O R D E R:
In the reference first read above, orders have been issued for
implementation of All India Council for Technical Education Scales of Pay, 1996 to
the Teachers, Physical Directors and Librarians working in Government
Polytechnics in the State.
2. In the reference second read above, orders have been issued for
implementation of AICTE Scales of Pay, 2006 to the Teachers, Library and Physical
Education Personnel working in Government Polytechnics w.e.f 01-01-2006, that
the said scales are applicable to all the staff drawing AICTE Scales of Pay, 1996 as
on 01-01-2006 and also to those who retired or died on or after 01-01-2006.
3. In the reference third read above, the AICTE, New Delhi have issued
notification on AICTE Pay Scales, Service Conditions, Qualifications for the
Teachers and other academic staff in Technical Institutions (Diploma) Regulations,
2010 regarding pension stated that for teachers and other cadres in AICTE
approved Institutions in receipt of pension, the Central Government Rules for
Pension and Gratuity as applicable to Central Government employees shall be
applicable.
4. In the reference sixth read above, the CTE has stated that as per G.O.2nd
read above, the A.P.Revised AICTE Scales Pay, 2006 are applicable to those
Government Polytechnic teachers/ Librarians/ Physical Directors, who have been
already retired from Government service either voluntarily or on attaining the age of
superannuation or died while in service on or after 1-1-2006 and are drawing AICTE
Scales of Pay, 1996. It was ordered that the State rules shall apply in respect of
pension/gratuity and other retirement related benefits for those drawing AICTE
Scales on par with State Government employees from time to time.
5. The CTE, Hyderabad has stated that it is a fact that while extending the
AICTE Scales of Pay 1996 to the Teachers, Librarians and Physical Directors in
Govt. Polytechnics in the G.O.Ms.No.72, H.E (TE.2) Department, Dated: 26-09-
2002, it was clearly mentioned that teachers drawing the AICTE Scales of Pay 1996
shall be entitled for pensionary benefits as applicable to the teachers drawing UGC
Scales of Pay 1996. But there is no provision in G.O.Ms.No.209, H.E (TE.I)
Department, Dated:20-11-2010 regarding the consolidation of pension to those
Teachers, who retired in between 1-1-1996 and 31-12-2005 in the Revised AICTE
Scales of Pay, 1996. The CTE has furnished the necessary proposals for sanction
of consolidated pension to the Teachers, Librarians and Physical Directors of Govt.
Polytechnics who retried in between 1-1-1996 and 31-12-2005 drawing AICTE
Scales of Pay 1996 with effect from 1-1-2006 and stated that as per the Central
Government Rules for Pension and Gratuity as applicable to Central Government
employees as recommended by the Sixth Central Pay Commission, the Pension/
Family Pension of the existing pre-2006 pensioners / family pensioners will be
consolidated with effect from 01-01-2006.
6. The CTE has furnished the proposal and requested the Government to
issue necessary orders for sanction of consolidated pension to the Teachers,
Librarians and Physical Directors of Govt. Polytechnics, who retired in between 1-
1-1996 and 31-12-2005 drawing AICTE Scales of Pay 1996, with effect from 1-1-
2006 as per the orders issued in G.O.Ms.No.54, HE (UE.II) Department, Dated:
08-06-2011 issued on consolidation of pension to the teachers of drawing UGC
Scales of Pay, 1996 who retired between 01-01-1996 to 31-12-2005, and also
enhancing the ceiling of gratuity as per the orders issued in G.O.Ms.No.53, H.E
(UE.II) Department, Dated: 08-06-2011 enhancing the ceiling of the Gratuity to
the University/ Government/ Aided college retired teachers.
7. After careful examination of the proposal of the Commissioner of Technical
Education, A.P., Hyderabad, Government hereby sanction consolidated pension in
the A.P.Revised AICTE Scales of Pay, 2006 to the Teachers, Librarians and
Physical Directors of Government Polytechnics who retired in between 01-01-1996
and 31-12-2005 and who are drawing AICTE Scales of Pay, 1996 with effect from
01-01-2006 on similar basis as per the orders issued in G.O.Ms.No.54, H.E (UE.II)
Department, Dated: 08-06-2011. Govt. also enhance the ceiling of gratuity as per
G.O.Ms.No.54, H.E (UE.II) Department, Dated: 8-6-2011 to the Teachers,
Librarians and Physical Directors of Government Polytechnics in the State.
8. This order issued with the concurrence of Finance (Pen.I) Department vide
their U.O.No.25223/273/A1/Pen.I/2012, Dated: 15 -09-2012.
