EXECUTIVE SUMMARY
WEHOIT, LLC’s scope of services during phase one of this MWBE Business Development Project were to
evaluate existing construction contractors, identify potential local and mid Missouri contractors for the
Columbia Housing Authority’s (CHA) Affordable Housing initiative, conduct a presentation, and plan a
networking event to bring the CHA, local contractors, and city leadership together to discuss follow-up
actions. This included gathering data that would assist with the development of an overall Supplier
Diversity Program (SDP) in the city of Columbia that extends beyond the CHA projects.
WEHOIT, LLC presented information to the CEO of CHA and the Central MO Opportunity Council
(CMOC), a recently formed African American leadership group, regarding the status of this project. This
presentation was facilitated by Tim Person and discussions included CMOC who provided updates about
contact made with the City Manager. The need for other city leaders to become involved in addressing
Columbia’s business and job opportunity concerns were expressed. Examples of Ferguson, MO’s unrest
in comparison with Columbia’s problems were given, and the need for a SDP for the city of Columbia
was strongly urged.
In addition, our company was responsible for helping to plan, set up, and encourage participation in a
grand finale outreach event designed to increase MWBE contract opportunities. Therefore, the CHA, EM
Harris, a prime contractor for CHA, the CMOC, and Tim Person combined efforts to invite companies,
organizations, and individuals that were interested in participating in this well attended networking
event.
This networking event was attended by leaders from Regional Economic Development Inc. (REDI), Small
Business Development, University of Missouri & Technology Development Center (SBDTC),
representatives from Missouri University (MU), The Housing Authority of Booneville, Housing & Urban
Development (HUD) Kansas City, MO, and the local NAACP among others. State participation by the
Department of Economic Development (DED) and the MO Department of Transportation Administration
(MoDOT) was evident and appreciated during this interactive session of discussion and follow up.
Unfortunately, the Missouri Office of Equal Opportunity (OEO) and the Office of Administration (OA)
representatives were not present due to a scheduling conflict. Columbia’s Mayor and City Manager were
unable to attend. The Chamber of Commerce and Job Point representatives were not able to attend. No
media representative was present to our knowledge. More attention to CHA’s MWBE Business
Development Project and the city’s Strategic Plan (2016-2019) that addresses economic and social
disparities in Columbia is needed.
In an effort to collaborate our efforts with city leaders who have similar concerns regarding business
opportunities and job creations, WEHOIT, LLC attended Columbia’s a recent press conference, which
unveiled the city’s Strategic Plan for 2016-2019. Afterwards, WEHOIT held meetings with REDI, SBDTC,
CHA, the Board of Education President, the MoDOT Civil Rights Director, the Director of Youth Build,
Trades & Housing Program at Job Point, and CMOC.

At the end of this process, a follow up email letter (attached emails) was sent to, REDI, SBDTC, Phil
Steinhaus, Lester Woods Jr. (COMO) and Tim Person . Feedback and suggestions for proposed action
strategies was requested. As the economic and social conditions in the city of Columbia are being
addressed, Stacey Button Director of REDI, Virginia Wilson Director SBDTC, and Tim Person responded.
Comments regarding the city’s strategic Plan (emails attached) and possible training ideas from Stacey
and Virginia respectively are being considered.

INTRODUCTION
The Minority and Women Business Enterprise (MWBE) community is often criticized for not taking
advantage of government contracting opportunities. The business community at large finds it difficult to
identify local MWBEs relative to this particular project. Prior to this MWBE Business Development
Project initiated by the Columbia Housing Authority (CHA), its outreach effort has been ineffective due
to slow responses and high bids.
To combat this problem, WEHOIT, LLC was hired to focus on local targeted MWBE contractors and
assess these local MWBEs for feedback. Site visits or “ground” engagements along with interviews were
conducted to collect data about the companies experience and capability. A list of pre-designed
questions was asked that would provide necessary information needed to assess and assist these
businesses and position them for success. These questions serve additionally as a basis for identifying
problem areas and helps to determine further assistance those businesses may need to experience
more successes. Most importantly, this data will help to determine additional actions that are needed by
CHA, city leadership, and the MWBE community as Phase II of the Housing Initiatives continues.
During the first 30 days, WEHOIT, LLC contacted t these businesses via email. An introduction letter
(attached) via email with the Columbia Housing Authority’s (CHA) program description (attached) was
followed by phone calls. This method was repeated within a few days, and generated additional onsite
visits. This MWBE Business Development Project began with 33 local targeted MWBEs that needed to be
contacted during phase one of this project. Five additional local companies were identified and include
ATF Construction, Craftsmen Masonry & Restoration, Stanton Consulting, USA Transportation Logistics,
LLC, and Wilhoit Investment Network, LLC (Master List of Firms attached).
A list of 20 Disadvantaged Business Enterprises (DBE) was provided by Lester Woods Jr. Department of
Transportation (DOT) and contained six companies from the original list of 33.The remaining 14 DBEs
have not been contacted to date. The reason is due to the distance outside the Columbia area. This
brings the total number of potential MWBE contractors to 38. Of the 38 firms, eight of those companies
were either no longer in service or were not interested in participating in this project however, 16
interviews have been conducted with existing and potential local MWBE businesses as of October 27,
2015.
Additional information (emails attached) regarding incentives for employers to hire trained individuals
for their workforce was provided by Tim Person and John Douglas, E M Harris. This Rewards Program
email was followed by an email to the coordinator of this program from this author. The purpose as
always was to determine how we could work together to help achieve the objectives of CHA, however
there was no response.
Outreach to other business leaders and organizations have been positive and consistent. Shortly after
the networking event, WEHOIT, LLC contacted business leaders to determine proposed follow up
strategies. Stacey Button, Director of REDI, Virginia Wilson, Director SBDTC, and Tim Person responded.

1.1 MWBE BUSINESS DEVELOPMENT PROJECT OVERVIEW
In order to do its part in increasing minority and women owned business enterprise (MWBE)
participation, and to meet the mandated requirements of city, state, and federal government, the
Columbia Housing Authority (CHA) has implemented this MWBE Project. The goal is to assist with the
development of a sustainable Supplier Diversity Program that includes a commitment to diversity by
Columbia’s major procurers of goods and services.
The CHA and Tim Person & Associates (TPA) are leading this outreach effort to increase minority and
women participation. Additional support from the African American leadership community is
imperative. Stronger and effective communications between government and MWBEs is necessary and
will have a positive and profound effect on the city of Columbia.
The city of Columbia recently announced it three-year (2016-2019) Strategic Plan. As it relates to the
economy this plan stresses living wage jobs, median wage gap between white and minority households,
and skill gaps in the labor market. There is a correlation between CHA’s project and the city’s Strategic
Plan in that both are focusing on creating job opportunities for minorities.

1.4 SOURCES AND METHODS
WEHOIT met with Phil Steinhaus, CEO of CHA and Tim Person, Consultant for CHA to get an overview of
the housing situation. We also discussed the disparity and income gaps that exist in the city of Columbia.
Additionally, We met with two individuals from the Central MO Opportunity Council (CMOC) Lester
Woods Jr. Civil Rights Director for the MO Department of Transportation (MoDOT), and James Whitt,
Board of Education President. This meeting was held immediately after a recent city press conference
was held to announce its 2016-2019 Strategic Plan.
The primary purpose of this meeting was to discuss how we could work together to achieve the
objectives of CHA. As clients of Regional Economic Development Inc. (REDI), we met with Director
Stacey Button and Executive Vice President Bernie Andrews. Our purpose was to update them about our
overall business initiatives while seeking collaboration and support of CHA’s MWBE Business
Development Project.
This meeting was not a duplication of prior meeting(s) held with REDI by TPA. It was an attempt to
update them about our overall business, strengthen our relationship with REDI, and to discuss the
overlap between the city’s economic vision for African Americans and CHA’s MWBE Business
Development Project. The meeting was positive and generated additional resources that could be used
later in the project. Tim Person and John Douglas of E M Harris (prime contractor for this project)
provided important information concerning CHA’s Patriot Rewards Program. This program is designed to
create incentives for employers to hire trained individuals for their businesses (attached emails).
FINDINGS
1. Although progress has been made, there is still a problem. For example, the slow response to our
initial emails and phone calls seem to stem from small businesses not checking emails regularly.
Some contact information was incorrect including their primary services, which indicated wrong or
non-existing NAICS codes. Some businesses did not understand the certification process or how
being certified as a MWBE benefited them. Some companies indicated mistrust between local
contractors and slow response of general contractors to their bids. Six (6) respondents stated that
they had no interest in this project for various reasons, ranging from not being able to provide
services to not wanting to be placed in a MWBE category. Two (2) companies are no longer in
business.
2. There are additional reasons why potential local contractors are not bidding. These reasons relate to
a perceived lack of oversight by city government and, a lack of a systematic Procurement Program
that has a process of reviewing, monitoring, and tracking procedures. The lack of guidelines for
review of solicitations over $50,000 is critical as well.
Therefore, of the total 38 companies, fourteen did not respond to our original or secondary emails
and phone calls. This resulted in 24 remaining MWBEs and 11 interviews as of October 1, 2015.

3. Some MWBEs work out of their homes and have staffing problems. Others rely on word of mouth
and have no prime or bidding experience. Most companies are willing to travel outside of their core
market. There are 15 companies capability statements (attached) that provides additional
information about the MWBEs capabilities and experiences.
4. The attitudes of MWBEs in general toward government contracts borders on suspicion and mistrust
of general contractors, and those who administer government diversity programs. This includes all
levels of government. MWBEs perceive that although disparity studies are conducted with results
and recommendations, implementation of the recommendations are slow and resembles “good
faith efforts” rather than commitment to change.
5. The CHA desires higher local levels of participation in the MWBE Business Development Project than
those achieved to date. Experts say that finding qualified minorities and women to perform
construction work locally is limited to almost non-existent. Some MWBEs were aware of the MWBE
Business Development Project however, most were unaware of this opportunity. Recall that six (6)
MWBE firms showed no interest in the project. The reasons ranged from being unable to deliver the
services to not wanting to be in the category of a MWBE, among other reasons.
6. Most companies have difficulty obtaining loans, bonding, and insurance. One janitorial company
along with the companies they work with have found a creative way to address some of these issues
by working under the companies umbrella, therefore meeting necessary requirements to do the
work. However, the low bidding response from the local MWBE community remains a concern.
7. Many are not certified or, are not equipped and rained to do construction work. Almost all the
African American MWBEs worked out of their homes while most of the White MWBEs had a
business location. All of the MWBEs interviewed expressed a willingness to participate in the MWBE
Business Development Program. All expressed a willingness to travel within mid Missouri to
participate. Many are not certified or trained to perform construction work.
8. Awareness of current contracting opportunities is generally by word of mouth. Only about a third of
the MWBEs knew of any posted housing bid. Some MWBEs considered the posting of bids
inconvenient. This perceived inconvenience dealt with short open windows and little time to
prepare bid proposal. This was a principle reason for not participating in the bidding process.

RECOMMENDATIONS FOR INCREASING MWBE PARTICIPATION
1. Update MWBE and DBE contact and status information on a consistent basis including NAICS
codes.
2. Create a plan that monitor compliance guidelines while a systematic program is being
considered.
3. Create a system designed to help MWBEs obtain loans, bonding, and insurance.
4. Provide consistent training for construction work, certification, human resources, and
marketing.
5. Develop a plan that fosters trust and respect between city leaders, council members,
organizations,
7. Create a city wide Supplier Diversity Program that meets all the criteria necessary for this
program.
8. Create business and job opportunities that lead to more work for the MWBE community and
more jobs with higher pay. This is critical to the success of MWBEs, the local minority
community, and the City of Columbia
10. Form coalitions with other businesses that have a Supplier Diversity Program in place.
11. Establish a Small & Minority Business Development department to administer the MWBE
Procurement Program
12. Establish reviewing, monitoring, and tracking procedures of MWBE participation on city
procurement throughout all phases of a project. Establish guidelines for department that review
solicitations over $50,000.

CONCLUSION
The Columbia Housing Authority’s Minority Women Business Enterprise Business Development Project
was a success in achieving its objectives, during phase one of this project. The number of existing and
potential MWBEs increased from 33 to 49. To date 15 site visits/phone interviews have been made
evidenced by 16 capability statements with the exception of WEHOIT, LLC.
Fourteen newly identified companies have been added (sign- in master list) to the Master List of Firms.
All of these companies with the exception of two (2) were present at the Networking event. However,
some companies may not have signed in and were present. WEHOIT LLC has also been added to the
Master List of MWBE firms. The new companies are:

NETWORKING EVENT
Tim Person facilitated The Columbia Housing Authority and the Central MO Opportunity Council
Networking Event on October 26, 2015. Invitations created by Tim were far reaching and the meeting
was very successful. Representatives of E M Harris delivered an important presentation and answered
many questions along with Tim, to a very interested crowd of business leaders, entrepreneurs, and
contractors.
Lester Woods Jr. did a great job explaining on behalf of CMOC, the newly formed leadership group, and
its role in the community. He elaborated on points that explained the difference between certification
with the MoDOT and state certification with the Office of Administration, while making other important
points and answering questions. James Robnett, Department of Economic Development contributed
information that supported many of the points made by Tim and Lester. The meeting was interactive at
its best and many other leaders contributed to its success by networking, giving useful information and
supporting the effort.
The total number of CHA and CMOC invitations listed on the Master List Sign in Sheet totaled 75. There
were 49 signatures excluding some who did not sign in. WEHOIT, LLC emailed 41 invitations to MWBEs,
three (3) included REDI, and SBDTC. The remaining 34 invitations listed were handled by Tim Person, Phil
Steinhaus, by representatives of the CMOC or, by self-invitation. Sixteen business, city, and state leaders
attended this event of the 49 accounted for on the sign-in sheet. Representation from REDI, SBDTC,
Clergy, MU, NAACP, Housing & Urban Development (HUD) and other leadership were present.
Finally, the experience of a collaborated effort for people who have common MWBE and job-related
goals can make a huge difference when working together. Our work in addressing the needs of
minorities, women, and the citizens of Columbia can close the business and wage gaps that still exist
between Whites and African Americans in particular. We must consider the consequences of our actions
to resolve these differences of social and economic inequality.

THE COLUMBIA HOUSING AUTHORITY MWBE BUSINESS DEVELOPMENT PROJECT
DESCRIPTION (PROVIDED BY TPA & CHA)
The Columbia Housing Authority (CHA) has plans to redevelop over 700 units of housing at a project cost
of approximately $60,000,000 over a 7 to 10 year period. So far, three of the proposed projects been
awarded Low Income Housing Tax Credits (LIHTC) by the Missouri Housing Development Commission
(MHDC). With these award also comes the requirement that a portion of the dollars expended must go
to minority (10%) and women (5%) owned companies. This ratio must be equally allocated to both hard
(construction) and soft (professional fees) cost.
Like other similar, outstate (non-major urban areas) projects in Missouri, developers, clients, contractors
and others are scrambling to find qualified vendors to include as project team members. Many are
finding this task to be challenging. The CHA has begun the conversation of how to satisfactorily fulfill this
mission which is intended to enhance employment and economic opportunities while maintaining
quality of work and cost. This proposal is help the CHA meet those objectives and find ways to make
those companies sustainable to the extent they can provide services beyond the scope of government
mandated programs.
In addition to the MHDC projects, there are several other major procurers of services in the immediate
area (Columbia/Jefferson City markets), some that also have mandated participation programs. The
University of Missouri system, the State of Missouri and the Missouri Department of Transportation are
major purchasers of goods and services and frequently have large capital projects. All of these entities
have diversity programs that require the utilization of minority, women and disadvantaged owned
companies. The demand does exist, at all levels, for competent, capable firms.
The constant challenge is to find locally (Columbia/Mid-Missouri) based companies to fill that demand
versus bringing in firms from outside of the area. The City of Columbia has an approximate population of
115,000 people of which about 27,000 are minorities. Approximately 24% of the immediate area’s
population is minorities (11%) African American, 5% Asians, 4% Hispanic and 3% others). It is expected
that within the Mid-Missouri/Columbia minority and women communities there are both current and
future entrepreneurs whom will have opportunities with the CHA and its contractor if they choose to
participate. Within the region’s population it is very likely that a network of cleaning companies, home
repairs, painters, landscapers and other service and professional firms that may qualify as certifiable
minority and women owned companies and have the capacity to service these opportunities.
There should also be an ample population of persons that are talented employees in industries and
government that may see the opportunity to set up their own business in the private sector. The intent
is to help CHA and its development partners and contractors to identify and grow Columbia’s M/WBE
business community to service CHA projects and other projects in the region.
This effort should be defined not by short-term successes but creating and supporting long term, stable
entrepreneurs with the abilities to service the current and future projects of Columbia and mid-Missouri
markets. The overall goal is to successfully identify MBE/WBE’s that could bid and participate on CHA’s
LIHTC projects and other regional projects. The ultimate goal is to help stimulate new companies will
pay dividends to CHA and the community at large for many years.

As a subcontractor on the Columbia Housing Authority (CHA) Patriot Place project, I wanted to let you
know that the Columbia Housing Authority is committed to hiring as many local residents as possible
specifically those living in public housing.
In an effort to maximize this goal, interested applicants are being referred to Cornellia Williams, the
Family Self-Sufficiency Coordinator for CHA. Ms. Williams coordinates the local REWARD program (see
attached). There are many advantages in using Ms. Williams expertise and the REWARD program such
as:

It has come to our attention through Mr. John Douglas, subcontractor for Columbia Housing Authority
(CHA) Patriot Place Project, and Tim Person & Associates (TPA), Consultant for CHA, that you are the
Family Self-Sufficiency Coordinator who coordinates the local Residents Empowered: Working and
Reaching Dreams (REWARD) Program.
Although we have not met, we want to introduce our company via email to you, inform you of the Minority
Women Business Enterprise (MWBE) Business Development project that we are working on, and determine
how we can work together to assist each other by coordinating our MWBE Business Development goals with
your REWARD Program goals.
WEHOIT, LLC is a Consulting and Supplier Diversity firm located in Columbia, MO. Our primary focus is to
assist small and disadvantaged businesses enterprise’s (DBE), Minority Business Enterprises (MBE), and
Women Business Enterprises (WBE) with strategies that may help (to) grow their business through
contracting opportunities throughout central MO.
Our services have been contracted by TPA to assist CHA with a large capitalization project to upgrade and
expand its current housing stock. CHA’s project is a $60,000,000 project to modernize its current housing
stock and expand housing opportunities for working families in Columbia. The intent is to increase
contracting opportunity to the minority and women owned business communities.
The Reward’s Program which offers employers an incentive to hire a CHA resident and other targeted local
residents may also inspire MWBE contractors to participate in the REWARD Program. This Program can help
these contractors select additional qualified individuals while meeting contracting requirements relative to
human resources. Further, those MWBEs who have already been identified by both TPA & WEHOIT,
especially those interested in the CHA MWBE Business Development Project, could be notified swiftly
through a process we are currently using along with your current process.
Finally, we recently met Mr. Tyree Byndom a recruiter for JOB POINT at a press conference during the
announcement of its Strategic Plan. WEHOIT have not contacted Mr. Byndom at this time relative to our
MWBE Project and your REWARD Program. Perhaps you are working with him or the agency already
however if not, there may be an additional opportunity to collaborate our efforts with JOB POINT
particularly since Tyree’s recruiting objectives appear to be compatible with the overall goals of CHA, TPA,
WEHOIT, and the community at large. We welcome your thoughts and look forward to hearing from you as
