влади у Відні примусила партнерів Австрії по ЄС запровадити санкції. Ці санкції без­
славно закінчилися увечері у вівторок. Небагатослівна письмова заява, оприлюднена
Францією, яка зараз головує в ЄС, оголосила про відміну санкцій. Міністр закордон­
них справ Австрії, що зараз перебуває у штаб-квартирі ООН у Нью-Йорку, відчувала
очевидне полегшення: “Це - перемога здорового глузду, і це - перемога для Європи. І я
сподіваюся, що вона стане зараз основою для нормалізації наших відносин з чотирнад­
цятьма країнами ЄС”. Європейська Комісія вже вбачала у бойкоті скоріше перешкоду,
ніж допомогу. Відміну санкцій привітав її Президент: “Я дуже радий відміні санкцій
проти Австрії. ЄС ніколи не хотів ізолювати Австрію, хоч ми й повинні бути дуже пиль­
ними щодо кожного можливого випадку ксенофобії в Європі”. Три посланця ЄС, мож­

Згідно з останніми повідомленнями, Україна та Європейський Союз парафу­
вали проект Угоди про торгівлю деякими видами сталеливарної продукції на період
у 10 років, відповідно до якого квоти на імпорт до ЄС української металопродукції
будуть збільшені на 35 %. Як відмічається у прес-релізі українського МЗС, “домов­
леність, досягнута з ЄС стосовно розширення ринків збуту, може бути розцінена як
суттєвий успіх у розвитку двосторонніх торгово-економічних відносин”. Як відмічав
раніше міністр економіки та євроінтеграції, “угода є для нас суттєвою підтримкою,
адже Європа - це найбільш стабільний ринок споживання української металопро­
дукції”. Між тим успіх на європейському напрямку також не слід переоцінювати.
Консультації стосовно збільшення квот на постачання металу до ЄС (як мінімум
удвічі, тоді як зараз вони становлять близько 265 тисяч тонн прокату на рік) україн­
ська делегація почала в Брюсселі ще 26 березня. Підсумки переговорів далекі від очі­
куваних. За думкою українських аналітиків, не останню роль тут зіграв той факт, що
металургійні підприємства Європи, куди минулого року було експортовано 248 тисяч
тонн металопродукції, без особливого ентузіазму реагують на підвищення квот.

JUSTICE AND HOME AFFAIRS
European Union member states have for some time sought to act jointly against the
threat posed by international and other terrorism. They have agreed not to export weapons
and other military equipment to countries clearly implicated in sponsoring terrorist acti­
vity, and to take measures to prevent such material being diverted for terrorist purposes.
The EU member states believe that no concessions should be made up to terrorists or their
sponsors and that every effort should be made to prevent terrorism and to bring guilty to
justice. Regular meetings of ministers responsible for police and criminal issues take place
to develop and discuss co-operative measures to prevent, investigate and prosecute terrorist
offences and other serious crime. Such measures include the exchange of police liaison off­
icers and a regular joint assessment of the terrorist threat. Member states also agreed to set
,up a central European Police Office (EUROPOL) to help combat illegal drugs trafficking
