Executive Summary
This report contains information about Pakistan Civil Aviation authority (CAA) history,
vision, mission, core values and different departments like the HR department, Cargo
department, SQMS department, Commercial department, and ATC department. Pakistan
Civil Aviation Authority is a public sector autonomous body under the administrative
control of the Secretary to the Government of Pakistan for Aviation, which oversees and
regulates all aspects of civil aviation in Pakistan. CAA established on 7th December, 1982
through ordinance 1982.

I did my internship at CAA for six weeks indifferent departments but specially focus on
Cargo Handling Process. The main reason for doing this internship was to “identify the issue
related to cargo handling process at AIIAP” assigned by my on-duty supervisor.

SQMS Department deals with the safety and quality of the airport.HR Department works on
hiring and recruitment of employees and managing the personal and medical information of
their employees. HR department divided into three sections. Which are HR personnel, HR
medical, HR general Cargo department deals with the import and export of the cargo from
Pakistan to other countries. The CommercialDepartment manages and generates revenues
for the PCAA by renting and contracting the space of airport premises to other private
sectors.ATC Department deals with the two-way communication between the aircraft and
ground and guides the aircraft in flight or on the ground. I learn a lot during my internship
project, key learning areas including Caro handling process, team work management etc.

1.1 Aviation Industry Review (Global Perspective)

In previous couples of decades, international airlines have sharply dilated their reach to new
markets globally, through institution of alliances and partnerships. Most of the main airline

currently command world presence.


Revenue of Business Airlines in billion greenbacks from 2003-19.
The aviation business supports $2.7 trillion (3.6%) of the world's gross domestic product
(GDP).
As the international economic system is turning into additional and additional connected, the
aviation industry is one in all the quickest transportation sectors. Air carriers carried more
than 4.5 billion passengers in 2019 and are anticipated to generate 581 billion U.S. dollars in
international financial gain in 2020. Transport to boot plays an important performs for
commercial enterprise, conductive to monetary growth, specifically in making countries.
The amount of international mortal arrivals dilated from 1.32 billion arrivals in 2017 - 1.4
billion in 2018, larger than half of vacationers elect to achieve their resort area with the help
of air transportation.

personal infrastructure and maintenance like runways, terminals or air visitor’s management.
In 2018, airports spent a bit over seventy-five billion U.S. dollars in infrastructure with Asia

The aviation industry gives an entire of 65.5 million jobs worldwide. It forthwith generates
employment prospects among the airlines, air navigation offerings corporations and airport
operators and moreover creates jobs by the grant chain within the transportation of products
and services.

1.3PORTFOLIO OF AVIATION INDUSTRY


ICAO

International Civil Aviation Organization is a specialized agency of the United Nations and
it is established in 1944. ICAO works with 192 state members and industry to change the
principle and techniques of international air navigation and planning about the orderly
growth and securely operate the air transport.
IATA

International air transport association provides the service to the airlines and IATA gives the
three-digit code to the airlines. IATA provides the schedules, routes, and traffic to the airline
and also sets the international standard for airlines.
AIRPORT SERVICES

Sheehan airport service give the service in different airport in Pakistan and it give the proper
ground handling service it is the good organization of Pakistan Air force. SAPs established
in 1982 and its plan to providing safe and quality services to airlines operating in Pakistan.
SAPs continuously improve to satisfy their customer. SAPSs landing clearance and take-off
aircraft services provide according to the IATA standards with security measures. SAPs
services provide include passengers, cargo. Baggage, flight operation, and ULD control, etc.
SAPs also manage the refueling, catering and maintenances aircraft

1.4.2HISTORY OF CAA
The Civil Aviation Authority was once created in December 1982 to alter all things
associated with Civil Aviation in Pakistan. So as to stay up with the speedy development
within the discipline of aviation, it was once felt that an autonomous body was needed to
hold the country's aviation infrastructure and services at par with global standards.

1.4.2STRATEGIC ORIENTATION OF PCAA

Objective:

The purpose of establishing CAA is to provide for the promotion and regulations of Civil
Aviation activities and to develop an infrastructure for safe, efficient, adequate, economical
and properly coordinated Civil Air Transport Service in Pakistan.

1.4.3 The Type of Ownership of the PCAA

It is publically Government organization working under the Federal Government of Pakistan


through the Aviation Division Cabinet Secretariat.

1.4.4 The Sector of PCCA

It is a service providing sector. It provides different services like air navigation, air traffic
controlling and airport services such as firefighting, electrical and safety services.

1.4.5 The Customers of PCCA

There are different customers of PCAA such as different airline operating in Pakistan and
the other airline or aircrafts using its airspace, the tenants, hotels, vendors, airline offices and
also ground handling agencies

1.4.7 Function performed by the PCCA are:

Human Resource

The most important section of employee interest in any organization is Human resource. It
consists of different responsibilities including payroll, benefits of employee, hiring and
firing of employees. Through advertisements and special techniques and trainings at training
institute CATI (civil aviation training institute) in Hyderabad a qualified staff is employed.
Moreover they are taught to improve their natural tendencies which is critically essential to
work properly.HR department is further divided into three branches

• Personnel Branch

• Medical Branch

• General Branch

Personnel Branch:

It is responsible to keep the records of employees from hiring till leaving an organization.
PCAA provides the compensations and benefits to their employees

Medical Branch:

PCAA gives the medical benefits to the employees and also to their family members. It also
gives the Medical urgencies services to the person according to the rules made by the ICAO.

HR General Branch:

The general branch of HR provides the business support services to the other sections of
HR. It gives the services after the Central registry of Headquarter of CAA and provides the
needed things that they required for their Branch

Cargo:

CAA has its own department on every airport. The purpose of this department is to
providing the services of cargo, courier and mail services
Types of Cargo:

• Import

• Export

Commercial:

Shops, restaurants, rent a car; car parks visitor's gallery and duty-free shop are included in
commercial concessionaires.

Semi-commercial:

Briefing counters, airline offices, offices/spaces given to organizations other than


government are Included in semi-commercial

Government departments:

Type includes government authorities, for example, ASF, immigration, health, and customs.

SQMS (Safety and Quality Management System)

It was established in 2009; In 2008 CAA of Pakistan started their operations according to the
International Management System Standards for the continuous improvement in its
functions, system, and services. Security is the state in which the risks associated with air
transport activities, related to, or in direct support of the operation of the aircraft, are
reduced and controlled to an acceptable level. The SARPs and relevant national ICAO
regulations require the implementation of a safety management system through the use of a
systematic approach to security management by all service providers. The system should
include the organizational structures, responsibilities, policies and procedures required.
Pakistan CAA, in accordance with regulatory requirements, as well as the international
obligation has implemented the safety management system in the provision of air navigation
services. Within the CAA of Pakistan, an exclusive Directorate for Quality Assurance
Management and Quality Management has been established to support the implementation
of text messages by the ANS (ANSP) division and at airports. In coordination with SQMS,
ANS Division identifies the hazards and mitigates it to maintain the level of safety. PCAA
develops a post-implementation system of monitoring mechanism to verify the required
level of safety to be met or not

(About Safety and Quality Management System - SQMS)

Air Traffic Control

As our internship at ALLAMA IQBAL international Airport Lahore so initially I would


provide u with the information of runway, apron, area control center, ATC tower and slight
knowledge about the airside operations. There are 2 controllers at ATC tower. One handles
the ground operations and other handles the air operations. All the techniques and
mechanism happening on the ground are handled by ground controller i.e. permission of
ground controller is necessary for plane to cross the runway. On the other hand arrival or
departure of planes is controlled by air controller. As per the same procedure for the
departing aircraft.

Pre-Flight Section:

Preflight section is the most important in airport operation. When the preflight department is
provided with the complete flight plan their officers will do a proper checkup before passing
the flight. Before international departures GD of all cabin crew of airplane is done with 3
stamps of medical, ANF, Customs. Once the flight plan is passed by the officer, this plan is
spread from system software to all over the globe. Moreover revenue department in preflight
section calculate the apron charges, landing, take off fee and transit flight incomes. The
flight which passes temporarily through the airspace of Pakistan is called transit flight. In
this preflight section I got to know about Notams.

NOTAM stands for a Notice to Airmen; it is an alerting service given to the pilots about the
potential hazards that could damage the aircraft. It is created by PCAA and transmitted
under Annex 15: Aeronautical Information Services. Every state published the Notices to the
Airmen for the safest operations.

Airworthiness

Aircraft being airworthy means that it is safe and in condition to operate. A certificate is
given in regard of aircraft being airworthy from aircraft registry which gets checked during
inspections. It is the responsibility of the department to check and inspect the aircraft
thoroughly. The duties perform by the officer during aircraft inspection are

 Engineering (certification of aeronautical product)


 Audit and inspection (spot and ramp inspection)
 Regulation (registration of civil aircraft)
 Engineering license (AME license, AME examination)

After performing all these activities the airworthiness officer give the certificate of airworthiness to
aircraft that this aircraft is able for safely operation.
Chapter 2: Critical Review of the PCAA
2.1Critical Analysis of the PCAA

The critical analysis of an organization includes the strategies used, rules and regulation of
an organization and the behaviour of its employees within that organization. The rights of
the employees and the environment inside and the outside the organization is also kept in
view. There are two types of environments of an organization;

 Micro-Environment
 Macro-Environment

Micro o-Environment
Such type of environment has short term direct and small scale influence. The
environment of micro-environment is domestic level.
Example
Shaheen Airline; due to the shutdown of Shaheen airline PCAA increased the
charges and the revenues i.e. landing fee, parking fee, equipment charges of its other airlines
to maintain its budget.
Macro-Environment
Such type of environment has long term indirect and large scale influence like yearly or
more. Global impact of any organization is macro-environment.
Example
ICAO Rules and Laws; as they are implemented world-wide. If there is any change
in the ICAO rules it’ll have an impact in every country of the world.

Similarly, the internal factors like culture and the raw materials may also influence the
venders/ suppliers of any organization.
Example
In the case of PCAA (Pakistan Civil Aviation Authority) WAPDA effects this
organization as it supplies water and electricity.
2.1.1 Portfolio Analysis-BCG Matrix
BGC matrix is a planning tool that is used to organization brand portfolio on a quadrant
along with relative market share and market growth.

Dogs:

Dog product is that product which has the low market growth. Either it is a loss in that route
or very low benefit for the airlines. It is advised for airlines to end or suspend the route and
resources that are supposing to operate the dog route can be invested on question mark or
star route.

Cash Cow:

In this quadrant market growth is low and market share is high because the sometimes
market share of the person is high and the growth of the product is low so in this situation,
profit loses.

Star

In this quadrant both are high. In season the demand is high so many people go abroad for
vacation and another purpose so who invests in an organization so earn high profit.

Question mark

In this quadrant low market share and the market growth is high so consuming a large
amount of cash and incurring losses. In this quadrant up and down according to the situation.

2.1.2 Competitive Analysis-SWOT Analysis


Pakistan International Airline's SWOT analysis analyzes the brand / company with its
strengths, limitations, opportunities and risks. The strengths and weaknesses are the internal
factors in Pakistan International Airline SWOT Analysis, whereas the external factors are
the opportunities and threats. SWOT Analysis is a validated management tool that makes an
international airline brand like Pakistan. Airline to benchmark its business and performance
against competitors and industry. Pakistan International Airline is one of the airline
industry's leading brands. The table below also lists the top competitors of Pakistan
International Airline and establishes market segmentation, target group, positioning &
Unique Selling Proposition (USP) for Pakistan International Airline. Below is the Strengths,
Weaknesses, and Opportunities & Threats (SWOT) PCAA.

Strengths:

 Maximum number of market share at domestic network.


 Being Pakistan's oldest airline, it has a very good domestic brand image
 Subsidized fares allow the airline to deliver services at affordable prices.
 CAA is the regulatory authority and has many employees working under the CAA so
it has the size advantage.
 CAA creates strong management so it is also strength.

Weaknesses:

 Lack of integrated brand promotions as compared to competitors.


 Old aging fleet of PIA causing higher operating cost.
 Loyalty programs not being used to the fullest.
 The technology of the Organization is not updated
 The organization is still working on old standards.
 Over-staffing is another weakness.

Opportunities:

 PIA has largest domestic network and PIA can produce huge amount of revenue with
higher profit through proper route allocation
 Because of discounted fares it will maintain its competitive edge over its rivals.
 Proper use of loyalty programs will cause increased customer loyalty.
 CAA has financial leverage because it is govt. regulatory body.
 CATI technology is useful for training and offering courses.

Threats:
 Negative experience about the country regarding terrorism.
 Political instability has negative effects on country due to changing rules and
regulations.
 With the transformation in digital market globally & adoption of latest ideas by
competitors would gradually lower the demand for it.
 New taxes

2.1.3Environmental Analysis- PESTLE Analysis


.Pestle analysis is a tool or technique that is used to identify external macro environmental
and threats to an organization, Pestle defines Political, economic, social, technological, legal
and environmental factors of an organization.

Political:

Authority is also influence by political factors which cause change in the government. The
government change in every 5 years, so it develops effect on the organization. In some past
years there were many less ratio of the investors willing to invest with this authority, but
now there is a change the ratio of the investor is increasing.

 Government irrelevant policies in broader perspective influence Working.


 Frequent taxation changes can cause irregularities and malfunctioning in the cause of
acting good.
 Government stabilityin Pakistan we see democratic tenures are unstable which
causes management to fail to perform the best of them

Economical:

Pakistan Civil aviation works under the government of Pakistan. The economy of the
Pakistan is less than the other countries. The economy affects the other departments also that
works under the Government.
 Growth rateeffects very much as low budget and low salaries discourage workers
 Inflation ratein banking and investments by governing bodies can be effected
because they are always dependents
 Exchange rateexchanging goods and services in aviation is common it can lead to
mismanagement
 Unemploymenteconomics failure leads to disasters as unemployed ratios increases
within no time

Technological

The technology factor is the factor that changes with the change of technology and upgrade
their systems. But in PCCA authority there is a lack of technology due to corruption or the
records not maintained properly that brings a great effect on this department.

 PCCA uses old technologyis being used and which is outdated


 Lack of awarenesswith less or no knowledge technology cannot be operated
 Technology changeswith up gradation and customizations one can be successful

Social

 The social factor works socially to aware the society about the organization but it
effects.
 The organization in terms of less knowledge, awareness, lack of technology which
the peoples are unaware of the department and it affect the economy of the
organization.
 They are the health conscious for their employees.
 They remove all kind of cultural barriers.

Legal

In a legal factor, CAA follows the rules of ICAO and IATA. Pakistan Civil Aviation
Authority has rules and regulations are

 Federal government regulation


 The aircraft safety ordinance 
 PCAA ordinance
 Airport security force acts 

Environmental

Environmental factors are the major factor that can affect the aviation industry. If CAA does
not provide a safe place to the airline to operate so the airline will not work properly and
some factor is affecting the airlines like

 Bird strikes at nearby airports by mass population mismanagement


 Air Pollution Around the airport vicinity affects normality of functioning
 Noise disturbance can be fatal and cause permanent disorders of hearing and can lead
to deafness for employees and regular passengers

2.1.4Financial Analysis-Financial Ratios

Balance sheet 

In this sheet explain the all current asset and non-current asset used by the CAA in 2017.

Chapter 3: Internship Department/Job Review
3.1.1Intern Department Review

I spent 1 week in each department whereas in Human Resource Department; two weeks.
Hence, I completed my six weeks in CAA AIIAP. I learned different skills in PCAA
regarding designing a training plan, annuity and gratuity of employees, workforce, and sale
of airport space for concessionaire etc. All these discipline have increased my applied
knowledge. I happen to get the opportunity to compare my literature studies with practical
realities by doing a practicum in PCAA; I had verbal interaction with the manager of each
department. I went through different dogmas of PCAA about every department.

Human Resource Department
Human Resource section is a critical element of employee well-being in any organization.
HR of any organization comprises different responsibilities; it includes payroll, benefits of
an employee and keeping contemporary with rules and regulations. Civil Aviation Authority
performs enhanced capacities; in this way expanded labour force is required to contract with
all exercises. Qualified staff is employed through open ad and by giving special training at
training institute Cati in Hyderabad. Other than the essential preparing, all representatives
are routinely prepared to improve their specialized and different aptitudes which are
required to do work adequately. HR department is further divided into 3 branches:

Personnel Branch:

PCAA gives the medical benefits to the employees and also to their family members. It also
gives the Medical urgencies services to the person according to the rules made by the ICAO.

HR General Branch:

The general branch of HR provides the business support services to the other sections of
HR. It gives the services after the Central registry of Headquarter of CAA and provides the
needed things that they required for their Branch

Safety and quality management (SQMs)


SQMS department deals with the safety and quality of the organization. SQMS department
plays an important role in quality of the organization. Every department should be clean;
things should be placed at the designated places. The main purpose of this department is to
look after the safety of the organization. SQMS department delivers proper classes and
lectures to the head of other departments so that they can also work accordingly. SQMS has
to examine if other departments are working on the rules and regulations set by PCAA to
maintain the safety and quality of the organization. I found SQMS to be the well-maintained
department other than other departments.

ATC (Air Traffic Control)


As our internship at ALLAMA IQBAL international Airport Lahore so initially I would
provide u with the information of runway, apron, area control center, ATC tower and
knowledge about the airside operations. There are 2 controllers at ATC tower. One handles
the ground operations and other handles the air operations. All arrival or departure of planes
is controlled by air controller. As per the same procedure for the departing aircraft

Cargo
CAA has its own department on every airport. The purpose of this department is to
providing the services of cargo, courier and mail services Pakistan to other countries. I saw
the goods loaded in a container in a safely. Its responsibility of cargo department to send the
goods safely.Air Cargo department was very sensitive department because a little negligence
may lead to a big disaster. In this department we were told how to manage different cargo
including food, cloth and fruits. We also read some Airways bills too

Commercial:

The commercial department collects all revenue from all departments and which under work
in the department. The commercial department gave the shop for renting our space for
operating the aircraft and also charges them money to provide services. Commercial
department has to follow the rules and regulations set by PCAA and charge according to
them and they also examine if the airline or other private companies are following their rules
and regulation or not.

Chapter 4: The Internship Project
4.1 PROJECT TITLE
Assessment of Packaging, Handling, Loading and Off-loading, Dangerous goods of
Cargo.
4.2 PROJECT DESCRIPTION
The dangerous goods are placed in the specific areas allotted within the totally different
sheds of Cargo. Dangerous goods aren’t loaded on passenger flights. Air-freight services are
used for mercantilism and commercialism of products through cargo. The cargo has nominal

My internship experience in Pakistan Civil Aviation Authority was highly valuable and was

my professional career. I learnt a lot of things and Airport functions related Airport
Operations. After my Internship I am able to help in recruitment of HR employees and deal
with Cargo export and import process solo with effectiveness. During my internship I
performed a lot of tasks but the task of highly achievement for me was Flight Planning
which I have done with the collaboration of Air Traffic Controller (ATC). This achievement
will make me more professional and highly motivated tasks achiever. During this Internship
there are also other students from different universities and our interaction was much
respectable and motivated about task completion.
5.1.1 Major Responsibilities Undertaken During Internship
ATC

Major responsibilities given to me by the department of ATC is preparing a Flight Plan,


NOTAMs and study about call signs.
SQMS

In SQMS, the responsibilities given to me by the team members of that department is to


search a find hazards in the terminal building of an airport.

Commercial

With a team of ANF, we’re going to check the pallets of mangoes which are going towards
the UK by the shipper from Multan. Also, we are checking the quality of food in the shops
who are at the Airport Terminals.
Human Resource

Human resource department is the backbone of every company, the task given to me is this
department is to find and search the employees of CAA who is on leave for one month and
granting loans for a specific time period to CAA employees. Another task given to me by
the Sir Rao Hussnain (HR Professional) is to make a plan for hiring new staff members.

Cargo

Secure supply chain works in cargo. Acceptance, documentation & custom clearance done
through an agent. Sorting done to move the cargo from restricted area to sterilized area. Then the
perishable or non-perishable (general (cargo)) is transported to and fro by airplane.

5.1.2 Skills and Qualifications Acquired from Internship


A lot of skills and qualifications acquired from the internship of Civil Aviation Authority of
Pakistan. Few of them are as follows:

5.1.3 Impact of Internship on Future Career

 Civil Aviation Authority of Pakistan is focusing of development and recreation of its
vision to be and become best service provider in the Aviation Industry.
 PCAA doing its best to meet the speed of CAA (Civil Aviation Activities) are taking
place worldwide.
 PCAA provides service to the airliners.
 Airworthiness and ATC department plays important role in operating an aircraft’s,
other departments to take part equally.
 Pre-Flight is the major section in ATC, which is getting the flight plans of an aircraft.
Human Resource department of CAA is very helpful and beneficial for their
employees. The employees of the PCAA are also loyal to their tasks and work.
 SQMS is also checking the safety and standards of the product that they are offered
by the airliners to the customers and also, they are checking its own compatibility of
safety towards airliners.
