Background of the Project Area:

The rural areas in Limpopo cannot be compared with its urban areas, where needs and service
requirements are at a very different level. With poor existing infrastructure in rural areas, delivery of
services of essential requirements becomes in itself formidable task in its 25 local municipalities in
Limpopo, 19 rural areas spread out in every type of agro-climatic zones. Since it is quite visible that in
our country maximum of the villages have been neglected and maximum unemployment is there.

Findings show that, in rural areas of Limpopo, there is a prevalence of lower-wage jobs, lower
educational attainment, a higher share of low-income households, and more than half of the population
depended on government's social grants (including old age grant) and remittances as their income
sources. Analysis indicates that educational attainment, household income levels, consumption
expenditure and investment tend to be relatively lower, while the unemployment rate is higher, in
predominantly rural areas.

Rural areas in Limpopo Province reflects every type of unemployment be it disguised, educated,
structural, or technological. So it is very important that there should be the skill enhancement and
development programmes of different types for different type of people residing in this rural areas so as
to balance and bridge the gap between the rural and urban areas. It is equally important to develop the
rural areas in order to make our towns and cities problem and carefree. With this vision and perspective
our company is working in this direction and want to associate more and more people and organizations
that can play a part and help us realizing our vision and dream.

Functioning of Skills Development & Training Centre

The Skills Development & Training Centre (SDTC) is a place to train unskilled rural masses into a
productive human force, where training and skills are mainly focused to three areas. First will be the
computer training programmes for such educated rural masses who cannot afford expensive training
programmes run by various institutes. Second important area which we have focused upon is the sewing
and tailoring. This programme caters to the need of unemployed youth of below poverty line and
especially women of the area. The third focus is the beautician course that focuses on young women of
the rural areas as-well as disability people.

We already have the experience of this field as we have successfully conducted these programmes as
workshops to see how many people are intrested in the programme. We had been running four 5-day
workshops in a year in three areas with a batch of 60 students. We aim at increasing the number of
students but we lack in our resources to execute them.

We aim to run a 3 month training programme for each program. Our one batch starts from the month of
June (Admission) followed by the 3 months (Jul-Sep) training programme and one month internship and
placement..

The programme plans to enhance the employability of 40 recent school drop-outs (aged 16- 21) and
unemployed youths (21-30) – both male and female, within the first one year period.
The Need

 There are high rates of unemployment within Limpopo province rural areas among people
aged 24-35.

 Average Learning Achievement of the students is not satisfied. There is rampant school
dropout among school going children and many students fail to obtain the necessary results to
continue with further study – therefore these students should not be left to ‘fail’.

 We are aware that there are several formally accredited Vocational Training Institutions
however those who we support may be unable to attend due to financial constraints, lacking
papers and issues of transportation and accommodation.

 Careers support and advice is severely lacking in schools, students are often not aware of
vocational learning opportunities and believe that if they have failed to succeed in the
education system they have fewer options for employment.

 School drop-outs and youths lose hope and end up loitering, becoming irresponsible in the
community and often find themselves engaging themselves in misconduct of all kinds like
alcohol & drug addictions, gambling, prostitution, robbery among others – therefore enabling
them to acquire a skill to support themselves we hope will prevent this.

Objectives

The SDTC programme is meant for reaching the benefits of the facilities directly to the
communities at the grass root level for promoting single window delivery of need-based services
relating to the life cycle needs of rural population, including youth development, rural sanitation,
preventive and curative aspects of health and hygiene, skills development and linkage with market
requirements and demands, capacity building among the village based organizations and people or any
issue that the rural population would desire.

 To provide vocational training to unemployed youths and recent school-dropouts to enhance


employability and provide a skilled foundation to build a career – therefore reducing levels of
unemployment in those aged 21-35.
 To empower young people to believe in their dreams and to enable the acquisition of income
(through formal and informal job prospects) so that they can support their household and
families.
 Foster a change in community attitudes whereby everybody is given the opportunity to succeed.
 To give computer education to the Adolescent Girls, and Youth students as well computer skill
development to drop out girls.
 Provide tailoring and beautician course to Women, Adolescent Girls & drop out girls.
Location

We at present are focusing on the districts of Vhembe and Mopani as the area is known to nearly all the
people associated with our Company. We will start with the district of Vhembe as it is one of the three
naxal affected district declared by the Government then move to Mopani. Moreover one important
aspect is its demography. This district has the tribal population, below-poverty line people. One more
important aspect is that this district has the vast agricultural and labour potential and if properly
monitored the rural mass in this district can be converted into human resource.

Two main important centers have been targeted by us as they are the heart of the distict and will cover
maximum villages in its periphery.

Targeted Groups

Rural masses in focus are: Discriminated, Disadvantaged unemployed youth and women.

The number of direct beneficiaries of this project would be 40 members from both Vhembe and Mopani
Districts. The annual number of indirect beneficiaries would be 40 families. Along with more than 70%
jobs to be created through this trained beneficiaries. The beneficiaries belong to below poverty level
family in the target villages.

Expected Outcomes

 Dissemination of Skills and services to the underserved, unserved and unreached areas.
 Better skilled and oriented cadres and individuals.
 Capacity enhancement at the grass root level and make rural youth self reliant so that they can
earn their livelihood and dignity.
 Improved organization and better entrepreneur ability among the people in the community.
 Improved capacity within communities to manage SDTC systems.
 Networking of governmental, non-governmental institutions.
 Knowledge connectivity.
 Beneficiaries will become self-reliant and strongly resilient in addressing their challenges
through newly acquired skills and learning.
 Beneficiaries will be able to use the acquired skills to enhance their careers and employment
prospects.
 Beneficiaries will be able to use course completion certifications provided by GIS to add value to
their curriculum vitae and enable wider career opportunities.
Pilot Programme

Initially the programme will be piloted from July 2023 with;

 8-30 attendees from 7 villages enrolled on a Tailoring programme - delivered by a local tailor
Mon-Fri for two months. During this period, a teaching programme/course will be developed,
feedback sought from attendees.
 8-40 attendees from 7 villages enrolled on a Computer skills programme - delivered by a local
computer trainer Mon-Fri for two months. During this period, a teaching programme/course will
be developed, feedback sought from attendees.
 8-30 attendees from 7 villages enrolled on a Beautician programme - delivered by a local
beautician mentor Mon-Fri for two months. During this period, a teaching programme/course
will be developed, feedback sought from attendees.

Proposed Programme for Roll-out August 2023 -- Project Period: 1 year

An initial one year period is thought to be realistic and it is assumed that following the Pilot Programme,
the full programme roll-out will be ready to get underway with funding secured from fpmseta will be in
place to continue with each project from August 2023 onwards for 1 year.

Management of the Programme

 Identify the formally accredited Training Institutions that GIS can work with and agree the
programme.

 Build course structure; Duration, Tuition, Associated Costs ,Course Syllabus’, Criteria for
Completion and Attaining Certificate

 Identify 40 young people distributed fairly between unemployed youths and woman.

 Monitor and photograph the students, capturing the new skills and evaluate the success of the
project ready to develop and extend for the future.

Evaluation Plan
Monitoring and evaluation of the skills training will also be taken care of by our staff on a weekly basis to

Program Evaluation will be performed for three levels as follows.

 Level 1 Session Evaluation; Level 1 Instructor Evaluation; Level 1 Materials Evaluation


o All level 1 evaluation will be collected immediately following training to ascertain
student reaction on a Evaluation form.
o Average scores of 4 or more will be considered success.
o Comments will be evaluated and corrections made as possible during future training
sessions.
 Level 2 Learning Evaluation
o Job aids will be developed to provide on-the-job support.
o Online help will be developed to provide on-the-job support
o Use of these helps will be evaluated as referential to learning.
o Support calls will be evaluated to determine areas of difficulty and areas of success in
learning.
o A diminution of support calls will be considered success in learning
 Level 3 Transfer Evaluation
o Unit supervisors will be given a short, one-page form to record observations about
learning transfer to the job.
o Monthly discussions with unit supervisors will determine whether learning has
transferred to workplace processes.

Future Planning

Our future plan is to develop and upgrade these SDTC into a training institute with inclusion of more
areas where the skills can be developed and formation of SHGs so that they can run throughout the year
without any hindrance. For this we will approach other organizations, semi-government and
government organizations to adopt these centers and upgrade them into skill training institutes.
Another plan which is still to take a proper shape in the mind to develop SDTC in every district that has
majority of rural population.

With this dedication we aim to improve the standard of living in these communities around Vhembe
District, furthermore develop the image of Global Institute Solutions as a whole, we also aim to do the
same with merSETA and combine our great positive impact on Vhembe district together.
