Power utilities in India have been striving hard to extend best possible support to customers by
improving revenue collection efficiency. Meter reading, preparation of bills its distribution and
collection of payments takes away a considerable amount of time and efforts for the utility which can
be eliminated by the prepayment metering system. Demand side management, improved quality of
supply along with high customer satisfaction has resulted in acceptance of the new system by utilities
everywhere
Minister of Finance has urged in his budget speech of FY2020-2021 that all the States and
Union Territories should replace conventional energy meters by prepaid smart meters in the next 3
years.
Vide amendment notification dated 23.12.2019, Central Electricity Authority has substituted
that
(1) (a) all new Interface Meters and Energy Accounting and Audit Meters shall be of static
type and shall have automatic remote meter reading facility;
(6) all new Consumer Meters shall be Smart Meters with prepayment feature
Provided that the existing meters, other than Smart Meters, shall be replaced with Smart
Meters with prepayment feature within a time frame as specified by the Central Government.”
As a part of energy efficiency program of IR & for proper accounting of energy. directions
were issued 10 Railways, PUs, Workshops, CTIs for adoption of advanced metering systems in all
residential quarters and provision of pre-paid meters for vendors at all AW/A category stations vide
Board's letter under reference.
Therefore, in view of budget speech of PY2020- Minister of Finance, benefits of
prepaid meters and in compliance to CEA amendmel 23.12.2019, it is ad
