About UMR:
United Mission for Relief and Development (UMR) is a registered 501(c)(3) non-profit
organization based in Washington, DC. We are one of the fastest growing NGOs in the United
States, with a focus on relief and developmental needs globally and domestically. We currently
have an opening for a full-time, country-based Program Coordinator (PC) to lead UMR’s in-
country projects. The Program Coordinator will assist in the planning, coordinating,
implementation, monitoring and reporting of program development and progress and other
assistance projects for vulnerable populations, with supervision and guidance from the USA-
based HQ Program Manager. The ideal candidate will take initiative and have a mixture of
international development and/or humanitarian relief experience, project coordination
experience, professional fluency in English, and be well informed and up to date on current
events related to our scope of work.
Role and responsibilities
The Program Coordinator (PC) will be directly responsible for the overall management and
coordination of the various components of the UMR Yemen Program. In doing so, the PC will
directly supervise program officers, who will be responsible for the day to day management of
their respective sectors. Also, PC ensure that UMR Yemen is sufficiently prepared to
programmatically and operationally respond to sudden-onset emergencies (working with the
UMR HQ team) and also to support Yemen Management Teams to coordinate and deliver
appropriate rapid responses to emergencies when they arise.
Specific responsibilities:
1. The primary focus of this position will be to lay the legal and programmatic groundwork for
UMR operations in Yemen. In particular, the PC shall Communicate with the MoPIC in Aden,
Yemen to complete UMR’ registration in Aden, Yemen.
2. Liaise with the Health, WASH, and FSL Cluster local and international NGOs, the Yemeni
Ministry of Health, and civil society actors to identify humanitarian needs in Yemen partially
Government held areas.
3. To Propose possible areas of intervention for UMR in Yemen, including key supporting data
to feed future concept notes.
4. Work with the UMR HQ program team to identify funding opportunities in Yemen. Propose
funding opportunities that fit UMR’s mission and, if appropriate, local or international partner
organizations that may act as co-applicants.
5. Assess the feasibility of shipping and customs clearance for medical supplies and other
supplies into the Port of Aden. Identify possible concerns regarding security and diversion of
aid.
6. In Coordination with the Program Manager, Operations Manager, Finance Manager, HR
Manager and other support units, the PC will mobilize support to enhance the work of the
programs in Yemen.
7. The PC will ensure that the various/ projects activities are integrated and effectively
managed to bring greater impact to the UMR overall programs.
8. The PC will compile project work plans and budgets and closely monitor implementation of
planned activities and utilization of allocated budgets on a monthly basis to ensure that program
activities are implemented as planned and that the program budget is used as planned.
9. The PC will develop and monitor program proposals, concept notes, indicators.
10. Ensure high level of technical quality and synergies in project implementation of the
emergency response
11. The PC will ensure that the management and implementation plan of UMR programs are
updated on a regular basis.
12. The PC will coordinate programmatic information management and program accounting
with the project officer, managers and finance staff.
13. Developing robust emergency response design is based on appropriate needs and context
analysis with an integrated program approach.
14. Ensure that key learning is extracted from the project’s implementation, and incorporate
them in staff development processes
15. Deliver systematic training and build capacity of program staff
16. Responsible for development of emergency preparedness plans in Yemen.
17. Compliance and adherence to UMR policies, guidance and procedures
18. Advocate for the rights of refugees in line with UMR policy and strategy in Yemen.
Education and Skills;
1. A least 5 years of experience in programs with management and supervisory responsibilities
in program administration at senior management level required.
2. Master’s degree in relevant field preferred (Development Studies, Social Sciences,
International Relations, Public Health, etc).
3. Knowledge and understanding of best practice monitoring and evaluation systems and
procedures.
4. Performance Management knowledge.
5. Experience working in Yemen.
6. Good analytical and writing skills
7. Good skills in integrated multi-sector programming.
8. Experience working with and coordinating with donors and UN Clusters including
UNOCHA, UNICEF, CHF and with INGOs, national NGOs and government agencies.
