1.0      GENERAL
         The scope/specification covers the minimum specified requirement for various
         activities to be carried out by the bidder towards Annual Maintenance Contract for
         Canopy replacement / repair of DRS and MRS for City Gas Distribution Assets.
         The Scope of the Annual Maintenance Contract for Canopy Replacement includes
         but not limited to the following:
       Carrying out periodic canopy replacement / repair of DRS and MRS of AGL as per
         schedule defined in this document or as directed by AGL Engineer-In-Charge (EIC).
       All tools, brushes, rollers. Spray guns, blast materials, hand power tools for cleaning
         and all equipments, scaffolding materials, shot & grit blasting equipments if required,
         air compressors etc. required to be used shall be suitable for the work and all in good
         order and condition and shall be arranged by the Contractor at site and in sufficient
         quantity.
       Replacement / repair of DRS & MRS canopy with durable, corrosion resistant and non-
         inflammable materials and should have adequate strength so that it should not get
         damaged / deformed during handling, transportation and installation preferably of
         steel of minimum 16 gauge thickness.
       Supply of steel of minimum 16 gauge / 2 mm thickness, cutting, painting and welding,
         supply of welding consumables, welding machine and other accessories required for
         site installation is in the Contractor’s scope.
2.0      DETAILED SCOPE/ACTIVITY
2.1      Obtain Permit to Work with JSA from AGL EIC and carry out toolbox talk with crews
         before start of work and submit record.
2.2      The crew shall work with appropriate PPE as per JSA and site conditions. All required
         PPE shall be supplied by the Contractor.
2.3      Proper barricading shall be done before commencing any canopy replacement /
         repair activities. The area where lifting equipments are used shall be properly
         barricaded.
2.4      Before start of any activities carry out gas leak test detection using GMI make gas
         detector and ensure no any gas presence.
2.5      The canopy of DRS, MRS & SR shall be possibly prefabricated with accurate
         measurements from site installations, shall be properly painted as per AGL painting
         specifications and transported to site.

2.6    The canopy steel structures to be designed considering roof live load of 50 kg per
       Sq.meter in addition to the dead weight of the steel and roof sheeting + false ceiling
       weight. The design should be safe against bending, twisting, deflection, overturning
       etc. as per IS: 800.
2.7    Only branded steel like TISCO, SAIL, ESSAR, Lloyds, JINDAL Steel, VIZAG Steel,
       BHUSHAN Steel to be used. The manufacturer certificate of the same should be
       provided.
2.8    The cabinet shall be suitable for outdoor installation. Top shall be slanted to avoid
       water inrush during rain. One side (front side) of cabinet shall be lockable from
       outside, whereas the other sides (rear, top, side etc.) of cabinet shall be lockable from
       inside the cabinet.
2.9    The material of cabinet/ canopy shall be MS sheet with minimum 2 mm thickness (16
       gauge). MS Checker plate of appropriate strength (as per load calculation) shall be
       provided at base of cabinet (inside cabinet bottom).
2.10   Louvers shall be provided for ventilation inside cabinet. Cabinet colour shall be
       cement grey or any other suitable colour.
2.11   Adequate cut-out should be provided at appropriate location on the cabinet such
       that the readings of the counter of the Meter, flow computer-reading as well as the
       reading of the Pressure Gauge are easily visible from outside.
2.12   Suitable cut-out shall also be provided for vent and drain connection. Regulator vents
       should protrude through the cabinet wall and terminate with flame arrestors. The
       constructional details of the flame arrestor are also to be provided.
2.13   Lever handle of outlet valves should protrude through the cabinet wall.
2.14   Adequate ventilation shall be provided in cabinet to avoid excessive heating,
       accumulation of gas inside cabinet etc. For this purpose louvers shall be provided as
       required. The cabinet should have free ventilation of at least 10% of the surface area.
2.15   The name plate should be fixed on the front door of the cabinet in the mid position
       and the font size should be of minimum 1.5 cm in height so that it facilitates easily
       reading of the details of DRS provided on the cabinet.
2.16   Suitable mounting arrangement/ anchoring shall be provided in skid base frame. The
       cabinet shall be suitable for outdoor installation.
2.17   A nameplate should be fixed on the Cabinet, which will give the following

2.18   The prefabricated canopy shall be cleaned and after the surface is thoroughly
       cleaned, the Painting process shall include application of 1 coat of zinc rich primer
       (of minimum 35 microns DFT) followed by 2 coats of Epoxy paint (each coat of 50
       microns DFT) to achieve total painting thickness of 120 to 135 DFT.
2.19   Each coat shall be in proper state of cure before the application of succeeding coat.
2.20   The paint color shades shall be as per AGL painting specifications.
2.21   Finishing is last coat applied on surface which is generally applied in smooth, uniform
       manner, so skilled painter is required for achieving better results.
2.22   Any paint found to be incorrectly applied shall be removed and repainted to the
       appropriate painting/coating requirement at no extra cost to AGL.
2.23   All Identification Labels/Markings, Logo and signage markings such as Emergency
       contact number etc. on CNG compressor canopy, Cascade frame & canopy, Dispenser
       frame, DRS/MRS/SR canopy etc. shall be repainted as per AGL design and color codes.
2.24   Factory painted/coated items shall not be repainted unless paint is damaged. AGL
       EIC shall be consulted before taking up repair of such paint surfaces to ensure
       compatibility with the originally paint.
2.25   All paint coatings shall be applied by airless spray excepting at locations where hand
       brush is a must.
2.26   All unwanted material/debris, used brushes, rags etc removed during the painting
       process shall be disposed at Municipal designated location.
2.27   Submit Paint report to AGL EIC in AGL approved format within 2 days of completion
       of works.
2.28   The Painting work shall be done during Industry working hours only.
2.29   The Contractor shall depute one Supervisor for supervision of the painting works and
       also to interface with AGL EIC.
2.30   Paints & Primer shall be of Berger/Nerolac/Asian/Nippon OR equivalent make as
       approved by AGL. Prior approval of AGL EIC shall be taken before purchase of paint
       & primer.
2.31   The Contractor shall confirm to AGL about their availability to carry out Painting
       works as per the schedule finalized along with AGL EIC. AGL will depute its person in
       case they wish to witness the work.

2.32   Contractor’s personnel shall inform the exact time needed for carrying out the
       Painting work to AGL EIC. The Contractor shall get familiarized of the work to be
       executed and obtain all necessary permit/approval/clearance/ authorization to carry
       out the work, from AGL EIC before starting work at site.
2.33   All Painting works shall be performed in consultation with AGL EIC for avoiding any
       disturbance in forecourt activity.
3.0    CONTRACTOR’S RESPONSIBILITIES:
3.1    The Contractor is required to carry out all services as mentioned in the Scope of Work
       and Schedule of Rates on all the 365 days including Sundays and holidays as per the
       schedule. Contractor shall be responsible to provide effective and efficient services
       on round the clock basis and ensure that there is no disruption in the services for
       want of any resources.
3.2    Contractor shall be responsible for the discipline and good behavior of all his
       personnel deployed in the services and should any complaint be received against any
       of his employee, he shall arrange to replace such person(s) within 24 hours of notice
       issued by AGL EIC at his own cost. The decision of the AGL EIC in this matter shall be
       final and binding on the Contractor.
3.3    In case of proven incompetence or gross negligence, AGL shall require the
       replacement of the personnel deployed for AGL’s assignment. These personnel shall
       be replaced with a competent person by the Contractor immediately after taking
       approval from AGL. AGL also has the right to ask for replacement of Contractor’s
       personnel without assigning any reason.
3.4    Contractor shall ensure the guarantees/warrantees of the materials provided.
3.5    It will be the responsibility of the Contractor to pay as per the minimum wages of the
       appropriate government applicable under the Minimum Wages Act 1948 to its
       employees.
3.6    The work force deployed by the Contractor for Painting services shall be of sound
       relevant technical professional expertise, which is also essential from the safety
       point of view of the personnel as well as for the installation.
3.7    Contractor has to ensure the safety of man and machine at all time. Damages of
       equipment due to negligence will be recovered as per the decision of AGL EIC, which
       will be final.
3.8    Contractor shall strictly adhere to all the safety rules and regulations prevailing and
       applicable from time to time at the installations as directed by AGL.

3.9    Contractor shall make his own arrangements to provide all facilities like traveling,
       lodging, accommodation/boarding, transportation, office expenses, courier charge,
       packing & forwarding charge etc.
3.10   All personnel of Contractor entering the work premises shall be properly and neatly
       dressed and shall wear uniform, badges and personnel protection equipment like
       safety helmets, ear plugs, safety shoes, hand glows, safety goggles etc. while working
       on premises of AGL including work sites.
3.11   Contractor shall arrange for the gate pass & supply/renewal of identity cards to his
       workforce. Contractor's personnel shall be required to carry their respective Identity
       Cards while on duty and produce on demand. The Contractor shall issue from time to
       time a list of the Personnel with names and their brief work profile.
3.12   Contractor shall maintain proper record of his working employee’s attendance and
       payment made to them.
3.13   Contractor shall ensure proper housekeeping after completion of work.
3.14   Contractor shall carry out work with safe operating practices and handover the
       equipments after painting works in good operating condition.
3.15   Contractor shall submit work schedule before execution of works & shall take
       necessary work permit from respective city office of AGL.
3.16   In case of hazard like fire, leakage etc. due to gross negligence of the Contractor
       personnel, AGL reserves the right to impose penalty up to actual damage cost and or
       termination of work order depending upon the gravity of the situation.
3.17   Communication to AGL as per contingency plan in case of accident during execution
       of the job.
3.18   Hot work shall be carried out only after permission of AGL EIC and subject to shut
       down of station.
4.0    AGL’S SCOPE:
4.1    AGL shall provide site clearance/approval/work permit for carrying out the job as per
       the prevailing HSE guidelines.
4.2    AGL or its representative shall inspect the entire job. AGL shall provide safety
       guidance & assistance as and when required.
4.3    AGL along with Contractor has to identify risk associated with the job and its control
       measure.

4.4   AGL shall approve the Annual Plan/Schedule for the year before start of the contract.
5.0   DOCUMENT & REPORTING
      Following documents to be provided by the Contractor:
5.1   Fabrication drawings for AGL approval.
5.2   Structural welding reports.
5.3   Painting reports as per AGL format.
5.4   PF & ESIC documents of all personnel
6.0   HEALTH, SAFETY & ENVIRONMENT
6.1   The Contractor shall send their personnel for safety training (which will be given by
      AGL HSE department) prior to engaging in the work. AGL will issue a Safety Technical
      & Operational Competence (STOC) Certificate to individual after successful training.
      No one shall undertake work without a valid STOC certificate. AGL will arrange such
      trainings as per the request from the Contractor.
6.2   Work Permit: Contractor shall be issued the necessary work permits or extension of
      work permit while working at site. Contractor shall ensure adherence to HSE norms
      as directed by AGL from time to time.
6.3   Personnel Protective Equipment: Contractor shall ensure usage of all suitable
      Personal Protective Equipment for all the personnel during performing the entire job.
6.4   Environment: Contractor shall ensure all prevailing norms for preserving the
      environmental aspects including safe disposal of paints, thinner, primer, rags/cotton
      waste & other chemicals. Also, Contractor shall ensure the cleaning the site every
      day after completion of job.
6.5   Security: Contractor shall ensure that the existing installations are not damaged
      during the job, including security aspects at site for assets, material, personnel,
      information, etc.
7.0   RIGHT TO GET SERVICES CARRIED OUT THROUGH OTHER AGENCIES:
      Nothing contained herein shall restrict AGL from accepting similar service room other
      agencies at its discretion and at the risk and cost of the Contractor, if the Contractor
      fails to provide the said services during any time of the contract duration.

8.0    SUB-LETTING OF CONTRACT:
       No part of Contract/Work shall, in any manner of degree be transferred, assigned or
       submitted by the Bidder directly or indirectly to any person, firm or corporation
       whosoever, without prior written approval from AGL.
9.0    PENALTY:
a)     The Contractor shall provide full Personal Protective Equipment (PPE) to each
       individual employee including, Safety helmet, eye protection, Nose cap, ear plug, and
       safety shoes. In case, the Contractor does not provide PPE, the same will be arranged
       by AGL at the risk and cost of the Contractor. It is mandatory for all personnel to wear
       said PPE whilst performing their duties, failing which a penalty @ Rs. 500/- per
       incidence will be levied in addition to dismissal of the person.
b)     Rs.500/- against re-occurrence of repeat complaint due to poor workmanship or
       partial work.
10.0   COMPLIANCE WITH LAW:
10.1   The Contractor deploying 20 (twenty) or more workmen as contract labour shall have
       to obtain license from appropriate licensing authority, if required.
10.2   The Contractor (which shall include the Contracting firm/company) shall be solely
       liable to obtain and to abide by all necessary licenses from the concerned authorities
       as provided under the various labour laws legislation’s including labour license from
       the competent authority under the Contract Labour (“Regulation & Abolition”) Act
       1970 and Acts made thereafter.
10.3   The Contractor shall be responsible for necessary contributions towards PF, Family
       Pension, ESIC or any other statutory payments to Government Agencies as applicable
       under the laws in respect of the contract and personnel deployed by the Contractor
       for rendering services to AGL and shall deposit the required amount with the
       concerned statutory authorities on or before due dates. The Contractor shall obtain
       a separate PF number from the concerned Regional Provident Fund Commissioner
       and submit necessary proof of having deposited the employees as well as the
       employer’s contributions to the Provident Fund.
10.4   The Contractor shall not engage/deploy any person of less than 18 years under this
       contract and the persons to be deployed should be physically and mentally fit.
10.5   The installations where job is to be carried out are live and have hydrocarbon
       environment. Contractor shall comply with all safety and security rules and
       regulations and other rules laid down by AGL for its operation. It shall be the
       duty/responsibility of the contractor to ensure the compliance of fire, safety, security
       and other operational rules and regulations by these personnel. Disregard to these

       rules by the contractor personnel will lead to the termination of the contract in all
       respects and shall face penalty/legal consequences.
10.6   The Contractor shall arrange for insurance of all his workers engaged on the job as
       per the relevant Acts, rules and regulations etc. In case by virtue of provisions of
       worker’s compensation Act, 1923 or any other law in force, AGL has to pay
       compensation for a workman employed by the contractor due to any cause
       whatsoever the amount so paid shall be recovered from the dues payable to the
       contractor.
11.0   INDEMNITY AGREEMENT:
11.1   The Contractor shall exclusively be liable for non-compliance for the provision of any
       act, laws rules and regulations having bearing over engagement of works directly or
       indirectly for execution of work and the contractor hereby undertake to indemnify
       the company against all action, suits, proceedings, claims, damages demands, losses,
       etc. which may arise under minimum wages act, payment of wages act, workman
       compensation act, personnel injury (Compensation insurance) act ESI Act, Fatal
       Accident Act. Industrial Dispute Act, Shops and Establishment Act, Employees
       Provident Fund Act, Family Pension and deposit Linked Insurance Scheme or any
       other act or statutes not herein specifically mentioned but having direct or indirect
       application for the persons engaged under this contract.
12.0   TERMINATION OF CONTRACT:
       Any reason for unsatisfactory performance will be subject of mutual discussion and
       if appropriate, the Contractor will bring improvement in its performance within
       maximum 15 days, failing which the contract will be terminated by giving a notice
       period of one month.
