Policy of Quality Control, Inspection and Testing

1. Purpose

 This data establishes the procedure to improve quality control throughout the period of the
contract.
 This data outlines the responsibilities, authority and functions of the assigned individuals
as show on the attached Organization chart for the Quality Control Program.
 This data is written so as to procedure Quality in respect of methods, materials,
Supervision and results.

2. Scope
 This data establishes a Quality Control System which provides and ensure complete
inspection and testing of all items of work including of sub contracts and supplier.

3. Quality Control Organization


 The Quality Control Organization Charts outlines the chain of command for Quality
control system. Additionally, this document will prescribe the responsibilities and
functions of each quality control personnel assigned to this contract. All members of the
control organization will be fully aware that “ The BURDEN OF PROOF OF CONTRACT
COMPLIANCE AND NOT ASSUMED CLIENT”

4. Authority & Responsibility of Q.C. Personnel

Chief Quality Controller ( C.Q.C)


The Quality Control Organization structure outlines the chain of command for Quality Control
program to be executed throughout the life of contract. He shall be in charge for the planning of
all Inspection and testing systems specified or which maybe deemed necessary of the ensure that
the materials and workmanship confirm to the requirements of the contract. He will report to the
Project Manager regarding all items of Quality Control.

Quality Control Inspector (Q.C.I)


 Q.C.I shall be responsible for submitting samples of materials to an unauthorized laboratory
through the Q.C.C for testing and approval, prior to the delivery of the materials to the jobsite
or storage facilities. He shall also ensure that all the materials are tested and accepted properly.
 QCI shall be responsible for establishing and adequate program for preventing perishable
construction materials from the deterioration. He will ensure that materials are protected during
and after incorporation into permanent work.

5. Method Of Quality Control


Optimum quality control will be obtained by the following Procedures:
Employment of Quality Personnel
 Supervisory Personnel shall be qualified in both training and experience.
 Craft Foreman shall head up each Trade Crew. They shall process the required. Qualifications
and licenses if required. Also they will have experience gained on similar works.
 Skilled laborers and journeymen shall demonstrate acceptance abilities on the job and be
subjected to removal from the jobsite. If their skill level is unsatisfactory.

Selection of Acceptance Materials


 All materials and equipment shall be purchased from proven reliable secures and shall meet
the requirements of the Specifications and Drawings.

Overall Inspection Effort


 The C.Q.C or his authorized staff member will conduct unannounced quality control
inspections periodically on the jobsite
 The Q.C.I will personally inspect all the working areas at lease once a day and be present at
the commencement of every new phase of work.
 The Q.C.I will continuously inspect the work in his respective trade fields. He will determine
the qualification of the workmanship.

6. Three Steps Prevention Inspection System

Step 1: Contractor's Preparatory Inspection


Preparatory Inspection and Tests will be performed on all pant, equipment materials and
safety equipment prior to commence each new phase of construction. The purpose of the
preparatory Inspection and test is to ensure that such plant equipment materials and safety
are in compliance with the specifications. The contractors will perform (the preparatory
Inspection and test) Subsequently, He will ensure that they are stored to prevent them from
damage.

Step 2: Contractor's Initial Inspection


Initial Inspection will be executed at the commencement of every new construction phase or
segment of their work. The purpose of the initial Inspection is to determine that the methods,
techniques and workmanship are in compliance with the specification requirements. The
contractor will provide reports of his quality control inspections for all initial inspections
including a detailed description and location of the phase or segment started. The names of
personnel who participated in each initial inspection will be listed on the quality control
reports.

Step 3: Contractor's Follow-up Inspection


Follow-up Inspection will be performed on a daily basis or more frequently if necessary to
ensure that the fabrication work is being performed in accordance with the contract
requirements. The contractor's quality control reports will show in detail the results
of follow-up inspections, tests, corrective action, etc.

7. Periodic Reporting
The Following reports will be submitted:
a) Daily Report on Inspection, Sampling and Testing.
b) Weekly Quality Control Report which includes:
c) Summary of Daily Inspection Reports.
d) Material Delivery Records.
e) Composite report update to show:
f) Test Results
g) Remedial Action
h) Sample Numbers Assigned this Week
i) Quality of work / material represented by each sample.
j) Quality Control Performance
k) Inspection and Testing to be conducted next week.

Monthly Quality control reports including:


a) Summary of weekly quality control reports
b) Control Charts.
c) Proposed Quality control program improvements.
d) New Method statements.
e) Recommended Revisions to the Frequency of Testing.
f) Certificates of Non-compliance work complete and recommended for acceptance.

I. Chief Quality Controller


a) Chief Quality Controller shall have such responsibilities as follows:
b) Report Project Manager directly on all the Quality Controls matters.
c) Submit to client all detailed Q.C Reports.
d) Be solely responsible to control, inspect and test materials, equipment and workmanship
in accordance with the contract drawings and specifications.

2. Quality Control Inspector (Q.C.I))


a) Quality control inspectors make sure that everything from raw materials to finished
products meets quality and safety standards specified in the purchasing documentation.
All production processes, whether large or small, requires elements of quality control and
all inspection and testing is carried out to specified requirements that have been agreed
between the purchaser and the supplier.
b) Quality control inspectors normally work in a laboratory, workshop or office. They visit
the factory floor to take samples of products and inspect production, and to discuss
problems with colleagues.
c) They also inspect products purchased by their company from suppliers and maintain
records of supplier performance. This data is important in helping suppliers to improve
their performance and for making decisions regarding which suppliers can be relied on to
meet specified requirements.
d) Inspectors regularly check and test samples of a product, as it would be impractical to test
every single item that leaves a factory or workshop.
e) The testing methods that quality control inspectors use vary, depending on the type of
product they are working with. For example, in the food processing industry, inspectors
are responsible for making sure that products meet food safety and nutritional standards.
In a pharmaceutical company, an inspector may test the safety and purity of drugs.
f) Some quality control tests are routine and quick. Others are more complex and lengthy.
Automated systems are often used to very quickly test thousands of samples.
g) Quality control inspectors keep records of all the tests they have carried out. They use
charts and statistics to analyze their results. They may then write and present a report to
show their findings.
h) The inspector may be responsible for declaring that a product is not safe or is not of the
specified quality.
i) If there is a problem, quality control inspectors meet with production staff to work out
the root cause of the problem and to decide whether current processes need to be changed.
They might make recommendations for improvement.
j) As a quality control inspector, you must be observant and very good at paying attention
to detail. You will also need to be patient as some tests are complex and take a long time
to complete.
k) You should have a logical, methodical approach to your work and you must be accurate
when taking measurements and recording figures.
l) You need good number skills, for example, in order to measure and weigh samples, or
perhaps to understand and use statistics. You should have good computer skills because
quality control inspectors often analyze, store and display test results on computers.
m) Depending on the area in which you work, you may also need the ability to use technical
equipment, for example, microscopes and automated testing machines.
n) You will need tact and discretion to point out problems to production workers. Good
communication skills are important to motivate others to improve the quality of their
work, as well as to explain your findings clearly. Good report writing skills are also
useful.
Quality Control Program
1. Welding
QC Certification
a) Copies of qualification records for welders , welding operators, and tack welders for each
welding process and position that will be used, and the joint detail. Certifications shall list
the filler metals used, test position, base metal and thickness, tests performed, and the
witnessing authority. The submitted documentation shall be approved by the Engineer prior
to any project welding being performed by a welder or welding operator.
b) A master list of qualified welders that will document the welders and welding operators
name, ID, the qualified welding process, welding position, and the date for each individual
qualification and person qualified.

Quality Control Procedure


a) The methods and frequencies for performing all required visual inspections and
documentation by which continuous visual inspection will not lapse for a period exceeding
30 minutes.
b) A written description of the system and method of documentation to be used for the
identification and tracking of all welds, NDT, any required repairs, and re-inspection of non-
conforming welds. The contractors system shall include provisions for permanently
identifying each weld and the person who performed the weld, NDT, inspection, and repair.
c) Copies of the Quality Control forms to be used to include certificates of compliance, daily
production logs, daily reports, weld repair tracking logs and visual inspection report forms.
d) Documentation of the filler metal, flux, filler metal flux combination and shielding gas
certifications to be used in the work and documentation of manufacturer’s recommended
operating ranges.
e) Authorized copy or original codebook for each of all AWS welding codes and the FCP, which
are applicable to the welding being performed.
f) Standard procedures for performing non-critical repair welds. Noncritical repair welds are
defined as welds to deposit additional weld beads or layers to compensate for insufficient
weld size and to fill limited excavations that were performed to remove unacceptable or NDT
repairs, edge or surface discontinuities or undercut.
g) The methods, procedures, and log to track rejected lengths of weld by welder, position,
process, joint configuration, and piece number.
h) Standard procedures for straightening members distorted by welding that do not require prior
Engineer approval.

Welding Procedure Specifications


a) Pre-qualified Welding Procedure Specifications (WPS), if applicable.
b) Documentation, when applicable, of Procedure Qualification Record (PQR) tests within the
allowable period of effectiveness. Include all worksheets.
c) Name of independent third party who performed or witnessed qualification tests, if
applicable.
d) Non-prequalified Welding Procedure Specifications (WPSs) supported by PQR testing.
