POLICE SYSTEM IN HAITI

- is the law enforcement and de facto police force of Haiti.

- It was created in 1995 to bring public security under civilian control as mandated in Haiti's constitution. 

- Haiti is the  poorest country, with more than half of its population living below the World Bank's poverty line

- constitutes the first civilian, professional police force in Haiti's 193-year history.

- Decentralized- police force of Haiti

- Member of INTERPOL

- Chérizier- is currently considered one of, if not the, most powerful gang leaders in Haiti. He is believed to be
responsible for numerous large-scale massacres in the Port-au-Prince area

- The Haitian National Police is the only body authorized by the country’s Constitution to use force. As of the end of
2021, there were approximately 16,000 active police officers, but that number has plunged to just 10,000 today,
according to police figures. Because of the increasing attacks on police and corruption inside the ranks,
many police officers have left the force and even fled the country since 2021. Some go to the United States,
others to Panama and Mexico.

Objectives:

• Strengthening the basic training curriculum to a standard equivalent to the best standards and practices;

• Increased international cooperation in matters of curriculum development for basic training, and teaching
practice;

• The overhaul of the structure and administrative practices of the National Academy of Police, to parity with
international institutions like best.
Mission:

• To continue the work of the United Nations to support the Haitian National Police and to contribute to its
professionalization.

National Superior Council (CSPN)

• highest authority overseeing the police force

• consists of the prime minister, the minister of justice, the minister of the interior, the director general of the
Haitian National Police, and the chief inspector general

SPECIALIZED POLICE UNITS

 Palace and Presidential Guard


• Anti gang unit- Fight against organized gangs that take hostage important parts of the territory.

Why does Haiti included in the worst policing system?


• As of the end of 2021, there were approximately 16,000 active police officers, but that number has plunged
to just 10,000 today, according to police figures. Because of the increasing attacks on police and corruption
inside the ranks, many police officers have left the force and even fled the country since 2021
• Members of criminal gangs are spreading panic and chaos in Haiti, with groups of violent young people
responsible for many crimes, such as armed robbery, assault, kidnapping and even murder.

Masked men raced around Port-au-Prince on motorbikes, firing their guns into the air, blocking major roads with
burning tyres and bringing the Haitian capital to a standstill.
The six officers, killed in the shootout with the Savien gang in the town of Liancourt, bring the number of officers
killed in January to 15. At least 54 officers were killed by the gangs in 2022
