Arrests Vs. Use of Force


• 98.9% of all police arrests involved no resistance and required no police use of force beyond
officer presence and verbal communication.
o 1.1% of all arrests were unlawfully resisted resulting in police needing to use lawful
force to effect the arrest. A total of 8 individuals resisted arrest which resulted in police
using lawful/in policy force.
• 0.02 % of all public contacts involved the use of force.

Use of Force Policy


• All DPD use of force incidents where officers use force must be reported by policy on a
Response to Resistance Report (RTR). By policy, every RTR report is reviewed and must
be approved by the officer’s immediate supervisor, the Training Division (FDLE certified
use of force instructors), the Internal Affairs Division, and ultimately the Chief of Police.

Officers Assaulted in the Line of Duty


• 13 DeLand Police Officers were assaulted in the line of duty in 2022. This represents 1.1% of all
arrests an officer was assaulted.

Deadly Force Incidents/Police-Involved Shootings:


• The DeLand Police Department had no uses of deadly force or police-involved shootings
in 2022.
• From DeLand Police Department Policy and Florida State Statute and Case Law:
o The use of “deadly force” is authorized when there is a belief that such force is
necessary to:
▪ Prevent imminent death or great bodily harm to an officer or another
human being.
▪ Apprehend the perpetrator of a felony which involves the use of, or
threatened use of, deadly force, and the individual who is sought poses an
immediate threat to the life and/or safety of the officer or another human
being, and, when feasible, a warning is given.

2022 Crime Comparison to 2021 (Data from Uniform Crime Report):

• Violent crimes were down from 188 in 2021 to 153 in 2022 (-35). This represents a 19%
decrease in violent crime reported in 2022 compared to 2021.
• Non-violent crimes were down from 870 in 2021 to 719 in 2022 (-151). This represents a
17% decrease in non-violent criminal offenses reported in 2022 compared to 2021.
• Overall crime was down 18% from 1058 total offenses in 2021 to 872 total reported
offenses in 2022.
