GENERAL ADMINISTRATIVE EXPENDITURE FOR CELEBRATIONS OF INDIAN OIL DAY AT BHUBANESWAR AFS. 1. BACKGROUND
1.1. Bhubaneswar AFS situated at
Biju Patnaik International Airport is a major AFS in Eastern Region and caters to 89% of the civilian air traffic coming into Bhubaneswar and 100% of the defence air traffic from IAF, ICG, Indian Army, Indian Navy and other CAPF of India. 1.2. Every year 1st September is celebrated as INDIAN OIL Day across all the locations and Administrative offices of Indian Oil. Bhubaneswar AFS also celebrates the day every year with its stakeholders like customers, AAI, government 1.3. Due to COVID-19 pandemic the agencies, employees and their families. celebrations this year shall be on a limited scale wherein there will be minimum people present at the location. This is to ensure proper social distancing norms. 1.4. Unlike previous year there cannot be large scale celebrations as there might be chances of transmission of the disease. 1.5. However in order to commemorate the day promote the camaraderie among the employee and create a positive work environment a small function has been planned on 1st September 2020. 1.6. The function will be very limited wherein a cake would be cut in presence of a small the address of the gathering with location-in-charge. This will be followed by sweet distribution. 1.7. In this regard quotations were called for supply of items i.e banner, sweets and cake for the celebration. Out of the submitted estimates, M/S Basudev Sahoo had quoted the lowest quotation no. 203 Dt: 21.08.2020 at Rs.24620- (twenty four thousand six hundred andprice vide
rupees) inclusive of GST. twenty
1.8. The expenses for last year were Rs. 25000/- (twenty five thosand rupees only) which was approved vide approval note: AV/LS/MISC Dt: 19.08.2019. A copy of the same has been attached herewith. This year sweet packets will be handed over individually and there shall be no lunch in order to avoid gathering at the location.
2. PROPOSAL In view of the celebrations at limited scale, a quotations were called from various vendors to supply various items required for the function. The said quotations have been attached alongwith for kind perusal. 3. JUSTIFICATION 3.1. Indian Oil Day is the most important annual event of the corporation which brings the employees together and instils a sense of belongingness among them.

distancing would be maintained thus minimising the risk of transmitting the virus. 3.3. The events which would have resulted in gathering have been cancelled this year, thus ensuring sOcial distancing. The prevention would be further strengthened by use of PPEs during the function. While celebrations it would be ensured that all the guidelines issued by HSE are complied in words and spirit. 3.4. The celebrations would promote a positive work environment in the midst of the uncertain times. 4. FINANCIAL AND BUDGETARY IMPLICATIOON The financial implication of the the function shall be Rs.24620 /- (twenty four thousand six hundred and twenty rupees) inclusive of GST. The provision for the financial implication shall be made from the current revenue budget of the location. 5. DOA APPLICABLE DOAApplicable: 02.01 (To sanction expenditure on ceremonial/public occasions.) 6.
