ROAD CLEARING OPERATIONS


DISPLACEMENT STRATEGY

I. RATIONALE

Memorandum Circular No. 2020-027 or Continued Implementation of the


President Directive to Clear Roads of Illegal Obstructions (Road Clearing 2.0)
provides that one of the responsibilities of local government units shall be the
implementation of a displacement strategy for those affected by the conduct
of road clearing operations.

The Road Clearing Operations 2.0 was suspended by the Department of


Interior and Local Government (DILG) in accordance with the declaration of a
State of Public Health Emergency by the President of the Philippines due to
the Corona Virus Disease 2019 (COVID-19).

On October 27, 2020, the DILG issued Memorandum Circular No. 2020-145 or
Continuation of Road Clearing. The same Memorandum provides for the
Expected Degree of Implementation of the LGU based on the given
Community Quarantine Classification.

The Municipality of Floridablanca is now under Modified General Community


Quarantine (MGCQ) and it is expected to fully implement the Road Clearing
Operations under its jurisdiction. Consequently, there is a need to formulate
displacement strategies to effectively and efficiently implement the Road
Clearing Operations.

II. DISPLACEMENT STRATEGY

A Displacement Strategy is hereby created for those affected by the conduct


of road clearing operations. The table below will show the strategy to be
implemented based on the type of obstruction.

The Barangays are hereby directed to continue the implementation on the


road clearing directive and to implement the displacement strategy
formulated by the Technical Working Group of the Municipality of
Floridablanca on Road Clearing operations.
