Specifications
Notes on the Specifications
A set of precise and clear specifications is a prerequisite for Bidders to respond realistically and
competitively to the requirements of the Employer without qualifying or conditioning their Bids. The
specifications must be drafted to permit the widest possible competition and, at the same time, present a
clear statement of the required standards of workmanship, materials, and performance of the goods and
services to be procured. Only if this is done will the objectives of economy, efficiency and fairness in
procurement be realized, responsiveness of Bids be ensured, and the subsequent task of bid evaluation
facilitated. The specifications should require that all goods and materials to be incorporated in the Works
be new, unused, of the most recent or current models, and incorporate all recent improvements in design and
materials unless provided otherwise in the Contract.
Samples of specifications from previous similar projects are useful in this respect. The use of metric units is
encouraged by the Funding Agency in case of funding assisted projects. Most specifications are normally
written specially by the Employer or Project Manager to suit the Contract Works in hand. The available
standard specification of works of Ministry of Physical Infrastructure and Transport, DoLI and Other line
Ministries can be adopted for respective civil construction works.
There are considerable advantages in standardizing General Specifications for repetitive Works in
recognized public sectors, such as highways, urban housing, irrigation, and water supply, in the same
country or region where similar conditions prevail. The General Specifications should cover all classes of
workmanship, materials, and equipment commonly involved in construction, however it may not necessarily
be adequate to be used in a particular Works Contract and may necessitate preparation of Particular (Special)
Specifications to amend and or supplement the provision of the General Specifications to meet the requirement
of the particular Works.
Care must be taken in drafting specifications to ensure that they are not restrictive. In the specification of
standards for goods, materials, and workmanship, recognized international standards should be used as
much as possible. Where other particular standards are used, whether national standards of Nepal or other
standards, the specifications should state that goods, materials, and workmanship that meet other authoritative
standards, and which ensure substantially equal or higher quality than the standards mentioned, will also be
acceptable.
Employers should decide whether technical solutions to specified parts of the Works are to be permitted.
Alternatives are appropriate in cases where obvious (and potentially less costly) alternatives are possible to
the technical solutions indicated in the Procurement Documents for certain elements of the Works, taking into
consideration the comparative specialized advantage of potential bidders. For example:
The Employer should provide a description of the selected parts of the Works with appropriate references
to Drawings, Specifications, Bill of Quantities, and Design or Performance criteria, stating that the alternative
solutions if applicable shall be at least structurally and functionally equivalent to the basic design
parameters and specifications.
Such alternative solutions shall be accompanied by all information necessary for a complete evaluation by the
Employer, including drawings, design calculations, technical specifications, breakdown of prices, proposed

construction methodology, and other relevant details.
Sample Clause: Equivalency of Standards and Codes
Wherever reference is made in the Contract to specific standards and codes to be met by the goods and materials
to be furnished, and work performed or tested, the provisions of the latest current edition or revision of the
relevant standards and codes in effect shall apply, unless otherwise expressly stated in the Contract. Where
such standards and codes are national, or relate to a particular country or region, other authoritative standards
that ensure a substantially equal or higher quality than the standards and codes specified will be accepted
subject to the Project Manager’s prior review and written consent. Differences between the standards specified
and the proposed alternative standards shall be fully described in writing by the Contractor and submitted to
the Project Manager at least 30 days prior to the date when the Contractor desires the Project Manager’s
consent. In the event the Project Manager determines that such proposed deviations do not ensure
substantially equal or higher quality, the Contractor shall comply with the standards specified in the
documents. These Notes for Preparing Specifications are intended only as information for the Employer or
the person drafting the Procurement Documents. They should not be included in the final documents.

Highmast
Structure:
The High mast shall be of continuously tapered, polygonal cross section, 20 sided, presenting a good
and pleasing appearance and shall be based on proven In-Tension design conforming to the standards
referred to above, to give an assured performance, and reliable service. The structure shall be suitable
for wind loadings as per IS 875 part3 1987 and with 3 Wire Rope Systems
Construction:
The mast shall be manufactured using special steel plates, conforming to BS-EN10- 025 and shall be
delivered in multiple sections of effective length 8.25 meters. Thus a 30/25m mast shall be delivered
in three/two sections to site. Each section shall be fabricated out of single plate duly folded and welded.
There shall be only one longitudinal seam weld per section. Sections with more than one weld,
circumferential or longitudinal, shall not be accepted. At site the sections shall be joined together by
slip-stressed-fit method. No site welding or bolted joint shall be done on the mast. The minimum
overlap distance shall be 1.5 times the diameter at penetration. The minimum top diameter shall be 150
mm. Bottom diameters and plate thickness shall be as per the structural requirements.
The mast shall be provided with fully penetrated flange, which shall be free from any lamination or
incursion. The welded connection of the base flange shall be fully developed to the strength of the
entire section. The base flange shall be provided with supplementary gussets between the bolt-holes to
ensure elimination of helical stress concentration. For the environmental protection of the mast, the
entire fabricated mast shall be hot dip galvanized, internally and externally, having a uniform average
thickness more than 86 microns for 5mm thickness plate and above 70 microns for elsewhere.
Galvanizing shall be done in single dipping method for better adhesion and life.
Door Opening
An adequate door opening shall be provided at the base of the mast and the opening shall be such that
it permits clear access to equipment like winches, cables, plug and socket, etc. and also facilitate easy
removal of the winch. The door opening shall be complete with a close fitting, vandal resistant,
weatherproof door, provided with a heavy-duty double internal lock with special paddle key. The door
opening shall be carefully designed and reinforced with welded steel section, so that the mast section
at the base shall be unaffected and undue buckling of the cut portion is prevented. Size of door opening
shall not be more than 1200 x 280 mm to avoid buckling of the mast section under heavy wind
conditions
Lantern Carriage
The Lantern carriage shall be holding suitable no number of Luminaries for High Mast Symmetrical
arrangement.

Fabrication
A fabricated Lantern Carriage shall be provided for fixing and holding the light fittings and control
gear boxes. The Lantern Carriage shall be of special design and shall be of steel tube construction, the
tubes acting as conduits for wires, with holes fully protected by grommets. The Lantern Carriage shall
be so designed and fabricated to hold the required number of light fittings and the control gear boxes,
and also have a perfect self-balance. The Lantern Carriage shall be fabricated in two halves and joined
by bolted flanges with stainless steel bolts and nylon type stainless steel nuts to enable easy installation
or removal from the erected mast. The inner lining of the carriage shall be provided with protective
PVC arrangement, so that no damage is caused to the surface of the mast during the raising and
lowering operation of the carriage. The entire Lantern Carriage shall be hot dip galvanised after
fabrication.
Junction Box.
Flame proof junction box, made of Cast Aluminium shall be provided on the Carriage Assembly as
required, from which the inter-connections to the designed number of the flood light luminaires and
associated control gears fixed on the carriage, shall be made.
Raising and lowering mechanism
For the installation and maintenance of the luminaires and lamps, it will be necessary to lower and
raise the Lantern Carriage Assembly. To enable this, a suitable Winch Arrangement shall be provided,
with the winch fixed at the base of the mast and the specially designed head frame assembly at the top.
Winch
The winch shall be of completely self-sustaining type, without the need for brake shoe, springs or
clutches. Each driving spindle of the winch shall be positively locked when not in use, gravity activated
PAWLS. Individual drum also should be operated for fine adjustment of lantern carriage. The capacity,
operating speed, safe working load, recommended lubrication and serial number of the winch shall be
clearly marked on each winch. The winch shall be Double Drum Double Gear. The individual drum
should be operated.
The gear ratio of the winch shall be 50: 1. However, the minimum working load shall be not less than
750 kg. The winch shall be self-lubricating type by means of an oil bath and the oil shall be readily
available grades of reputed producers.
The winch drums shall be grooved to ensure perfect seat for stable and tidy rope lay, with no chances
of rope slippage. The rope termination in the winch shall be such that distortion or twisting is
eliminated and at least 5 to 6 turns of rope remains on the drum even when the lantern carriage is fully
lowered and rested on the rest pads. It should be possible to operate the winch manually by a suitable
handle or by an integral power tool. It shall be possible to remove the double drum after dismantling,
through the door opening provided at the base of the mast. A test certificate shall be furnished by the
Contractor from the original equipment manufacturer, for each winch in support of the maximum load
operated by the winch.
Head Frame:
The head frame which is to be designed as a capping unit of the MAST shall be of welded steel
construction galvanized both internally and externally after assembly. The top pulley shall be of
appropriate diameter, large enough to accommodate the stainless steel wire ropes and the multi-core
electric cable. The pulley block shall be made of non-corrodible material, and shall be of die cast

Aluminum Alloy (LM-6). Pulley made of synthetic materials such as Plastic or PVC is not acceptable.
Self-lubricating bearings and stainless steel shaft shall be provided to facilitate smooth and
maintenance free operation for a long period. The pulley assembly shall be fully protected by a canopy
galvanized internally and externally. Close fitting guides and sleeves shall be provided to ensure that
the ropes and cables do not dislodged from their respective positions in the grooves. The head frame
shall be provided with guides and stops with PVC buffer for docking the lantern carriage.

Electrolytic bare copper wire secured to earth plate with cable shoe, nut bolt and also connected to the
earth pipe with nut and bolt.
Aviation Obstruction Lights
Suitable Aviation Obstruction Lights of reliable design and reputed manufacturer shall be provided on
top of each mast. Separate Circuit shall be provided for the Aviation Obstruction Light
Earthing Terminals
Suitable earth terminal using 12 mm diameter stainless steel bolts shall be provided at a convenient
location on the base of the Mast, for lightning and electrical earthing of the mast.
Feeder Pillar
Each mast shall be provided with a feeder pillar fabricated out of 14 SWG CRCA sheet and finished
with two coats of red oxide primer and grey enamel paint of shade 631 of IS-5. The feeder pillar shall
comprise of required switch gears, Copper wiring, outgoing terminals and contactors for reversing the
motor.
Electrical System, Cable and Cable Connections:
A suitable terminal box shall be provided as part of the contract at the base compartment of the high
mast for terminating the incoming cable. The electrical connections from the bottom to the top shall
be made by special trailing cable. The cable shall be EPR insulated and PCP sheathed to get
flexibility and endurance. Size of the cable shall be minimum 5 cores 4sq mm copper. The cable shall
be of reputed make. At the top there shall be weather proof junction box to terminate the trailing
cable. Connections from the top junction box to the individual luminaires shall be made by using 3
core 2.5 sq. mm flexible PVC cables of approved make.
Also, suitable provision shall be made at the base compartment of the mast to facilitate the operation
of internally mounted, electrically operated power tool for raising and lowering of the lantern
carriage assembly. The trailing cables of the lantern carriage rings shall be terminated by means of
specially designed, metal clad, multipin plug and socket provided in the base compartment to enable
easy disconnection when required.
Power Cables
Medium voltage cable shall be aluminum/ copper conductor PVC insulated, PVC sheathed armoured
conforming to IS 1554.cable shall be rated for a 1100 volts. The conductor of cables from 16 Sq. mm
to 50 Sq. mm shall be stranded. Conductors shall be insulated with high quality PVC base compound
a common covering shall be applied over the laid up core by extruded sheath of un-vulcanized
compound. Armoring shall be applied over outer sheath of PVC sheathing. The outer sheath shall
bear the manufacturer's name and trade mark at every meter length Cores shall be provided with
following colour scheme of PVC insulation.
(a) 1 Core: Red/Black/Yellow/Blue
(b) 2 Core: Red and Black
(c) 3 Core : Red, Black and Green
(d) 3 ½ or 4 Core: Red, Yellow, Blue and Black
(e) 5 Core: Red, Yellow, Blue, Black and Green
Short circuit rating of cable shall be as specified in IS 1554 Part-I. Cable have been selected
considering conditions of maximum connected loads, ambient temperature, grouping of cables and
allowable voltage drop. However, the contractor shall recheck the size before cables are fixed and
connected to service
