History

Plumbarius – it refers to an individual who worked in the sanitary field of ancient Rome.

The Birth of Plumbing practice in the Philippines 17th Century.

Birth of plumbing profession in the Philippines is Intramuros.

In 1902, John F. Hass was the first Chief of Plumbing Construction and Inspection.

The National Master Plumbing Association of the Philippines (NAMPAP) was organized and registered
with the Securities and Exchange Commission in 1935.

Approval of House Bill No. 962 also known as R.A. No. 1378 was during 1954.

President Ramon Magsaysay did sign the R.A. 1378, otherwise known as the “PLUMBING LAW OF THE
PHILIPPINES” was during June 18, 1955.

The National Plumbing Code prepared by NAMPAP was promulgated and approved by Malacañang was
January 28, 1959.

NAMPAP President Jaime M. Cabase spearhead the updating of the Revised National Plumbing Code
was 1996.

September 30, 1999, the Board of Master Plumber Resolution No. 04 Series of 1999 that covered the
Adoption and Promulgation of RNPCP 1999 approved.

The Revised Plumbing Code of 1999 was approved by President Joseph Estrada was December 21, 1999.

The legality of RNPCP 1999 was based on what Section RA 1378 is section 4.

Basic Principles listed in RNPCP 1999 was based on section 5 of RA 1378.

Is the use of Air Admittance Valve as an alternative of vent pipes a violation of Principle no.12 on our

Plumbing

*Plumbing System:

Plumbing System – all water supply, drainage system and all fixtures and their traps complete with their
connection.

Plumbing system shall be subjected to such test to effectively disclose all leaks and defects in the
workmanship.
The waste in plumbing system contain many chemical elements which are determinantal to the piping
materials yet can be eliminated through proper ventilation. The element hydrogen is found to be in
large quantities that cause deterioration of piping materials.

The Code permits that a plumbing system installed before January 1, 1982, may be altered: without
complying with latest code requirements.

The organization, office, or individual responsible for enforcing the requirements of a code or standard is
the authority having jurisdiction.

*Plumbing Appliance:

Plumbing Appliance – any one of special class of device or equipment or intended to perform a special
plumbing function, such as motors, heating elements and pressure–temperature elements.

*Plumbing Appurtenance:

Plumbing Appurtenance – a manufactured device or prefabricated assembly or an on the job assembly


of component parts, and serves as adjust to the piping system and plumbing fixture.

*Master Plumber:

A Registered Master Plumber shall maintain a professional bearing consistent with an honorable and
dignified pursuit of his/her profession.

NAMPAP is a professional organization of Registered Master Plumber under PRC. The PRC accreditation
number of NAMPAP is 14.

Shall not take advantage of a salaried government to compete unfairly with a practicing Registered
Master Plumber.

Shall not allow of his/her License as Registered Master Plumber for a fee to an unlicensed Master
Plumber in plumbing works without his/her personal supervision.

Shall not advertise in self-laudatory language, act in any manner and engage in any practice which tend
to bring dishonor to the dignity of the Registered Master Plumber, NAMPAP and the plumbing
profession.

Act in an unprofessional manner and demand any remuneration other than his/her original charges
except for additional services not covered in basic contract.

*Plumbing Design and Installation:

Home run – is a plumbing design in which centrally located manifolds distribute water to each fixture
with dedicated hot and cold-water lines.
Piping, fixture, or equipment that are installed so that they interfere with normal operation and use of
windows or doors shall be relocate to avoid interference.

Plumbing shall be installed by Registered Master Plumbers with due regard to the preservation of the
strength of structural members and the prevention if damage to walls and other surfaces through
fixture usage.

The Code makes it clear that all materials used in the installation of a plumbing and drainage system
must conform to approved minimum standards.

Modern or state–of–the–art plumbing installation now require the close coordination of works among
Master Plumbers, Architects, Engineers to come up with the most efficient and economical plumbing
installation.

*Plumbing Code:

Plumbing Code – a set of regulation adapted by an administrative agency that has jurisdiction over
material and design specification in plumbing.

National Plumbing Code – the code that prescribed regulation on sanitary and industrial plumbing
installation inside the buildings and premises.

An adequate plumbing code is one of the most important governances in modern and healthful human
existence that involves air, water and food which is the basic necessities of life.

The Plumbing Code is used to enforce the law.

The primary purpose of the code in defining special terms is to avoid misunderstanding.

Suppose the date of the Code you are using has just become effective today. Let’s say you are adding a
bathroom to a residence. The Code defines the existing plumbing system as work installed prior to the
effective date of this Code.

Plumbing Code for the City of Manila is City Ordinance 2411.

The national plumbing code was approved January 28, 1959.

ANSI stands for American National Standard Institute.

Section 102.2 the particular section which mention that the practice of RMP is limitless in pursuant to
RA 1378.

Personnel
Health Officer – no clerical toilet shall be installed in any building unless first approved by this officer.

Testing Laboratory – the one who point established the critical level marking or backflow prevention
device or vacuum breaker.
Contractor – it is individual or company responsible for the performance of the construction work.

Plumbing Official – the administrative authority or the officer with the administration and enforcement
of the NPC or his regularly authorized authority.

Journeymen – is a person who has completed apprenticeship training in a trade and skilled in a
particular field.

Apprentice – is a person who enter into an agreement with an employer.

Estimator – is a person who estimate the cost of construction projects the contractor wants to bid.

Sanitary

The date when Sanitation Code is issued August 22, 1991.

Sanitary engineering law RA 1364.

The date when Sanitary Engineering Law and Plumbing Law are approved June 18, 1955.
