upcoming 34 MWp (20 MWp + 10 MWp + 4 MWp) Solar Power Projects at Budhlada, Mansa, Punjab.
Please find enclosed our Techno – Commercial offer for the same. We are assuming that this would be
a ground mounted system, at one location with at least 170 acres of land available. If this is not the
case please inform us, together with a layout plan for the area earmarked for the solar plant and we
would rectify our proposal accordingly.

Assumptions:
The proposed location of the solar power plant based on crystalline technology is at Budhlada,
Mansa (Latitude 29.9 ° N, Longitude 75.6° E and altitude 218 meters) in the state of Punjab.

Photo Voltaic array is a linked collection of photovoltaic modules, which are in turn made of
multiple interconnected solar cells. The cells convert solar energy into direct current electricity via
the photovoltaic effect. The modules in a PV array are usually first connected in series to obtain
the desired voltage; the individual strings are then connected in parallel to allow the system to
produce more current. PV arrays use an inverter to convert the DC power produced by the modules
into alternating current.
For your specific requirement of 34 MWp Solar Power Plant to be based in Budhlada, Mansa,
Punjab we are offering CSUN Poly Crystalline Modules and Bonfiglioli Inverters. The proposed
Solar PV array will consist of PV modules (IEC or equivalent BIS standard) based on Crystalline
Silicon Technology. Total installed capacity of PV array will be 34 MWp and total number of
modules required will be 117249 nos. of 290 W. The PV array will be equipped with all necessary
safety equipment, monitoring equipment to fulfill necessary regulatory requirement.
The Module mounting structure will be used to hold the Solar Modules, which will be designed
specific to the location.
Proposed AC Scheme
Each of the cumulative 34 MWp Solar Projects i.e. 20 MWp, 10 MWp and 4 MWp; will have separate
net metering and control rooms. After that the power from all the three separate plants will be
paralleled and evacuated on the common transmission line upto the substation at 66 kV. After
paralleling there will again be a net meter for cumulative reading.
The scheme of electrical power generation for the proposed solar PV power plant will consist of 12
numbers of inverters having a capacity of 1400 kW each, 50 Hz, 360 Volts, 3 Phase as:
1. Each of the two inverters output at 360 Vac, 3 phase housed inside the Inverter Room will
be fed into a LT panel. Both LT Panel output will be fed into a Three Winding Step up
Transformer – 3.5 MVA, 360V-360V/66kV.
4. All the 6 set of transformers output will then be bought to the Main Control Room
incomers, paralleled and then through the outcomer fed to the 66 kV Switchyard. Then
the power will be evacuated to the 66 kV Central Switchyard.
5. 66 kV Net Metering set consisting of 66 kV CT’s, 66 kV PT’s and will be installed as per the
guidelines of Discom before evacuation of power to the 66 kV Central Switchyard.
The scheme of electrical power generation for the proposed solar PV power plant will consist of 6
numbers of inverters having a capacity of 1400 kW each, 50 Hz, 360 Volts, 3 Phase as:
1. Each of the two inverters output at 360 Vac, 3 phase housed inside the Inverter Room will
be fed into a LT panel. Both LT Panel output will be fed into a Three Winding Step up
Transformer – 3.5 MVA, 360V-360V/66kV.
4. All the 3 set of transformers output will then be bought to the Main Control Room
incomers, paralleled and then through the outcomer fed to the 66 kV Switchyard. Then
the power will be evacuated to the 66 kV Central Switchyard.
5. 66 kV Net Metering set consisting of 66 kV CT’s, 66 kV PT’s and will be installed as per the
guidelines of Discom before evacuation of power to the 66 kV Central Switchyard.
The scheme of electrical power generation for the proposed solar PV power plant will consist of 4
numbers of inverters having a capacity of 917 kW each, 50 Hz, 330 Volts, 3 Phase as:
1. Each of the two inverters output at 330 Vac, 3 phase housed inside the Inverter Room will
be fed into a LT panel. Both LT Panel output will be fed into a Three Winding Step up
Transformer – 2.3 MVA, 330V-330V/66kV.
4. Both 2 set of transformers output will then be bought to the Main Control Room
incomers, paralleled and then through the outcomer fed to the 66 kV Switchyard. Then
the power will be evacuated to the 66 kV Central Switchyard.
5. 66 kV Net Metering set consisting of 66 kV CT’s, 66 kV PT’s and will be installed as per the
guidelines of Discom before evacuation of power to the 66 kV Central Switchyard.
The cumulative generation from each of the individual Solar Projects namely 20 MWp, 10 MWp and
4 MWp will be paralleled and then evacuated through the 66 kV Central Switchyard to the
Substation. There will be a 66 kV Net Meter installed in the Central Switchyard before evacuation to
the substation.
The grid in India has been divided into five zones, namely North, East, North-East, South and West. All
the five zones operate as individual islands, sourced by hydel / thermal / gas / diesel / wind / solar /
nuclear power generating stations with all stations synchronized and cater to load demands in each
of the zones; these zones are also interconnected through HVAC network connection for sharing the
loads.
Major generating stations feed into load dispatch centers at 400 kV, 220 kV and 110 / 132 kV levels and
smaller stations at voltage levels 66 kV and 33KV respectively.
Scope of Work
Staten Solar scope of supply & work includes design, engineering, manufacture,
procurement & supply of equipment, and materials, testing at manufacturers works,
inspection, packing and forwarding, unloading at site, associated civil works, services,
installation, erection, testing and commissioning of 34 MWp Grid Interactive Solar Power
Plant with associated equipments and materials on turnkey basis at proposed site.
Project Schedule
Once the order is placed with us, we can get the plant installed and commissioned within
months (including max lead times of approx. months for major components). The actual time
taken for installation and commissioning including all activities, once all the materials are on
site and detailed design is complete, is approx. 4 months.
The following provides an indicative project schedule – the precise duration depends on site
specific conditions like road access, soil conditions, topography, and time of the year (seasonal
variations).
The delivery date of the project depends on the date of the order and on the achievement of
the land preparation and civil works in due time. The time schedule given above is for
information purpose as it should be reviewed after understanding your ability to achieve the
required permits & financing and detailed definition of the site conditions. We will create a
detailed optimal project plan exploiting opportunities for parallel execution (working in
collaboration with you) after the order is placed with us.
Commercial Terms
For the desired 34 MWp PV Solar system, we offer the following configuration and pricing for
complete EPC. The following prices are exclusive of state and local taxes which are to be billed as
applicable at actuals.
The above prices do not include any duties, state & local taxes etc. and will be billed as
applicable at actuals.
Our estimated Excise, Customs Duty, & Central/State taxes etc. for the project is as follows :
We offer a 10 year O & M with this proposal. The price for O&M activities listed above for the
first year escalating at 7% year over year for the following years.
Scope & Cost of Transmission line from client’s Substation to EB Substation not included.
The above quoted prices remain valid for a period of 15 days only.
For foreign content, USD ~ INR is assumed to be Rs. 60. Any variation in the assumed rates to
be borne by AIL International at actuals at the time of opening the LCs.
In the event, Govt. of India imposes Anti-Dumping Duty on any of the components of the Solar
Power Plant; the additional cost due to this duty would be borne by the Developer.
Payment Terms
1) 20% of Total EPC contract price ( supplies + services) shall be paid as advance along with
purchase order
2) Transferable LC to be issued for 80% of Total contract value which is to be adjusted
progressively as per steps a, b & c. This LC should be issued at the time of release of advance.
LC becomes due as below -
a. 20% on submission of design documents.
b. 55% on progressive basis upon Material reaching site.
c. 05% of Total EPC contract price shall be paid after three months of commissioning
within 7 working days of the submission of the Invoice.
Following are the details of exclusions and assumptions for your 34 MW DC Solar Power Plant:
1. Site Survey: It is assumed that Staten will be provided a professionally prepared soil,
geotechnical and topographical survey-report of the site. Cost of getting these surveys done is
not considered.
2. Site Assumptions: It is assumed that the site is of level land and clear of all obstructions
including trees/vegetation/buildings/poles etc. Area cleaning/leveling has not been
considered. Fencing of plot; and construction of bore well is not included in Staten Solar India
Pvt. Ltd. scope of work.
3. Water Treatment Plant: STATEN shall make all necessary arrangement for Construction Water,
pumping and transport of water to the working Site along with suitable storage arrangement.
4. Construction Power Facility: STATEN shall make all necessary arrangement for Construction
Power during the construction of the project.
5. Plot & Soil Condition: Normal soil conditions are assumed. Any abnormalities in soil or
presence of rocky terrain will lead to extra cost. Cost of soil survey and investigation will be
extra.
6. License Fees: Fees for various statutory compliances and licenses needed from governing
bodies for concessional taxes and other matters will be provided by The Developer. The
liaisoning and co-ordination with the governing bodies will be done by the Developer. Staten
Solar will provide all assistance which will be required for the same.
7. Overstay Compensation: If the project is delayed beyond 15 days from scheduled date of
completion, due to any reason not attributable to Staten Solar India Pvt. Ltd., and due to
commercial reason, overstay charges to be paid by owner.
8. All Taxes and duties Extra as actual applicable at the time of invoicing.
9. The validity of this proposal is 15 days.
10. Scope & Cost of Transmission line from client’s Substation to EB Substation not included.
Interconnection to the grid needs to be done by the local utility.
11. Monitoring system other than basic monitoring not included.
