Introduction

This report gives the functional settings of the protection relays necessary for the operation of the protection

system and for selective clearance of faults.

This report includes the protective functions for the following components:

• Generator

• Generator leads

• Generator neutral point

• Unit auxiliary transformer

• Generator transformer

• 15.75 kV unit switchgear leads

The protection devices are mounted in the cubicles

• CHA11 (GTG unit Protection system 1: -F11, -F12, -F13)

• CHA12 (GTG unit Protection system 2: -F21, -F22, -F23, -F31)

The settings were made with reference to:

• The technical data of the plant listed in chapter 2

• The single line diagrams

• Tripping scheme for the protective systems

• Data, curves and characteristics

• Relay instruction manuals

• DIGSI print-out

For complete settings of the digital protection devices refer to the DIGSI printout of each relay.

Note: Some data were not known during creating this document
document. Therefore the data and setting values that are

marked with double star ” ** ”, have to be finalized by testing at site (SAT) through the commissioning and can

be correct by commissionning staff.

Some pre-selected values for these settings are common values from other similar power plants.

All settings have to be checked and if necessary revised during commissioning at site.

overcurrent must be set above the maximum anticipated (over-)load current. (At least 1.3 to 1.5 times the rated

current.

Set: 140 % rated current of protected object.

The setting for the delay time has to be made in accordance with the grading plan of the HV network. Information is

necessary from the customer in order to allow correct setting of this parameter.

The Undervoltage seal-in is set below the lowest line-to-line voltage that occur during normal operation, e.g.

U<=80% UN sec. The holding time of seal-in must be longer than the backup time plus circuit breaker opening

time. The frequency of the measured quantities is continuously measured and used for adjusting of the actual

sampling frequency. This ensures that the protection and measurement functions produce correct results over a

wide frequency range. This ensures measuring accuracy in the frequency range from 11 Hz to 69 Hz.

The sampling frequency adjustment can, however, operate only when at least one a. c. measured quantity is

present at one of the analogue inputs, with amplitude of at least 5% of rated value.

The thermal time constant t (address 1603).; is decisive for the time to reach the limit temperature and thus for the

time trip. The actual percentage of the temperature is calculated from the stator current using the thermal replica.

14
MECO

It is highly recommended to use the temperature input for environmental or cooling medium temperature, to ensure

an accurate calculation of the thermal replica.

If the nominal machine current deviates from the nominal CT primary current, the temperature must be adapted

according following formula:

For stator circuit criterion the reciprocal of the impedance (equal the admittance) is calculated from the positive

sequence systems of currents and voltages. In the admittance plane, the stability limit of machine is independent

The settings have to be made in accordance with the time grading plan of the network.

The Impedance Z determines the reach of its associated zone.

The zone Z1 is therefore set to approximately 70% of the protected range, i.e. 0.7 times the transformer reactance.

The impedance protection operates instantaneously or with only a small delay T1 for short-circuits within this zone.

The resistance setting R allows a margin for fault resistance, which appears as in-phase resistance, in addition to

the fault impedance, at the point of fault. It compromises, for example, arc resistances in case of arcing faults.

Normally a resistance setting equal to the reactance setting is adequate (R/X=1) to form sufficient arc resistance

11. Settings for (out of step) pole slipping protection (ANSI 78) - address block 35

The measured impedances during power swing condition are decisive for the settings and can be calculated from

the per unit reactance X d′ as follows:

Calculation with generator data:

′ U N,Gen ′ N
Xd = ⋅ x d ⋅ CT = 13.49 Ω
3 ⋅ IN,Gen N VT

Where:

X d′ transient per unit reactance = 14.5 %

15.75
IN,Gen nominal machine current = 5462 A
NCT current transformer transformation ratio = 8000
NVT voltage transformer transformation ratio = 143.18

The setting of address 3505 is thus determined because of Zb ≈ Xd = 13.49

23
MECO

The secondary reactance of the unit transformer is derived from the primary reactance by considering the instrument

transformer ratios:
2
uk ⋅ UN N
X SC, Sec = ⋅ CT = 9.01 Ω
100 ⋅ S N N VT

Where:

Uk Percent impedance voltage of the main transformer = 13 %

SN Rated power of the main transformer = 200 MVA
NCT Current transformer transformation ratio = 8000
NVT Voltage transformer transformation ratio = 143.18

Assuming that characteristic 1 should cover 90 % of the transformer reactance, the setting of address 3506 Zc

results in:

Z c ≈ 90 % ⋅ X SC ,Sec = 8.11 Ω

Assuming that the covered system reactance should be Z d = 2 × X SC ,Sec = 18.02 Ω

Zd – Zc = 9.91
9 91 Ω

The width Za of the polygon is determined by the total impedance Ztot.. Assuming the power swing angle δ = 120 o

between generator and transformer, Ztot is the sum of Zb and Zc.

Ztot ≈ Zb + Zc = 21.60 Ω

Z tot 2
⇒ Za ≅ = 6.23 Ω
tan( 120 o 2 )

The holding time (Addr. 3511) determines how long time a detected out-of-step condition (passing through) is

maintained so that the counter is incremented with the next passing through. This time should be set higher than the

longest expected slip period (i.e. the smallest slip frequency). Conventional values lie between 20s and 30s.

Four high-accuracy frequency stages are available. Each stage can be set as over-frequency stage or under-

frequency stage. This is determined by the rated frequency as configured under address 270 and the set limit value.

When the limit value is set smaller than the rated frequency, the stage operates as under-frequency stage. When the

limit value in set equal to the rated frequency, the concerned stage is ineffective.

The frequency protection function is acting as back up protection to the turbine speed monitoring protection. As a

matter of principle, the setting values for frequency and delay times depend on the values supplied by the turbine

For the associated measuring transducer 1 either 10V, 4-20mA or 20mA has been selected during configuration at

address 0295 TRANSDUCER1.

Jumper X94, X95, and X67 on the C-I/O-6 module are used to set in the hardware, the jumpers and configuration

parameters are set to voltage measurement.

Alternatively, a sinusoidal AC voltage can be measured (address 7202 MEAS.METHOD= RMS). The protection then

multiplies the rectified average value with the frequency of the AC voltage must match the frequency of other AC

quantities, because the latter determine the sampling rate. The maximum AC amplitude must not exceed 10 V, so tha

for r.m.s. value measurement a maximum setting of 7.0 Vrms is reasonable. The resulting higher secondary voltage

can be reduced by means of a voltage divider.

The protection is used as to detect earth faults inside the static frequency converters (SFC) and on the low voltage

side of the SFC transformer during

g startup

gas turbine. For the associated measuring
g transducer 10V

has been selected during configuration at address 295. In case of an earth fault the displacement voltage is the half

of the DC link voltage, that is 1590V/2=795V.

The primary resistance of the earthing transformer is 17.8 Ω. DC current of I0=795V/17.8Ω = 42.7 A will flow through

the starpoint. With the shunt (10A/150mV) and shunt converter (150mV/ 10) the secondary pickup value is 8.5V rms

2. Settings for Sensitive Ground Fault Over-current Protection – address block 3100

The current elements for ground faults operate with the magnitude of the ground current. They only make sense

where the magnitude of the ground current can be used to specify the ground fault. This may be the case on

grounded systems (solid or low resistance) . Ground current protection is mostly used as backup protection for

high resistance ground faults in solid or low resistance grounded systems when main fault protection system does

not pickup.

The values of the settings are a reason about the Grounding resistance between the transformer star point and earth.

2. Settings for external trip in-couplings - address block 86 / 87

The inputs will be used for processing trip signals from external transformer protection devices to generate an until

trip together with a group alarm. A function blocking by an interlock signal might also be possible, if required.

Further signals can be marshalled directly from a binary input to a tripping command relay.
