 NARRATIVE
  On 12-28-2019 at approximately 0847 hours, I was at my residence when I received a phone call from the on duty
  patrol Sergeant, Sergeant Rivera. Sergeant Rivera requested me to respond to the area of 2             within the City of
  Richmond, CA. Sergeant Rivera explained that they had a felony auto burglary suspect flee from patrol officers into a
  residential block. Sergeant Rivera explained that a perimeter was established around this location. I responded from
  home along with K-9 handlers Brown and Khalfan.
  I was dressed in full Richmond Police uniform wearing 'Richmond Police' patches on both shoulders. Above my left
  breast pocket I wore a badge that reads "Police Officer'. I was driving fully marked Richmond Police vehicle #1125
  which was equipped with a forward facing red light and audible siren. I was with my K-9 partner Gunnar. K-9 gunnar
  wore a harness that had gray reflective patches that read, "POLICE', along both sides of his harness.
  I arrived on scene at 2         at approximately 0915 hours. K-9 handler Khalfan was also on scene. Sergeant Rivera
  along with Officer MCkinney explained to K-9 handler Khalfan and myself the suspect description and that he was
  wanted on at least a felony auto burglary and that the vehicle he was utilizing was likely an unreported stolen vehicle.
  In the original CAD details stated that the suspect was a white or Hispanic male wearing camouflage pants possibly
  armed with a screw driver.
  I confirmed that a perimeter was established in the area where Officer Mckinney last observed the suspect fleeing.
  There were fully marked patrol vehicles with their emergency lights activated around this perimeter.
  K-9 handler Khalfan made four loud PA announcements from his patrol vehicle IFO         Bridgeway Cir. I gave at least
  two loud PA announcements on the opposite side of the block IFO        Bridgeway Cir. These announcements were
  given into the perimeter giving the suspect several opportunities to surrender. At this time, the suspect had been
  hiding for more than one hour from officers. The suspect did not surrender to any of the K-9 announcements. Officers
  advised that they could hear the K-9 announcements throughout the perimeter.
  I started my search near Bridgeway Cir and Ridgedale Ct along the west curb of Bridgeway Cir. As I was conducting my
  K-9 search, I gave several verbal K-9 warnings with no surrender or give up. During the search, I was advised by Officer
  Guzman that a citizen was reporting the suspect was hiding under her porch at        Bridgeway Cir. This residence was
  directly across the street on the east curb line.
  I walked along the north side of    Bridgeway Cir with the K-9 search team. I gave K-9 Gunnar his search command. K-
  9 Gunnar rounded the corner of this residence to the back yard. I walked to the corner of this residential back yard. I
  could no longer see K-9 Gunnar. To my immediate right at the back of this residence was a large porch area. I could see
  a very small opening to the porch that was approximately one foot by one foot wide accessing under the porch.

  I could hear the suspect, Christopher Dopp, screaming and yelling underneath the porch. I was unable to access or
  observe Gunnar from my vantage point. The only way I could see both Dopp and K-9 Gunnar was to lay on my stomach
  in the prone position. I could not fit through this hole where Dopp was located without taking my vest off and possibly
  duty belt. This action would be unsafe and jeopardize my personal safety.
  Once I was in the prone position, I could see Dopp underneath the porch of this residence. K-9 Gunnar was making
  contact with Dopp. Dopp was frantically moving his arms back and fourth from his body/waist band area while
  screaming. I was worried that Dopp may be armed with a screw driver or other weapons as K-9 Gunnar has been
  stabbed in face several times earlier in the year. Dopp was wearing baggy clothing and had a back pack.
  I attempted to call K-9 Gunnar to my side several times. K-9 Gunnar refused come off of the contact as the suspect
  was screaming flailing his arms agitating K-9 Gunnar. Typically the K-9 believes or knows the suspect is actively
  resisting or fighting and the K-9 will continue to contact the suspect in order to apprehend the suspect and overcome
  the resistance offered by the suspect.
  I could also see K-9 Gunnar's harness was caught for a short time on the wooden porch. K-9 Gunnar would attempt to
  come to me but was caught on the porch not allowing him to come to my side. This also prevented K-9 Gunnar from
  leaving the suspect and coming to my side while with the suspect.
  I told Dopp to stop moving or he would continue getting bitten by K-9 Gunnar. Dopp was so frantic that he could not
  stop moving, yelling or screaming towards me. K-9 Gunnar eventually came un-attached to the porch and came to my
  side. I took control of K-9 Gunnar by holding his harness at the entrance to the porch. I gave commands to Dopp to
  crawl out from under the porch.
  As Dopp came closer to the entrance of the porch, I backed K-9 Gunnar away. Officer's and Sergeant Rivera gave Dopp
  commands. Sergeant Rivera eventually handcuffed Dopp to the rear. I noticed that Dopp left behind the backpack
  under the porch. At this time, I realized that my AVR was not activated likely due to getting into the prone position
  which caused it to shut off.
  Once Dopp was apprehended, medical treatment was requested to our location. I put K-9 Gunnar back into the patrol
  vehicle. Dopp was read his Miranda Rights by Officer Mckinney. While Dopp was being treated by AMR unit 2 , I
  asked Dopp a few administrative questions regarding the K-9 search.
  Dopp stated that he did not hear the K-9 warnings. Dopp stated if he knew the K-9 was coming he would have given
  up. Dopp refused to speak any further. It should be noted that K-9 handler Khalfan gave his PA K-9 announcements at
  the front of this residence where Dopp was located hiding.
  Dopp was transported to Contra Costa County Hospital for treatment by AMR Unit 2 . Dopp received injuries to the
  back of his head, right forearm area, right leg area and the right portion of his upper back.
Dopp was booked for 459 PC, 1203.2 PC, 11364 H&S, 11377 H&S, 148 PC and Title 18.
