Transformer Oil Analysis for 2 Years Contract

1. Preface

Company is making these documents available for the contract identified in particulars for
tendering purpose only. Company reserves the right not to proceed with the procurement
process or any part of it and may terminate the process or any part of it at any time, with or
without procuring the works in another way. Company also reserves the right to change any
part of these documents including the procedures and time limits described in them.
Neither the Company nor its Employees have any responsibility for Contractor’s costs or loss
in connection with this proposal.

2. Introduction

2.1 Ras Laffan Power Company (RLPC) is a Power Generation and Water Desalination plant
with the total capacity of 756 MW Power and 40 MIGD water. It has 6 power units consisting
4 Gas Turbine, 2 Steam Turbine, 4 HRSG and 4 Desalination plants. There are various
transformers installed at the power plant for distribution of power. Each power unit has 1
power transformer BAT (11kV/ 225 kV for GT and 19 kV/ 225 kV for ST), all GT units have
1 auxiliary transformer BBT (11kV/ 0.4kV). There are two station transformers BCT
(11kV/11kV/11kV) for the supply of power to the plant accessories.
The power transformers are of Make PAUWEL’s (6 BAT & 2BCT). The other transformers
are of make OCREV. Other than the above mentioned, there are 17 oil filled distribution
transformers at RLPC. The details of the power transformers and other plant auxiliary
transformers are furnished in annexure 1 & 2 respectively.
There is an Oil analysis scheduled every six months for all the power transformers and on
yearly basis for all the distribution transformers. In total there are almost 85 oil samples to be
tested and analyzed for DGA and other physical parameters.
To avoid these, it is proposed to make a 2 yearly contract with any single party and get our
transformer samples tested and analyzed as per requirement. Therefore, we need to issue
Request for Proposal for a running contract.
2.2 Company is forwarding the Request for Proposal [RFP] for the Transformer Oil Testing and
Analysis for the Company to the Contractors, to set out the award criterion and award
process which will be followed by Company in making the assessment of which proposal is
the most economically advantageous in issuing the “Contract for two years”.

4. Communication

4.2 Company procurement Department shall nominate the name of the Company Technical
person and contact details if required.

5. Requirement

5.1 Proposal – must be inclusive to both technical and commercial offers can be submitted
by emails.
5.2 Language – The ruling language of this proposal shall be English. All
meetings, communications and correspondence in connection with this
proposal shall be in the English Language.
5.3 Pricing – Have to be in Qatar Riyals or US Dollars. Unit price [for each test]
is preferred.
5.4 The rates quoted by the contractor shall be firm, for the contract period. There
shall be no revision in contract rates due to increase in any statutory levies
during the period of the contract and this increase shall be absorbed by the
contractor himself in full.
5.5 The offer shall be valid for a period of 90 days from the RFP closing date.
5.6 The contract will be valid for two years from the date of award of the
contract. The contract may be extended for further period as per Company’s
policy after taking concurrence of the contractor.
5.7 Date for Proposal submission – 14th November 2013.

5 .Assessment of Proposals And Award Of Contract

6.1 The Company may accept the proposals at any time within the time stated.
6.2 Award criterion is the most economically advantageous tender and final decision will be
at the sole discretion of the Company Tender Committee.
6.3 Notification – As soon as practicable after reaching the award decision, the Company
shall inform all Contractors of the decision. The notification to the Contractor to whom
Company has decided to make an award, may be in the form of contract and notification to
other bidders may be in the form of ‘Regret’.

SCOPE OF SERVICE & OTHER TERMS AND CONDITIONS


(A) General

• The vendor should be well established and have track record of performing similar
services to reputed companies in Qatar.
• Offer should be attached with reference documents of User Companies where
Vendors have rendored similar services in General
(B) Quality

The scope of the work may be different, but the commitment to quality remains the same.
Company reserves the rights to reject any delivery not conforming to its specifications

(C ) Scope of work

The scope of work includes


 Supply of the sapling kits in advance. These kits should include Syringe (for DGA Sample)
and bottles for other tests.
 The sample bottles should be in proper packing to avoid breakage during the transit.
 Pick up and transportation of the sample kits shall be under Contractor scope and at no cost to
the Company.
 The results should be sent within 10 working days after receiving the samples.
 Results should be sent both in electronic mail and signed hard copy with analysis.
 Retest should be performed at no extra-cost for our company, if results are not satisfying.

Pricing & Payment terms:


1. Pricing to be provided as per the list, attached in the Annexure-1.
2. The provided rates shall be fixed and not subject to increase or escalation.
3. The Contractor shall submit their invoice as per the tests performed.
4. The payments shall be made to the Contractor within thirty days of receipt by the
Company of the Contractor’s correctly submitted monthly invoice, along with the
reports verified by the Company Representative as being accurate. In case of any
disputed amount in any invoice, the disputed amount will be deducted and the
Company shall pay the undisputed balance. The amount in dispute shall be settled
by mutual consultation between the Parties and payment of the disputed amount
will be made by the Company based on such settlement.

E. Period of Contract

The period of contract will be for twenty four months from the date of issue of contract.

Company reserves the right to suspend performance of any or all of its obligations
under the contract. Such notice shall specify the obligation of which
performance is to be suspended, the effective date of the suspension and the reasons
therefore. The Contractor shall thereupon suspend performance of such obligations
until ordered in writing to resume such performance by the same authority that
ordered for suspension.

G. Suspension & Termination of contract

The Company upon written notice shall have the right any time to:

• Suspend and services for a period up to thirty (30) calendar days after which the
contract shall be considered as terminated and/ or

• Terminate the contract, in which case Contractor shall be entitled to payment for the
satisfactorily completed part of the work as the completer compensation to be
received by contractor. The Employer shall not be liable to pay any bonus,
damage or other claim asserted by contractor for its expected profit on the
uncompleted portion of the work; provided, however, that if termination is a result
of Contractor’s default, all additional costs incurred by the Employer as a result of
Contractor’s default shall be recoverable from Contractor.
• Company reserve the right to terminate the contract at any time during the validity
period on account of non fulfillment of contract condition, adverse feedback
regarding quality of services rendered, indulgence in unethical practices or
questionable integrity.

H. Jurisdiction
Any matter of dispute arising out of or in connection with this contract shall be
under jurisdiction of Qatar court only.
