ANSWER
Late start of non critical activities is better because
1. The maximum limit of no of labourers is less than for early start
2. Also, the resources are evenly distributed.

ANSWER:
The late start scenario for non-critical activities is better because, if we
compare the two resource histogram late start resource histogram is evenly
distributed as compared to early start.
