Facts: 
The petitioner Grace Poe-Llamanzares filed for certiorari against COMELEC when the latter
denied her candidacy for President. Poe-Llamanzares wanted to stress out that she had been
living in the Philippines for 10 years and 11 months and she and her family have renounced their
American citizenship. The COMELEC reasons for denying her candidacy was that she was
foundling and that her biological parents cannot be proved as Filipinos. COMELEC also pointed
out that Poe was required to include the name of her biological parents which are precisely
unknown. 

Issue: 
Is Poe-Llamanzares qualified for her Presidential candidacy?
Ruling:
Yes, she is qualified. When she was legally adopted by her adoptive parents, it has already
severed all the legal ties between her, and her biological parents and the law therefore allows the
petitioner to state that her adoptive parents were her birth parents. Therefore, the court reversed
the decision of COMELEC and declared her qualification for Presidential candidacy.
