AN ORDINANCE WITHDRAWING FORM PUBLIC USE ____________________
STREET LOCATED BETWEEN ____________________ AND ___________________
STREETS IN THE 1ST DISTRICT OF MANILA AND CONVERTING AS A
TEMPORARY MARKET AREA FOR THE REGISTERED STALLHOLDERS AND
ACTUAL OCCUPANTS OF PRITIL PUBLIC MARKET, UNDER CERTAIN TERMS
AND CONDITIONS.
Be it ordained by the City Council of Manila, THAT:
SECTION 1. DECLARATION OF POLICY. – It is hereby declared the policy of the
City of Manila to recognized the need to temporary allow the vending of goods on the street as a
means to continue the selling/vending of their goods/merchandise as an alternative solution to
the improvement and construction of a new building for the affected registered stallholders and
actual occupants of Pritil Public Market.
SECTION 2. PURPOSE AND INTENT. – It is the primary purpose of the Ordinance to
render due consideration and legitimacy to the Registered Stallholders of Pritil Public Market, to
which street shall be closed temporarily for twelve (12) months on upon the proper turn-over of
the new building. It is the intention of this Ordinance to continue with the operation and not
disrupt the continued vending/selling of products /wares by the affected stallholders and actual
occupants.
SECTION 3. CONCVERSION. - ______________ Street between ________________
and ________________ Streets is hereby temporarily withdrawn from public use and converted
as market area for the stallholders of Pritil Public Market for Twelve (12) months and until the
proper turn-over of the newly built Pritil Public Market.
SECTION 4. TERMS AND COINDITIONS. – Stallholders, Actual Occupants are
hereby allowed to vend their wares along the subject area under the following terms and
conditions:
a. That only those Registered Stallholders and Actual Occupants listed in the Official
Census of the Market Administration Office shall be allowed vending privilege;
b. That all registered stallholders and actual occupants shall be Filipino Citizens, a
registered Voter and residents of the City of Manila;
c. That the Stallholders and Actual Occupants shall ensure the sanitation, cleanliness and
orderliness of his/her vending area/stalls, street or floor bordering his/her vending area or
in any other place not meant for the purpose.
SECTION 5. SUPERVISION AND ADMINISTRATION. – The Office of the Mayor,
thru the Market Administration Office, shall supervise and administer vending activities as
allowed herein: PROVIDING, However, That for the effective and efficient enforcement of
regulation provided for herein, the Stallholders Association thereat is hereby authorized to assist
in policing their ranks under the direct supervision of the Market Supervisor thereat for the
purpose; PROVIDED FURTHER, That inspection of Business Permits and Licenses shall be the
exclusive be exercised by the Inspection and Investigation Section of the Market Administration
Office.

SECTION 6. RULES AND GUIDELINES. – The Market Administration Office may
formulate additional rules and guidelines not inconsistent with the Market Code and other laws
or ordinances and which are necessary to effectively carry out the provisions of this Ordinance.
SECTION 7. EFFECTIVITY CLAUSE. – This Ordinance shall take effect upon its
approval and publication.
Enacted by the City Council of Manila at its regular session today, ________________,
2021.
