Pokémon Rocket Edition POC Guide by Metleon
Introduction: In Pokémon Rocket Edition, you play as a member of Team Rocket and are able to steal Pokémon from more trainers as you go up in rank in addition to
ones you could normally catch in the wild. You can get all 8 badges, but they're not required to beat the game. Because of this, I've divided the game into the 11
Key
missions you go on and the post-game. Some Pokémon can be stolen from the bosses of missions, however, I have these counted as part of the next mission. All of my
Steal reccomendations for the best places to catch Pokémon are based on the original Fire Red, but I can confirm that all of these Pokémon can be found in those areas. This
Catch game never gives you the Pokédex, so you'll need to keep track of your Pokémon obtained manually.
Gift/Purchase/Trade
Mission 1: Mt. Moon (51 Pokémon) Start out by picking up your Rattata and completing the stealing tutorial as normal. Make sure to steal Spearow, as you'll be able to catch a wild Pidgey on Route 7.
After that, you want to buy as many Great Balls as possible. You can obtain a hidden PP Up in the bottom right plant of the B1F of the hideout and a second one at the
Rattata Gift from Proton
dead end just south of where you exit to Route 7. You can also buy one of each drink on the roof of the Celadon Department Store and give them to the little girl in
Raticate Evolve Rattata at Lv 20 exchange for TMs. Selling all of this loot will net you 22 Great Balls.
Spearow Steal from Little Girl Susie in Celadon City
You can now begin to capture wild Meowths on Route 7. You want to catch 5 of them with the Pickup Ability, which can give you items after battle. This Ability will
Fearow Evolve Spearow at Lv 20 mostly give you Berries, but can give you Rare Candies, PP Ups, Nuggets, and TM10. The Rare Candies will save you a lot of time grinding for levels, and the other
Pidgey Wild on Route 7 items can be sold for money. Despite this game giving out terribly low ammounts of money after battles, you shouldn't have much trouble with money due to all the
items you get. The best way to use Pickup is to have one Pokémon you're training in the front of the party and fill up the rest of it with 5 Pickup Meowths. The drop table
Pidgeotto Evolve Pidgey at Lv 18
doesn't depend on level like it does in later games, so you don't need to bother leveling them up. You'll almost certainly get a Technician Meowth at some point, so
Pidgeot Evolve Pidgeotto at Lv 36 evolve that one to keep your Pickup squad.
Growlithe Wild on Route 7
You may as well catch the other wild Pokémon and steal a Poliwag from Gambler Robert while you're here. You want to steal Poliwag instead of Bellsprout because
Arcanine Evolve Growlithe with a Fire Stone you'll need two more Poliwag later, and there's a trainer later on who only has Bellsprout and Oddish. You can also grab the Eevee from the top of the Celadon
Meowth Wild on Route 7 (Catch 5 with Pickup) Appartment Complex where it normally is. You'll need to evolve it into Umbreon, since you can steal the original three Eeveelutions later, and there's only one Sun
Stone in the game, which you'll be using to evolve Gloom into Bellossom. You can steal Espeon later on, as well, so you'll be able to get all 5 Eeveelutions.
Persian Evolve Meowth at Lv 28
Oddish Wild on Route 7 After that, teach Fly to a Pokémon and head to Mt. Moon. After watching the couple cutscenes in the beginning of Mt. Moon, head down and pick up the Moon Stone
Gloom Evolve Oddish at Lv 25 they point out to you and the hidden one at the end of the cave. Be sure to not trigger the cutscene with the fossil Pokemaniac, as that's considered the start of the end
of this mission. You now need to steal 4 Pokémon from trainers, catch 4 wild Pokémon in the caves, and buy the Magikarp from the salesman in the Pokémon Center.
Vileplume Evolve Gloom with a Leaf Stone Your current rank only lets you steal from Little Girls, Gamblers, Bug Catchers, Youngsters, Campers, Picknickers, Gentlemen, Captain Arab, and Mr. Fuji, but you can
Poliwag Steal from Gambler Robert on Route 7 fight the other trainers in the cave for experience; you don't need to worry about skipping them because you won't need to steal any of their Pokémon later on. Note that
you can only steal either Caterpie or Weedle from Bug Catcher Kent and will have to steal the other's evolved form Bug Catcher Robbie. Whichever you choose, you
Poliwhirl Evolve Poliwag at Lv 25
can get the other first form Bug in the next section.
Poliwrath Evolve Poliwhirl with a Water Stone
Eevee Gift in Celadon Apartment Complex You're going to need two more Moon Stones in this section to evolve all of your Pokémon, so you need to use Thief to steal them from wild Clefairy. The TM for Thief
can be found in the same area as Little Girl Amanda and can be taught to Rattata and Meowth, among other Pokémon. Just make sure that your Pokémon isn't holding
Umbreon Evolve Eevee with a Moon Stone an item at the time and remember that wild Clefairy only hold Moon Stones 5% of the time. Also, the encounter rate for caves is even lower in this game than the
Magikarp Buy from the salesman in the Mt Moon Pokemon Center original Fire Red, so I think using Oddish's Sweet Scent is the fastest way to generate encounters.
Gyarados Evolve Magikarp at Lv 20 After you watch the cutscene outside Mt. Moon, you have access to the B3F of the Hideout. Go to this floor and head straight down from the stairs to find the Coin
Zubat Wild in Mt Moon Case. You're going to need a total of 18,479 Coins to buy everything here, which requires 364,000 Pokédollars after picking up the hidden coins in the Game Corner.
Golbat Evolve Zubat at Lv 22 You shouldn't have much trouble buying everything after taking care of grinding, since your Meowths will keep Picking Up items you can sell. If you're really concerned
about money, you can train a Meowth up to Lv. 30 without evolving it to learn Pay Day. This will give you extra money equal to the Pokemon's level x 5 every time you
Crobat Evolve Golbat with High Friendship use it.
Geodude Wild in Mt Moon
The best place to grind levels right now is Route 7. It has a much higher encounter rate than Mt. Moon, and the Pokémon give about the same Experience. Remember
Graveler Evolve Geodude at Lv 25 that Trade Evolution Pokémon like Graveler and Kadabra can be evolved via leveling up in this game. Gen 2 evolutions can also be obtained right away. Most of these
Golem Evolve Graveler at Lv 40 are simply through level up. Pokemon like Magikarp and the second stage Bug you steal will have to be switch trained for the majority of their levels, and other
Paras Wild in Mt Moon (it's guarenteed on the middle floor) Pokemon may need to be switch trained for their first couple levels. Abra, however, can learn Hidden Power, so you may not need to switch train it if you get a good
Base Power.
Parasect Evolve Paras at Lv 24
Clefairy Wild in Mt Moon (the lowest floor is best) After you've evolved everything, head to the end of Mt. Moon to watch the fossil cutscene and defeat Red for a ton of money. He should be no problem with your
overleveled team. After the next cutscene, report to Giovanni for your next mission.

Mission 2: Bill (65 Pokémon) The second mission involves convincing Bill to make Porygon for Team Rocket. You can now head through the Saffron Gate by paying 200 Pokédollars. Routes 24 and
25 require 6 steals total, but the only wild Pokémon you need to catch is the Bug you missed in the last section. You'll also need to go back into Mt. Moon to steal your
Venonat Steal from Bug Catcher Cale on Route 24
5th Moon Stone from a Clefairy. Like the last section, you don't need to save any trainers for later, but you do need to make sure you steal the Nidoran you don't already
Venomoth Evolve Venonat at Lv 31 have from Picnicker Kelsey.
Sandshrew Steal from Youngster Timmy on Route 24
The best places to finish grinding are probably Routes 24 and 25. Although, this section doesn't require anywhere near as much as the last one, as the Pokémon you
Sandslash Evolve Sandshrew at Lv 22 steal come at a decent level, and you can get some experience in Mt. Moon while looking for a Moon Stone. Once you get everything you need, you can talk to Bill.

IMPORTANT: After this section, you'll begin to have a bounty. This goes up whenever you steal Pokemon, which you'll be doing a lot more of in this run. As it gets

higher, fewer and fewer shops will let you buy items. The Celadon Department Store will stop selling to you when you have any bounty at all, so you should buy all the
Ekans Steal from Camper Shane on Route 24 evolution stones you need for the rest of the game in this section. In total, you'll need 1 Fire Stone, 1 Water Stone, 1 Thunderstone, and 2 Leaf Stones for the remaining
Arbok Evolve Ekans at Lv 22 sections. If you do forget to get the stones, it's possible to pay your bounty down by turning in Pokemon and bribing officers, so you're never completely stuck. You'll
also need to catch 13 non-legendary Pokemon throughout the game, 6 of which come before you have access to Ultra Balls, so you should stock up Great Balls as well.

Mission 3: S.S. Anne (90 Pokémon) The third mission allows you to take on the game's first sidequest. By talking to the Karate Master outside of the Fighting Dojo, you can learn that he wants you to stop
Mr. Psychic from handing out TMs to trainers. By refusing Mr. Psychic's offer of a TM for Psychic, you can battle him and defeat him. After that, report back to the Dojo
Hitmonlee/Hitmonchan Reward from the Fighting Dojo Master after completing his sidequest
Master and pick up either Hitmonlee or Hitmonchan.
Psyduck Steal from Camper Ricky on Route 6
Golduck Evolve Psyduck at Lv 33 Yet again, you can challenge all of the trainers in this section without saving them for later. This makes grinding slightly easier. Just make sure to always steal new
Pokémon and especially make sure to steal Magnemite from Gambler Dirk; you'll be able to catch a wild Voltorb in the next section.
Pikachu Steal from Picnicker Nancy on Route 6
Raichu Evolve Pikachu with a Thunder Stone Before heading through Diglett's Cave, be sure to buy another Abra so you can trade it for a Mr. Mime. You can also buy a Flashlight in this area, which has the same
effect as the move Flash outside of battle. This can be helpful for traveling through Rock Tunnel later, which you'll need to do for a couple steals and captures.
Farfetch'd Steal from Pickier Isabelle on Route 6
Doduo Steal from Camper Jeff on Route 6 For grinding, every Pokémon other than Magnemite and Ponyta can easily take out Digletts in Diglett's cave. This area has a low encounter rate (I think it's been
Dodrio Evolve Doduo at Lv 31 lowered even further just like Mt. Moon), but Digletts give almost double the experience of anything on Routes 6 and 11 besides Drowzee. Magnemite can easily be
trained against the Sailors and Fisherman on the S.S. Anne, and Ponyta can be trained against other trainers until it's a high enough level to outspeed Diglett. Dugtrio
Horsea Steal from Gambler Hugo on Route 11 can also give a ton of experience, but can be dangerous.

The end of this mission comes with fighting the captain of the S.S. Anne. Make sure to steal Krabby from him, as the alternate Tentacool comes one section before the

Mission 4: Pokemon Tower (107 Pokémon) After checking back in with Giovanni, you get sent out on your next mission to harass Mr. Fuji. It's possible to steal your second Poliwag in this section, and it's easier to
trade Poliwhirl for Jynx now and get one up to Lv. 40 for a Politoed later. Don't worry about Gambler Stan's Voltorb, as we can catch a wild one in this section on Route

Kingler Evolve Krabby at Lv 28
Jynx Steal Poliwag from Gambler Stan on Route 8, evolve it into Poliwhirl, and trade it for Jynx in Cerulean City Speaking of Route 10, you can actually access it from the Cerulean side, despite there being a bush in the way. Now that you've defeated Captain Arab, Cut masters in
training will chop down those Cutable trees for 1000 Pokedollars per section. However, the ones on Routes 9 and 10 are the only ones that you can clear until the next
Voltorb Catch on Route 10 section. This lets you get to Route 10 more easily than going all the way through Rock Tunnel. Also, the Picknicker you need to steal an Exeggcute from is the 3rd
Electrode Evolve Voltorb at Lv 30 trainer you come across when heading through from the north. I recommend catching an Onix on the same floor while you're here and only going in from the south to
take on the trainers.
Machop Catch in Rock Tunnel (the upper floor is best)
Machoke Evolve Machop at Lv 28 For grinding, Rock Tunnel and the Pokemon Tower are both good places depending on who you're leveling up. The Rock-types in Rock Tunnel go down easily to
Machamp Evolve Machoke at Lv 45 Cubone and Machop's Ground and Fighting moves, while Voltorb, Onix, and Gastly are better off fighting Ghost-types. Use the trainers in the Pokémon Tower to train
Voltorb, Onix, and Gastly, as well.
Onix Catch in Rock Tunnel (the lower floor is best)
Steelix Evolve Onix at Lv. 36 After you obtain all the Pokemon you need, fight Mr. Fuji and steal his Ditto. While you could steal Lickitung, you can simply trade your Golduck for one later on, while
you'd need to catch a Ditto in the Pokémon Mansion.

Mission 5: Professor Oak (110 Pokemon) After completing the Fuji mission, Giovanni will promote you to Admin. This lets you steal from all female trainers in the game, which includes Lasses, Beauties,
Mediums, and Daisy Oak. Giovanni tells you that you can steal from male teenages, but you can't steal from Super Nerds, despite the fact that I'm fairly certain they're
Ditto Steal from Mr. Fuji in the Pokemon Tower
supposed to be teenages. The only Pokémon required for this section are the Ditto you already stole, a Tentacool you can steal, and its evolved form.

Mission 6: Blaine (135 Pokémon) You're next mission involves beating up Blaine's Pokémon and forcing him to make Porygon for Team Rocket again. You're given HM03, which teaches Surf, which
opens up pretty much the entire Kanto region. Red has also presumably cleared the Snorlax out, as they're no longer there. Immediately put Chansey in your party so

it's happiness will increase while you're going around and getting other Pokemon.

Staryu Steal from Swimmer Connie on Route 19 The Pokémon lists for previous sections have been a pretty clear cut route for which trainers or patches of grass you're going to encounter in order due to the linear
path of previous missions. However, there are basically 3 routes you can take to get to Fuschia and Cinnabar and many different trainers that give you Pokémon like
Starmie Steal from Sis & Bro Lil and Ian on Route 21 Goldeen. The list on the left is for the path that starts in Pallet Town, heads down to Cinnabar, and then over and up to Fuchsia, making sure to keep evolutionary lines
Omanyte/Kabuto Steal a fossil from the Researcher in the Pewter City Museum and revive it on Cinnabar Island intact.
Omastar/Kabutops Evolve your fossil Pokemon at Lv 40
Note that you can steal Starmie from a pair of trainers on Route 21. This is why you only needed to buy 1 Water Stone back before finishing the 2nd mission.
Koffing Catch in the Pokemon Mansion
Weezing Evolve Koffing at Lv 35 or catch in the Pokemon Mansion Since you can now get to Cinnabar and Fuchsia, you can buy Ultra Balls. However, you'll need to pay down your bounty first. I was able to buy from both of their Marts
when my bounty was 11,000 Pokedollars, so the game probably requires it to be under 20,000 for these shops. You'll want to buy as many Ultra Balls as you can, since
Grimer Catch in the Pokemon Mansion you'll need to catch Mew in this section and 5 more legendaries in future sections. Mew's located in the truck near the S.S. Anne, but you'll need Strength to encounter
Muk Evolve Grimer at Lv 38 it. You need to complete the full Underground Pass and Pewter City Nurse Joy sidequests to get HM03, and you can use Strength while you're right next to the truck to
start the encounter with Mew.
Politoed Steal Poliwag from Swimmer Melissa on Route 20 and evolve Poliwhirl at Lv. 40
Goldeen Steal from Picnicker Missy on Route 20 To get into the Safari Zone, you need to go talk to Koga and get a fake employee badge for the Safari Zone. You also need to speak to the Warden from the back to
Seaking Steal from Swimmer Tiffany on Route 20 knock out his teeth and steal them. This way, when the Safari Zone guards ask him if you're a real employee, they won't be able to understand a word he says. Since
you're getting in as an 'employee' you'll need to use your own Balls to catch the Pokémon in here, but they also won't run away. This makes it much easier to catch the
Shelder Steal from Swimmer Nora on Route 20 Pokémon overall.
Cloyster Evolve Shelder with a Water Stone
The two difficult ones to catch are Tauros and Kangaskhan. Assuming the encounter rates haven't been changed from the original game, Tauros has a 4% chance to
Seel Steal from Swimmer Shirley on Route 20
spawn in the Left Area, while Kangaskhan has a 1% chance to spawn in the Left Area and a 4% chance to spawn in the Right Area. When you're finished catching
Dewgong Evolve Seel at Lv 34 everything in the Safari Zone, make sure you don't fight the man that gives out HM03 in the back. You need to fight him later to steal his Pinsir, as this will be the
Slowbro Steal Slowpoke from Swimmer Anya on Route 19 and evolve it at Lv. 37 earliest you can obtain one. The only other battle you need to avoid in this section is the double battle Crush Kin Ron & Mya on Route 15. Also on Route 15, you can
steal a second Gloom for later. You can still catch wild Oddish and Gloom, so it's not as critical as the other duplicate steals.
Lickitung Trade a Golduck on Route 18
Rhyhorn Catch in the Safari Zone (the Center Area is best) The Safari Zone is probably the best place to grind overall, but the Pokemon Mansion is good for training Water-types. Poison-types should be trained on Route 21,
since the grass only contains Tangela.
Rhydon Evolve Rhyhorn at Lv 42
Kangaskhan Catch in the Safari Zone (the Right Area is best) After you obtain everything, head to the Basement of the Pokémon Mansion to where you normally find the Secret Key to fight Blaine. When you exit the Mansion, your
Tauros Catch in the Safari Zone (the Left Area is Best) pager will go off to tell you to get back to the Hideout.
Mission 7: Silph Co (135 Pokémon) There's no new Pokemon in this section. Just find the 6 Scientists and lock them up before heading up to the President's office. Just don't fight the Policeman closest to
the elevator on the 7th floor until you complete this mission.
Mission 9: The Catastrophe (141 Pokemon) The next mission Bill gives you is to find and capture the Catastrophe. You'll have to go through Cerulean Cave to fight Mewtwo, and you can catch a Wobbuffet in
there. Make sure you're stocked up on Ultra Balls if you can buy them before Flying to Cinnabar, as you'll only have access to the Pokemon Center once you get there.

Mission 10: Oak's Basement (142 Pokemon) The only new Pokemon here is Missingno. from the last section. Use the Crowbar to get into Oak's Lab and fight your way through the basement.

Mission 11: Champion (164 Pokemon) After heading to Viridian City and speaking to Giovanni, he tells you he's leaving Team Rocket and putting you in charge. This is the final promotion, and you can now
steal from every trainer in the game. Before you face any Gym Leaders, you need to head towards Victory Road. You're actually able to fight the guards rather than

having them let you through by having the appropriate badges. Most of them have Johto Pokemon that you can't find anywhere else.
Granbull Steal from Guard Eric
Noctowl Steal from Guard Douglas All but one of the trainers in Victory Road has new Pokemon for you to steal. Any of the choices listed are equivalent, since you can't breed in this game. The only steal
that gets you two Pokemon is Pupitar, since it can evolve. This won't take long, since it can defeat Brock and Lt. Surge easily, and you can dump all your spare Rare
Murkrow Steal from Guard Sam Candies on it.
Ursaring Steal from Guard Bret
Only the first three Gym Leaders have Pokemon you need to steal, and they're all Pokemon you technically could have gotten earlier, but that wouldn't have allowed
Houndoom Steal from Guard Ben
you get 171 Pokemon by the end of the challenge. Lt. Surge's Electabuzz may seem equivalent to Jolteon, but you can catch an Electabuzz in the post game.
Skarmory Steal from Guard Jordan
Omastar/Kabutops Steal from Brock (Steal the one you don't already have) Once you've stolen everything you need to, head into the Pokemon League for the final couple of battles. Since you can go back after defeating Agatha without having
to lose a fight, I've placed her Misdreavus in this section. However, once you go into the Hall of Fame, there's no going back without losing to Red or Oak. As such, their
Vaporeon Steal from Misty Pokemon are part of the post-game.

get money through trading in old Pokemon to Team Rocket or using Pickup, you can buy as many Ultra Balls as you like. You can't actually face the E4 again, even

Venusaur Steal from Oak Blastoise.
Electabuzz Catch in the Power Plant
There's also no way to get to the Sevii Islands in this game, and even trying to hack in the Tri Pass or Rainbow Pass will just give you one of the Key Items exclusive to
Articuno Catch in Seafoam Islands this Rom Hack. This means no breeding, which would have given you a ton more Pokemon.
