1. Document purpose
This user manual is intended to provide the reader with an overview of the VEU Registry and how
to use it. There are three discrete user groups and each user group has different levels of access
to the system functionality. This user manual describes all user-functions of the system; however,
individual users may only have access to a reduced subset of these as determined by their security
roles.
2. VEU Registry overview
2.1. Overview of main areas
The VEU Registry comprises three distinct areas. These areas are aligned to the three main
classes of users: the public, VEU account holders, and commission staff members.

2.2. Browsing site content
The public area comprises many content pages that can be accessed from the Site menu, Header
Links and Footer Links.
Any user can freely navigate to any of the content pages in the public area by clicking items in the
Header Menu, Footer Menu or Site menu.
2.3. Searching and viewing public information
2.3.1. Register of VEECs
Any user can search the Register of Victorian energy efficiency certificates (VEECs) to display
information about certificates created under the VEU program.
The steps for searching and viewing the Register of VEECs:
1. click VEECs under Register in the site menu to display the Search Register of
VEECs screen
2. enter search criteria in one or more of the drop down menus or criteria fields
3. click the Search button to display results of the search (see Figure 2)
4. get a listing of individual certificates, click on any one of the quantity figures in rows
displayed in the VEEC Certificates Listing screen (Figure 3)
5. sort through the list by clicking on the column headings, or page through the list by
clicking on the pages at the bottom of the screen
6. view the details of an individual certificate, click on any VEEC ID to display the details
of the certificate in the VEEC Details screen (Figure 4).
VEEC search results are also exportable in various formats, i.e. in PDF, XLS, RTF or CSV. To
export the results, click on the relevant export type either in the Results Displayed screen (Figure
2) or VEEC Certificates Listing screen (Figure 3).

2.3.2. Register of Activities
Any user can search the register to determine the number of registered activities which have taken
place under the VEU program. The register is searchable by activity date (the date on which an
installation took place), type of activity (by Schedule as listed in the Regulations), and by postcode.
Please note that the results show only activities which have been registered by the commission.
The same search performed on different days may yield different results due to the lag involved
between the date of the activity and its ultimate registration. Note also that activities may not
appear in the register immediately after they have been registered as this searchable register is
updated just once per day (overnight).

2.3.3. Register of Products
Any user can view the list of products maintained by the commission in the Register of Products.
To claim VEECs for the installation of products, the product installed must be listed in the Register
of Products with the status of ‘approved’ on the date the installation took place.
The steps for viewing this register are:
1. click Products under Registers in the site menu to display the Register of Products
page (Figure 6)
2. select a VEU activity from the drop down menu and click Search.
A table of approved products, and their Effective From date will open. This register of products
can be exported in a variety of formats by using the multiple Export buttons below the table.
If the ‘All’ radio button is selected and the Search button clicked this will display all products for the
VEU activity including:
approved products that have subsequently been removed from the Register of Products. The
Effective To date is the date these products were removed from the Register of Products
products that have yet to be approved to be used in the VEU program. These will have a status
of ‘Pending Assessment’ and no Effective From or Effective To dates.

2.3.4. Register of Accredited Persons
Any user can view the Register of Accredited Persons which lists all persons, both individuals and
companies, which have been accredited to create VEECs in the VEU program. Where accredited
persons (APs) have nominated to make business information available, this information is also
reported in the register.
The steps for searching and viewing the register are:

1. click Register – Accredited persons in the site menu to display the Register of
Accredited Persons page (Figure 7)
2. select from drop down list from the various search criteria fields on the page. Use one
or more criteria fields to return your required search result
3. click the ‘Search’ button to display search results (Figure 8)
4. click on any of the business names hyperlinks to view their business information.

2.3.5. Register of Approved Project Plans (PBA projects)
Any user can view the Register of Approved Project Plans which lists all PBA project plans that
have been approved under the VEU program. The register lists the account responsible for the

project, the project name, postcode, the PBA method being utilised and the current status of the
project.
2.3.6. Register of PBA M&V professionals
Any user can view the Register of Approved M&V Professionals. These are people who have been
approved to provide project impact report validation services to PBA projects. The register provides
their names, contact details and an indication of their areas of particular expertise.
2.3.7. Register of Scheduled Activity Premises
The Register of Scheduled Activity Premises lists the premises of large energy that were
previously not entitled to participate in the VEU program. The register shows the current status of
these premises and, if they have chosen to participate in the VEU program, the date this
notification was made. If VEECs have been registered on their behalf, this date is also recorded
along with the date from which their energy usage will be counted towards the annual VEU target.
2.3.8. VEEC Calculator
Any user can find out the number of VEECs eligible to be created in respect of a prescribed activity
by using the calculator tool. The steps for using the VEEC calculator are:
1. click Calculators in the site menu to display the VEEC Calculator page
2. enter the date of the activity in the Activity Date field
3. select the sector for the activity (i.e. either residential or business)
4. select the relevant activity type for the Activity field (see Figure 9 for example
calculator)
5. enter information for the fields displayed. The information fields will vary depending
upon the activity selected. Mandatory fields are marked with an asterisk*
6. click the Calculate button to display the number of eligible VEECs for the activity.
