AFFIDAVIT OF WITNESS

I, RAMON L. FOLLOSCO, of legal age, married, Filipino citizen


and a resident of 52 Varela St, Barangay Zone 1, Zamboanga City,
Philippines, after having been duly sworn to in accordance with law
hereby depose and say that;

1. I know PCMS JASMINE F. HISU-AN (PCMS HISU-AN for


Brevity) who is the Respondent in Administrative Case
Numbers RIAS9-NMP-2020-006 pending before the National
Headquarters, Philippine National Police Office of the Chief,
PNP at Camp Crame, Quezon City, Philippines;

2. I am a Writer and Photo Journalist employed by the


Zamboanga Today and the incumbent Vice President of the
Zeta Phi Omega Fraternity and Sorority Organization
International of which the Complainant and Respondent are
both members of the said Organization;

3. On 10 December 2020 I was supposed to appear as witness for


PCMS HISU-AN however, I was not allowed to appear on the
said date because accordingly to Regional Internal Affairs
Services (RIAS for brevity) they cannot entertain me as witness
since I was not a privy to the case;

4. I personally know the Complainant for his short temper and


aggressive behavior. I was once at the receiving end of his
aggressive behavior since he went to my workplace to confront
me however, I did not confront him and he resorted to berate
and threatened me through text messages;

5. I have personal knowledge that the Complainant’s motivation to


file the said case is founded on personal grudge towards the
Respondent. Complainant has long been known to have ill
feelings toward Respondents, thus this case was filed;

6. In reality, the said Facebook post subject to this case, in which I


personally saw, was not malicious in character and was not
meant to malign the Complainant in any way;

7. The Respondent’s Facebook post were made out of frustration


and not defamatory in nature;

8. I hereby declare under oath that PCMS JASMINE F. HISU-AN


did not commit the offence of Cyber Libel there being no
malicious intention to malign the character of the Complainant;

9. I execute this Affidavit to attest to the truth of the foregoing


facts based on personal knowledge and authentic records in
compliance with the Subpoena of the Honorable Office. It is
thus requested that the instant case docketed as Administrative
Case Numbers RIAS9-NMP-2020-006 pending before the
National Headquarters, Philippine National Police Office of the
Chief, PNP at Camp Crame, Quezon City, Philippines be
dismissed for utter lack of merit as the foregoing facts may
constitute.

IN WITNESS WHEREOF, I have hereunto set my hand on this
