1. REFERENCE:
a. This procedure has been established to meet the requirements for qualification and
certification of design personnel in accordance with Mandatory Appendix 47 of ASME
Section VIII Division 1 Edition 2021 which shall be reviewed with latest editions, code
case and related interpretation to update and incorporate applicable changes.
b. Engineering Manager Shall be responsible for preparation, approval and revision of this
procedure. He/Shall also be responsible to maintain qualification and certification records
of personnel designated and make them available to AI for his verification. All records
shall be retained as required by ASME code.

c. Personnel certified and designated as Certifying Engineer or Engineer or Designer as per
Section VIII Div 2 Annexure 2-J (Procedure _____) shall be considered to have met the
respective requirements of this procedure
2. SCOPE:
a. Company is responsible for qualification and certification of one or more persons within
the company working as direct employee or an appointed outside individual designated
as responsible Charge. The designated responsible charge is/are responsible for all
Engineering work performed by him or exercise control of design work performed by
others for all the ASME Sec VIII Div 1 design activities described in ASME Quality Control
Manual Document No………………………………………….:
b. Requirements for this procedure shall also apply to Designers, Engineers and Certifying
Engineers that are engaged by the company by contract or agreement for their services
to perform design activities required for ASME Sec VIII Div 1 items.
c. The qualifications and experience required of the person in responsible charge of design
activities will depend on the design complexity of the pressure vessel and the nature of
the individual’s experience.
3. DEFINITIONS:
3.1RESPONSIBLE CHARGE: A designer, engineer or Certifying Engineer, designated by
the company to perform design work or exercise control of design work performed
by others including subcontractors. Responsible Charge means the direct control and
personal supervision of engineering work. Responsible Charge is actively engaged in
the engineering process, from conception to completion. Engineering decisions must
be personally made by the Responsible Charge over which the he/she provides
supervisory direction and control authority. Reviewing drawings or documents after
preparation without involvement in the design and development process does not
satisfy the definition of Responsible Charge.
3.2CERTIFYING ENGINEER: An engineer or other technically competent professional
duly accredited and qualified to practice engineering activities as required by ASME
Codes or Jurisdiction.
3.3DESIGNER OR ENGINEER: An individual who is qualified to design pressure vessels
in accordance with the rules of Code by demonstrated knowledge in Code requirements
and proficiency in selecting correct design formulas and appropriate values to be used
when preparing the design of a pressure vessel.
3.4DESIGN COMPLEXITY: The complexity of the work includes factors such as design
simplicity versus complexity, the types of materials and welding procedures used, the
thickness of materials, the types of non-destructive examinations applied, and whether
heat treatments are applied.

4. BASIC QUALIFICATION REQUIREMENTS:
One or more Person can be designated as Responsible Charge.
Responsible Charge shall meet one of the following basic qualification requirements
applicable for Certifying Engineer or Engineer or Designer depending on the design
complexities involved including minimum required years and nature of Past Experience:
4.1 Certifying Engineer:
4.1.1 The Certifying Engineer shall be Chartered, Registered or Licensed in accordance with one or
more of the following:
a. A Registered Professional Engineer in at least one state of the United States or province
of Canada.
b. With the International Register of Professional Engineers by an authorized member of
the International Professional Engineers Agreement (IPEA).
c. With an authorized member of the Asia Pacific Economic Cooperation (APEC)
d. With an authorized member of the European Federation of National Engineering
Associations (FEANI).
4.1.2 Certifying Engineer shall have four (4) or more years of experience in the design of pressure
vessels:
4.2Engineer:
a. The Engineer shall have a degree from an accredited university or college in
engineering, science or technology (bachelor’s degree) requiring an equivalent of four
years of full time study of higher education
b. Engineer shall have four (4) or more years of experience in the design of pressure
vessels.
4.3Designer:
The Designer shall meet either of the following
a. The Designer shall have completed an accredited engineering technician or associate’s
degree, requiring the equivalent of at least 2 years of study (Engineering Diploma), plus
have a minimum of six (6) or more years of experience in the design of pressure vessels.

b. The Designer shall have a minimum of ten (10) or more years of experience in the
design of pressure vessels
4.4Alternative Qualifications:
As an alternative to requirements specified in 4.2 and 4.3 above, and where design complexities are
not involved, (Title) may accept the following for qualifying and designating an Engineer or Designer
as Responsible Charge:

• a reduced experience of up to 03 years for Engineers having a degree from an accredited
university or college in engineering, science or technology (bachelor’s degree) requiring an
equivalent of four years of full time study of higher education,
• and a reduced experience of up to 07 years for Designers who have completed an accredited
engineering technician or associate’s degree, requiring the equivalent of at least 2 years of
study (Engineering Diploma)
Before accepting reduced level of experience, (Title) shall consider candidates basic mathematical
capability, technical capability (breadth and depth) in manufacturing, design, engineering science,
engineering tools and quality control/quality assurance areas, communication skills, knowledge of
legal aspects of engineering and continuing professional development. See Exhibit-1.
5 QUALIFICATION REQUIREMENTS FOR DESIGN ACTIVITY:
5.1 In addition to basic qualification requirement listed Certifying Engineer, Engineer and Designer
shall be qualified to meet the following minimum requirements:
a. Shall have knowledge of the design requirements of ASME Section VIII Div 1 for applicable
Certification designator;
b. Shall have knowledge of the Company’s ASME Quality Manual;
c. Shall have training commensurate with the scope, complexity, criticality or special nature of
the design activities to which oversight is to be provided.
5.2 Maintain a documented record containing objective evidence of experience and training obtained
5.3 Shall be permitted to engage in any design activity required by Section VIII Div 1 or any
supplemental Design Requirements provided on User Design Requirement Forms or equivalent
document / data sheet.
6 ADITIONAL QUALIFICATION REQUIREMENTS FOR DESIGN ACTIVITY
6.1 The design activities listed in Table 5-1 below shall require additional qualifications:

6.2 Certifying Engineer:
May engage in or be in responsible charge of any of the Design Activities listed in Table 5-1
6.3 Engineers and designers:
Who are engaged in or are in responsible charge of any of the design activities listed in Table 5-
1 shall have evidence of additional qualifications as follows:
6.3.1 Numerical Analysis
a. two or more years of experience of performing design analysis
b. have received instruction in the use and understanding of any numerical analysis
computer program(s) from one of the following:
i the developer of the computer program (e.g. the software vendor), or
ii A training course acceptable to or licensed by the developer,
iii A Certifying Engineer with requisite knowledge of the computer program and
qualifications to train others on its use
6.3.2 Fatigue Assessments
a. two (2) or more years of experience performing fatigue assessments
b. the engineer or designer individual is working under the responsible charge of a Certifying
Engineer (Responsible Charge shall be qualified as Certifying Engineer for Fatigue
Assessments)
6.3.3 Other Design Activities
a. Two (2) or more years of experience performing seismic reactions,
b. designing quick-actuating closures or engaged in U-2(g) design activities
7 PROCEDURE:
7.1 General Manager shall designate and certify a suitable employee or appoint an outside
individual on part time basis as Responsible Charge. Certificate of Competence shall be
documented on Exhibit-2
7.2 Engineering Manager who has been designated as responsible Charges shall certify
Designer or Engineer or Certifying Engineer after verification and documenting qualification
requirements on Exhibit -. Certificate of Competence shall be documented on Exhibit-2
7.3 Records of training, experience and verification of skills and body of knowledge are
documented on Exhibit -1
7.4 Qualification of Responsible Charge or Certifying Engineer or Engineer or Designer shall remain
valid until termination of Personnel from the services or Termination of Contract for contract
employees.
7.5 Certification of Responsible Charge, Certifying Engineer or Engineer or Designer shall expire
for all Code activities when no single design activity has occurred within a continuous period
of Thirty Six (36) months from the Date of Certification.
7.6 Engineering Manager shall periodically verify and maintain Record of continuity in design
activities as per Exhibit-3

8 RECERTIFICATION:
Qualification that has expired after due to nonperformance of design activities within
consecutive Thirty (36) months shall require recertification by following methods:
8.1 Responsible Charge: Shall meet recertification requirement of Engineer, Designer or
Certifying Engineer as applicable which was used during initial qualification.
8.2 Engineer or Designer: Sample design Calculation for at least 03 Pressure parts components.
8.3 Certifying Engineer: Completion of eight (8) or more professional development hours (PDH’s)
consisting of one or more of the following:
a. Have presented or attended an appropriate course or training program or seminar
covering the design topics.
b. Attended a technical society meeting related to the design topic.
9 RECORDS
9.1 Following records shall be maintained by Engineering Manager for all design personnel
designated by thru this procedure:
a. Certificate of Competence – Exhibit-2
b. For Certifying Engineer; Copy of his Chartered, Registered or Licensed professional
qualification
c. Qualification records with Certified copy of Documented experience, Records of
Educational Qualification and Technical Training including Training record for
company’s quality manual and procedures Exhibit -1
