Note: Not in the approved APP no Procurement

1) Pre Procurement Planning

- Determine ABC, Technical specifications, date of pre bid and opening, etc.

2) Preparation of bidding documents

- Post documents of philgeps.gov.ph

3) Pre bid conference

- Make minutes of meeting


- Make invite for COA and observers at least 3 days before opening

4) Opening of Bids

- Make minutes of opening of bids

5) Post Qualification process of lowest calculated bid

6) Make BAC Resolution recommending award

7) Issue NOA

8) Winning bidder should submit Performance Bond

9) Enter into Contract and issue NTP

*In the event of Failure of bidding repeat the above mentioned process

*For twice failure of bidding, conduct Negotiated Procurement
