Course Objectives: Administrative Law as a subject of study may have appeared on the scene pretty late in the day; it has now come to stay and is standing
on its own legs. It is swelling like never before. The paper makes the student aware as to how Administrative Law gives voice especially to voiceless people
suffering in silence from the wrongs done by the administration and achieves harmony between liberty & power.

Pre-requisites: The students need to have elementary knowledge about the increasing wrongs done by the administration against the citizen.

 Historical perspective and evolution of Administration Law.
 Dichotomy and relationship between Constitutional Law and Administration Law: views of Keith, Holland &
Jenings.
 Basic principles in the context of Administrative Law: Rule of Law & Separation of Powers.
Anatomy of administrative action, Quasi legislative, Quasi Judicial & purely administrative action Judicial &
other controls on the aforesaid administrative actions.
Module II Principles of Natural Justice 25%

 Rule against bias.
 Principle of fair hearing.
 Reasoned decision.
 Doctrine of proportionality.
 Doctrine of legitimate expectation.

Module III Judicial Review of Administrative Action 25%

 Constitutional Remedies:-
i. General Principles
ii. PIL
 Writs.

Module IV Ombudsman 25%
 Need, importance & main features of ombudsman (Lokpal / Lokayukta at the Central/ State level respectively)
in India.
 Introduction of comparative study on Ombudsman.

Course Learning Outcomes: AFTER LEARNING THIS COURSE THE STUDENTS WILL BE ABLE TO
 have in depth study of control mechanism over the administration which Administrative Law aims at.

Pedagogy for Course Delivery: The basic objective of the course is to equip the students with the understanding corporate tax laws in India. The course is
covered by adopting a combination of lecture methods, class presentation by groups of students, self- study sessions. Case studies will be taken up to illustrate
real life situations
