TRAINING PROPOSAL

PROJECT TITLE: BADAC STREGTHENING SEMINAR

PROPONENT: BARANGAY ANTI-DRUGS ABUSE COUNCIL &


OFFICE OF THE SANGGUNIANG BARANGAY TINURIK

I. BACKGROUND / RATIONALE

BADAC is the grassroots program of the DILG aimed at organizing barangay officials and other stakeholders as
first line of defense at countering drug-related crimes in barangays. Every Barangay shall create and establish a
Barangay Anti-drug Abuse Council.

Section 1. Creation of BARANGAY ANTI-DRUG ABUSE COUNCIL (BADAC) - All Barangay in every local
government shall establish its Barangay Anti-Drug Abuse Council (BADAC) within its territorial jurisdiction which
shall render assistance to the law enforcement agencies in the eradication and clearing operations of illegal drugs.

The Philippine Drug Enforcement Agency (PDEA) was created pursuant to Republic Act No. 9165 for the efficient
and effective law enforcement of all the provisions on any dangerous drug and/or controlled precursors and essential
chemicals and to initiate and under take the national and campaign for drug prevention and drug control programs

It is recognized that true and meaningful development will not be attained unless BADAC
concerns are integrated into all levels of development processes. In this regards, the national
government has mandated all government agencies and instrumentality to integrate gender and
development concerns into their plans, programs, projects and other activities. This mandate is
spelled out in R.A. 7192 or Women in Development and Nation Building Act and Sec. 27 of R.A.
8174 Gender Responsive Project which requires all government agencies to set aside at least 5%
of their budgets for gender-related activities. It is also stated in JMC 2013-01; that the cost of
implementation of which shall be at least 5% of their total Annual Budget.

The PCW, DILG, DBM, NEDA Joint Memorandum Circular 2013-01 requires all LGU
departments/offices including barangays to formulate and submit their GAD Plan and Budget to the
City Planning and Development Office to ensure that the barangay GAD Plan/Programs/Activities
are aligned with the priorities of the City. The coordinating office for Planning and Gender and
Development must take into consideration the gender-sensitive perspective of each PPA.
Therefore, precise knowledge on the requirements of RA9710 or the Magna Carta of Women at the
barangay level is essential.

Gender-responsive local governance shall address gender equality which remains a


challenge in development agendas. On the other hand, there can be no sustainable development
without considering the specific needs and issues of women, men, girls and boys within the
Barangay. This was viewed as achievable only through formulation and ongoing updates of an
existing know how and competence in gender and development.

Relative to the Local Government Code, Gender Sensitivity awareness is essential to


understand the importance of gender roles and needs of women and men in organizations as well
as in the communities.
Gender Sensitivity training does not only focus on gender equality but also in making
women and men’s role visible in planning, budgeting and implementing gender responsive
activities. To mainstream Gender and Development, Gender Sensitivity training must be
conducted. This aims to put great emphasis on issues and will highlights the critical needs and
priorities.

The role of Gender and Development is to demonstrate how initiatives can address the
needs of women and men barangay officials, women and men members of different organization,
youth and the marginalized groups, clientele and lead to a positive impact on development of the
city in general. After the three days training, participants are expected to actively join in the
succeeding consultative meetings on GAD advocacies, be involved and promote GAD related
activities in the community and have precise knowledge of salient features of RA9710 or the
Magna Carta of Women at the barangay level which are essential for the success of the process.

Present Situation:

With the existence of different organization operating in the barangay who are gender blind,
Gender Sensitivity training will make them aware of gender concerns affecting their administration,
clients, and even those affecting themselves and their family. This gender sensitivity training to all
organizations (NGO’s) is therefore the first step towards making them active partners in the
promotion of gender and development in their respective localities.

Gender sensitive training takes into account the needs, priorities, and expectations of both
women and men while planning, implementing and evaluating training activities in order to ensure
that women and men receive equitable benefits from the learning process.

II. OBJECTIVES / TARGETS

 To capacitate participants in gender perspectives and serve as a guide for the creation of
legislation, policies, programs and projects;
 To know the importance of the barangay in responding to gender needs and the salient
features of RA 9710;
 To evaluate barriers on equal access and control over the resources and opportunities
offered by the barangay. 

III. PROJECT DESCRIPTION

The 2 days seminar aims to deepen gender awareness to the participants to ensure that
the design, provision and management of public services benefit both sexes. The seminar-
workshop will be evaluated by the participants. Result of the evaluation shall be assessed,
consolidated and reported to the DILG-Tanauan City thru Liga ng mga Barangay, Tanauan City
Chapter. Further, sustained training on gender budgeting and gender mainstreaming could be
carried out based on the seminar outcome targeting the key Barangay personnel.

An expert from the GAD Office shall serve as the Learning Service Provider and shall be in
– charge of technical task, in coordination with the Sangguniang Barangay of Barangay Balele.

Further, it is mandatory to members of Sangguniang Barangay and different organizations


operating in the barangay to undergo Gender Sensitivity training based on the operational
guidelines were women and men throughout the world continue to face gender-specific
discrimination and disadvantage. Ensuring barangay representation and participation in the
political sphere, by ensuring equal opportunity for women and men in government.
IV. WORK PLAN

Lectures, discussions, video clips, workshops and open forum will be used to ensure
learning of the participants.

The participants on this training shall utilize available Gender and Development Barangay
Funds subject to the usual accounting and auditing laws and regulations.

VIII. EXIT PLAN

1. After the conduct of this activity a terminal report of this activity shall be immediately
submitted to the Office of DILG-Tanauan City and Office of City Gender and Development
and to other concerned offices.
2. Come up with GAD Plan and Budget in compliance to PCW-DBM-DILG-NEDA Joint
Memorandum Circular 2013-01.
